ABSTRACT

Computerization’s innovation moves rapidly and continuously growing in all


aspects and in different areas of the industry. Nevertheless, there are still some sectors
today who seem to be left behind for they has not fully recognized the importance and
capabilities of modern technology. While, some might not have the ability and not
capable of adapting the new ways. According to Rhow Mee, Information technology (IT)
innovation in an enterprise involves using technology in new ways to create a more
efficient organization and improve alignment between technology initiatives and business
goals. The use of computerization reduces human errors and processing time, thus it can
boost productivity and result in a high quality of work. The Philippines has more than
forty-two thousand barangays nationwide. Barangay being the smallest political unit of
the government of the Philippines will serve as the primary implementer of
developmental programs and projects. 

The researcher’s designed and developed the Barangay Information System with


Web Base Mapping to improve the process of gathering and retrieving information of the
said barangay and to provide easily access information for the residents and barangay
officials. This will help save a lot of time to a great extent and avoid unwanted
inconveniences. The admin is in charge of managing the system’s setting if there’s any
changes to make. The residents will be able to create and manage their account, when the
account has been verified by the admin the user will be able to access the information
posted in Program and Events Page, Barangay Personnel Scheduling Page,
Announcement Page and Map Page. The requesting of papers such as Barangay
residency, clearance, indigency, and permit will be available at Request Transaction
Page. Users will also be able to report a blotter via Blotter Page. And lastly, users can
share their experiences and make comments for feedbacks. The Information that will be
posted and shared in Program and Events Page, Barangay Personnel Scheduling Page,
Announcement Page and Map Page will be managed by the Admin and Barangay
Authorized Staff as well as the transactions and interaction that will be done in
the Request Transaction page and Blotter page.

1 INTRODUCTION

Computer-based information retrieval operates through the use of software that

can offer information services for an institution or organization. It is powerful and

convenient builder for simultaneous growth in society and industries. An information

service provides a way to electronically access, retrieve, and transmit that information.

Usually, Barangay Information has been passed through papers or posters and

also it need a once usage of material. Traditionally in a barangay poster of an information

are everywhere. The specific barangay locale has a different poster for announcement

such as incoming event, protocols of do’s and don’ts etc.

Also, the Sangguniang Kabataan made a Facebook Group to inform the residents

regarding on information or activities that need to know and accomplish. The Barangay

Officials need to update online for the residents to be aware of the announcement.

Residents need to access internet just to browse the information that has been made by

the barangay official within the Facebook Page.

On the other hand, this paper will discuss the digitalize Barangay Information

System that can be access through a web browser that could be access by the residents so

that the user could freely access information. Moreover, the Barangay Information

System is appropriate to use for the barangay staff and for its residence to have a web

base access for the information. The barangay information system will secure the resident

confidential files and it is user friendly. Furthermore, it is workability for the will to

enhance the quality of the barangay office and lastly It will help the process and visualize

the data to get information efficiently. It will benefit not only the barangay staff but the

whole administration as well.

1.1 Project Context

The rapid growth of technology has contributed a lot to the continued progress of

all classification of industry. However, some sectors today seem to be left behind in

adapting the use of different methods to have progress on their part. Nowadays,

businesspeople define the applications and problems to be solved by the computer. But

unfortunately, this potential has not been fully recognized or even adequately realized in

some business. It is because users may not fully understand the capabilities and limitations

of modern computer technology. [2]

Information technology (IT) innovation in an enterprise involves using technology

in new ways to create a more efficient organization and improve alignment between

technology initiatives and business goals.

In fact, 80% of the rural community people of third world countries do not get any

fruit of these innovations achieved at the expense of billions of dollars. To the tune of only

20% of the people living in and around urban areas are utilizing the benefits of such

developments. Modern information technology has transformed into a source of

development raw materials, wealth and power of a nation are directed for the well-being of

humanity. [3]

Computerization is a control system that manages processes in the industrial

workplace. It reduces human errors and processing time, thus it can boost productivity and

result in a high quality of production. This can result in a system well integrated process

that can perform much faster and more accurate than the manual system. [4]

As a process innovation, it lies at the center of streamlining processes both in the

public and private sectors. It becomes less of a choice but more of a requirement for

individuals, as computers play a crucial role in assisting people in organizing, storing and

retrieving huge amount of information. It likewise serves as a tool which enables its users

to do more tasks, hence making it a vital commodity especially in working environments.

The application of information and communication technology for improving governance

by enhancing government's role in service delivery, public administration, and the

promotion of participatory democracy has been gaining momentum in many parts of the

world. [5]

The Philippines is generally composed of more than forty-two thousand barangays

nationwide. Barangay as the smallest political unit serves as the primary implementer of

developmental programs, projects, and policies. Moreover, the nation's public service

delivery system will falter at the grass roots without the inspired and dedicated work of the

barangays. As shown by Claire Ong Carpio [6]

The staff encountered difficulties and long procedure in the system that they are

using until now is a manual based process for all services to its constituents. They manually

handled transactions daily; specially get Barangay clearance, certification, cedula and

permits. [7]

As such, evidence has been provided that Information technology has been

developing and continue to improve our daily lives. To date, Lado et al., (2017), Algara

(2015) and Faruque et al., 2014 have developed Information System. Among such works,

only Algara (2015) focused more on the barangay print out output such as certificates,

certification, cedula and permits.

On the other hand, the researchers decided to create this system to maintain

complete and up to date information that will give resident information, fast retrieval of

files, easily accessible verification and can automate the recordkeeping process in order to

produce efficient and accurate reports.

1.2 Purpose And Descriptions

The study aims to design and develop a Barangay Information System with Web

Base Mapping for a barangay and the system will benefit:

To the residents, they could be easily accessing the information they need towards

barangay information via smartphone, laptop, or personal computer. Residents are also able

to make request for paper transaction to lessen the face-to-face interaction, they can also

send blotter reports.

To the administrator, to have an accessible digitalize data towards its residents'

information and to help disseminate information to its organization.

To the barangay officials, to improve the quality of service they provide to the

barangay and enhance the process of gathering information as well as retrieving records of

transaction. Making announcements to well inform the residents would be easier.

1.3 Objectives

The general objective of the system is to design and develop an information

system entitled “Barangay information System with Web Base Map” that will improve

the process of gathering information to the said barangay.

1.4 Scope and Delimitations

The scope of this study focuses on the development of a Barangay Information

System with Web base map. It was design to access by the barangay administrator,

barangay authorize staff and residents of the area. The system will have the following

functionalities: (1) Log in – after registration, right credentials is required to login. (2)

Forgot Password – use to retrieve account using the email input in the registration if the

password is forgotten. (3) Manage Account – admin can be able to view who’s the

residents with verified account and can choose an authorize staff to manipulate the

system. (4) Programs and Events Page - the administrator or barangay authorize staff can

create, update, delete program and event and the user can be able to visualize it. (5)

Barangay Personnel Scheduling Page – the administrator or barangay authorize staff has

a privilege to input, edit and delete the schedule of the barangay personnel that user can

be able to see the availability of the barangay personnel. (6) Announcement Page – the

administrator or barangay authorize staff can create, update, delete an announcement and

the user can be able to see the necessary announcement of the barangay. (7) Map Page –

the administrator and barangay authorize staff can input, update, delete the information in

the color concentration of the web base map. The color concentration in the map is

divided in to three parts: Barangay Personnel location, SK members location and

Highlights of the Barangay. The user able to see the path and information by the web

base map. (8) Request Transaction Page – the administrator or barangay authorize staff

can be able to see the request paper (Residency, Indigency, Barangay Clearance and

Permit) of the residence and mark it done when the transaction has been made. The user

can request paper and wait until the administrator or barangay authorize staff give

feedback on when the paper can be claim. (9) Feedback – user can be able to have a

comment and the administrator or barangay authorize staff can reply on it. (10) Blotter

page – the user can be able to report a blotter via web base and the barangay

admin/barangay authorized staff can be able see it and take an action. The admin is

assigned to manage the settings of the system, the information store can be updated if

there are changes to be done and saves the changes being done. The barangay personnel

information contains the data needed to be reachable by the administrator and the user.

The residence information that stores in the system will be use for the fast retrieval of

data when paper transaction happen it can be search and it will appear the information of

the resident. In order to use the system, the user need to register and verify his account

with his email for security purposes. To access the system, the residents should log in

with a right credential, if the user input wrong credential the system cannot be access.

The system is delimited not to include direct messaging/chat communication, map of the

province (only include map for the said barangay only), soft copy of papers for the user

(only include request transaction). The Barangay Information System with Web Base

Map is a web-based platform. The user must have an internet connection to be able to

access the system. It can be access by the use of the devices such as laptop, cellphones

and personal computers and browse in the Safari, Google Chrome, and Microsoft Edge.
2 RELATED LITERATURE

2.1 Discussion of Model

Imus et al. [8] have noted that Computer-based information retrieval operates

through the use of software that can offer information services for an institution or

organization. It is powerful and convenient builder for simultaneous growth in society

and industries. An information service provides a way to electronically access, retrieve,

and transmit that information.

Computerization is a control system that manages processes in the industrial

workplace. It reduces human errors and processing time, thus it can boost productivity

and result into a high quality of product produce. This can result in a system well

integrated process that can perform much faster and more accurate than the manual

system [9]. Therefore, the system of proponents will also be equip with a module that

will maintain the information of residents, and these modules will support the barangay in

order to speed up the process and also lessen human error in recording information.

The staff encountered difficulties and long procedure in retrieving, recording,

computing, and processing of data. The system that they are using until now is a manual

based process for all services to its constituents. They manually handled transactions

daily; specially get Barangay clearance, certification, cedula and permits. Before the

accomplishment of the task the constituents who request must undergo a long process.

Same through with storing of files, updating, accessing of data, they used folders and log

of papers for its storage [10].

As shown by Ministry of Finance, information management is a core component

of government infrastructure; it is the intellectual capital of responsible governance. Best

practice policies and standards result in efficient, accountable and cost-effective use of

resources. Information technology constitutes the full spectrum of technologies and

services that support information management [11].

In addition, Managing Records are managed for the benefit of and its staff,

partners, stakeholders, and the public. EPA is committed to maintaining and converting

its records to electronic formats, where practical, to facilitate moving away from paper

toward more effective and efficient electronic solutions. Maintain records so they can be

accessed by staff with a need to know the information for appropriate reasons and

maintained for the required retention period. Implement a plan to protect records and

assess damage to and recover any records affected by an emergency or disaster (e.g.,

financial, legal and emergency operating records). Filing records for safe storage and

efficient retrieval and maintaining and disposing of personal papers. [12]

As mentioned earlier [10], [11]-[12] the system that has been using until now is

manual base process that the staff encountered difficulties and long procedure in

processing of data. Moreover, the manual base process used folders and log of papers for

its storage. On the other hand, ministry of Finance said that Information technology

constitutes the full spectrum of technologies and services that support information

management.

EPA said that it needs to implement a plan to protect a record and recover any

records affected by an emergency or disaster. Moreover, a computer-based information

system is responsible for an effective and efficient approach for barangay employees and

residents. It will help them accomplish tasks faster and would also eliminate the need of a

large staff.

Amuyou et al. [13] have noted that Land is the most valuable possession of

mankind. It is also an important asset of any country. Without land, there can be no

country.

One of the greatest challenges facing Local Government in the 21st Century is

keeping up with the demands of the citizens. This means local councils taking on

efficient management of resources, planning and taking responsible decisions, and, above

all, keeping the public up to date on information and opening the way to their

participation. On the other hand, the specific challenges facing at the moment are:

Currently there is no standardized method of capturing, recording, and maintaining land-

related data changes as the city is growing to provide staff and the public with easy

access to consistent, accurate, up-to-date land information in a cost-effective manner.

Moreover, the information is sometimes obsolete, so decisions risked being based on

incorrect information: the current labor-intensive manual processes contain a greater risk

for human error. [14] Hence, through offering a solution that involves an automated

index used to retrieve geographic information from the database, the web-based

Geographic Information System (GIS) Services can minimize or remove these issues.

The GIS (Geographic Information System) is that input, manipulation, analysis,

output of geographic data can work on Internet. Recently the use of Internet GIS

(Geographic Information System) which is geared with Internet and GIS, is on the

increase because of services of GIS data on web, non-limitation of platform [15]

A web map is an interactive display of geographic information, in the form of a

web page, that you can use to tell stories and answer questions. Moreover, with the

advent of web mapping geographical information can be shared, visualized, and edited in

the browser. [16]

As mentioned earlier [15]-[16], GIS can work on a internet and recently the usage

of it has been increase. Moreover, the web base mapping will be more reliable for its

being edited nor updated. The most important advantage to this is accessibility a web

map can be viewed by anyone from any computer with an internet browser and an

internet connection, just like any website.

With the development of GIS technology, an information system for a relevant

subject can be constructed rapidly, especially in terms of database management, spatial

analysis tools, and mapping. However, the constructed information system is commonly

limited by the basic functions of the commercial software. In response to the epidemic,

many institutions and research groups have built a number of information systems, such

as "epidemic map displays", "fever clinic queries" and "passenger information queries",

based on existing commercial software, which has made an important contribution to

epidemic prevention and control. [17]

As the table shown the barangay personnel and residence record has the most
used by the system mentioned above. The system proposing by the researchers will be
having a feature of the barangay personnel and residence record. The web base map has

the least use by the system mentioned above followed by barangay program page that
push the researchers to have this features as well the system proposing by the researchers
will have this feature to make it unique and be use by the future researchers.

2.2 Conceptual Framework

The Conceptual Framework serve as analytical tool with several variation and
context that help the researchers to have a guide and to make the system visible by the
use of figures and words. The conceptual framework help the researchers to build a
model and make a conceptual distinction and organize ideas.

Figure 1 shows the conceptual framework of the proposed system entitled


“Barangay Information System with Web Base Map” that consist of five parts. Starting to
the (Input) that held the requirements of the system followed by the (Process) of what
need to do to make it run and as the process done it will land to the (Output) which is the

3 TECHNICAL BACKGROUND

The Barangay Information System with Web Base Map runs using web browser. The
system requires a software and hardware requirement to access the system. For the
system to work, user must have the following requirements.
3.1 Software Development Requirements

Table III shows the software requirements that the researchers use in

development, testing and enhancing of the system. Version of different browser such as

Google Chrome and Microsoft Edge that the system support. Next version from the listed

version above up to the latest version means the system is compatible. Web development

languages: HTML, CSS, Server-Side scripting: PHP, Client-Side scripting: JavaScript,

Database: MySQL. XAMPP, Github, Composer, Laravel, Reactjs, Nodejs, Google

Chrome, Windows Operating System and Visual Studio are use in developing the system.

developing, testing, and enhancing by the version it needs to manage the proposed web

application (Desktop Version, Network version, Mobile, Laptop, Personal Computer and

Smart Phone).

Figure 2 shows the Network Architecture of the proposed system. For the devices to
access the system, internet connectivity is a need for all clients. This is because the
system being web-based. Devices such as laptop, personal computer, or smartphone are
among the devices that can display the system’s interface. For Admin and authorized
staff, they also need to be connected for them to manage the system.

3.3 Sources of Data

The sources of the data in this study will be related literature, studies and article
through internet research that has a date validity starting 2015 to 2021 to have a reliable
source. This study will have a mapping that will come from the Google map and the
locale that has been chosen for this system is from the San Francisco, Tarlac City.
4 METHODOLOGY

This chapter discusses the methods in data gathering, requirements analysis and

documentation, the source of data, the target user and the tools used in developing the

Barangay Information System with Web Base Map.

4.1 Methods in Data Gathering

The following are the methods used by researchers in gathering data:

4.1.1 Internet Method

Internet Research is simply, the systematic search for relevant information on a

particular topic or problem. Systematic study, investigation, or whatever else with the

goal of addressing the researcher’s question.

The researchers used the internet as a tool to help with the development of the

study. The researchers have also obtained extra knowledge about the proposed system on

the internet. Internet Research or web browsing were able to help the researchers find

related literature and studies to the system, Barangay Information System with Web Base

Map to gather the information researchers needed.

4.1.2 Observation Method

Observation method is by observing firsthand, the researcher can collect, check,

and record data.

The researchers used the observation method to understand the operation towards

paper transaction in a barangay and to know what the data are needed to be digitalized.

One of the researchers has a family that work as a barangay secretary that gives the

researchers information about the paper transaction.

The figure 3 shows that the researcher visited a barangay official to conduct an

interview to gather information needed towards the barangay. The barangay secretary

showed some samples of barangay certifications such as barangay indigency, clearance

and permit, she also instructed what are the information needed for transactions and how

it is being processed.

Figure 4 shows the Use Case Diagram of Barangay Information System with Web

Base Map that consist of Administrator, Barangay Authorize Staff and Residents. The

residents of the barangay can register an account that needs to verify in email to

successfully registered. Once the residents successfully log in, it will land on dashboard

for them to view barangay announcements, view programs and events, barangay map,

barangay information, can request paper transactions such as certificate of residency,

certificate of indigency, barangay clearance and barangay permit, send blotter reports and

give feedback. The Administrator will login and it will manage the user account,

scheduling, announcements, map, process paper transactions and process blotter reports.

Furthermore, when the Administrator is not available the Barangay Authorized Staff will

hold the responsibility.

The primary users of the proposed system will be the residents of the barangay.

events, and announcements. The users can also reset their password and provide the

email needed. Residents table contains the basic information of the residents.

will be handled and managed by the Administrator and Barangay Authorized Staff. The

Administrator and Authorized Staff will manage user accounts, scheduling,

announcements, programs and events, map information of the said Barangay, process

paper transaction and process blotter report. The residents must register and log in for

them to access the information posted in the page, request paper transaction, send blotter

reports and stay updated to the upcoming events and announcements. The Residents will

also be able to make changes to their accounts, give feedback, change password, and

share their experience with the system. The system will process paper transactions such

as certificate of residency, certificate of indigency, barangay clearance and barangay

permit. The Map Information include highlights of the said barangay, house of barangay

officials and house of SK officials.

For managing product development, the Agile Scrum approach is an interactive

and incremental Agile Software Development methodology. It refers to a flexible, all-

encompassing product development strategy in which a development team works

together to achieve a common goal and enable the team to self-organize by close online

collaboration of all team members by having a daily online communication.

The researchers use Scrum Methodology for planning, testing, and development

of the system. Planning wherein the researchers conduct a meeting to choose a locale for

researchers chose this methodology because It is easy to adapt changes and able to do

adjustment when it’s needed.

In this phase, the researcher did was to search for locale and agreed that San

Francisco, Tarlac city would be the locale since one of the researchers was from there.

After finding the locale, the researcher started to make a research and observation about

San Francisco and the researchers came up to the idea of developing the system which

may help barangay officials, staff and residents of Barangay San Francisco Tarlac city to

spread information inside the organization.

filling out the data must be editable, and the admin or barangay officials will be having a

Table XVIII shows that the developing team work hard to input web base

mapping on the chosen locale were working 5 executive days is not enough to finish the

functionality of the map in the system. Moreover, “working” means the designated task

has been skip and loopback after doing another task to make it done. Lastly, the

developing team made a different colored pin to manipulate the information in the map

and it is editable and removable that the user will be able to see it when it’s created by the

admin nor barangay authorize staff.

sprint tracking technique was the burndown chart, and it shows how work was done. The

blue color line shows the estimate time to develop the system while the orange color line

shows actual time spend to develop the system.

5 RESULTS AND DISCUSSION

This chapter shows the results of the developed system and evaluation by means

of functionality testing, security testing, compatibility testing and UX Evaluation.

5.1 Design and Development of Barangay Information System

with Web Base Map This is objective number 1

Figure 14 shows the login page for the administrator. The login page held the
sign-up for the registration and sign in for the system to access. After the registration, the
administrator can now access the system and manipulate it.

dashboard tab is for the summary of the data encoded in the system. The numbers and the

receive a message that the request paper is disapproved.

page is created for the user to send a blotter report via web base and the administrator
will be able to see it by name, address, contact number, date report and the case for the
barangay officials to take an action. When its under investigation it will be move to

cases will be seen in the pending reports.

is the landing page for the user and the notification coming from the admin is visible by
this page. When the user click one of those features the system will lead the user to
another page (page clicked by the user).

6 CONCLUSIONS AND RECOMMENDATIONS

6.1 Conclusion

The researchers successfully accomplish to carry out the design and development

of the proposed system entitled “Barangay Information System with Web Base Mapping”

intended for Barangay San Francisco, Tarlac City. Having the following features and

functionalities; Log in, Forgot Password, Manage Account, Program and Events Page,

Barangay Personnel Scheduling Page, Announcement Page, Map Page, Request

Transaction Page, Blotter Page and Feedback. To gain access and acquire the privileges

offered by system users must log-in to create account providing right credentials; they

will be able to manage their accounts and retrieve passwords when forgotten. The user

accounts and their information are visible to the administrator’s account which will be

used for future transactions and will be useful and convenient for the barangay officials

when gathering of data is needed around the barangay. This will effectively save them

more time which will fasten and improve the day to day the transactions between

residents and the barangay officials (secretary and treasurer). Barangay officials and

Sangguniang Kabataan officials won’t necessarily has to call out the residents for

meetings and announcements for they can easily make post about it to well inform,

educate and for the awareness of the residents on the on-going activities of the barangay,

they can check it at the Program and Events Page. Everyone who wish to see the schedule

and available on-duty barangay official will be seen at Barangay Personnel Scheduling

Page. Upcoming and ongoing activities will be posted at Announcement Page. To anyone

who is new to the barangay and needed to be familiarize for certain purposes we have the

Map Page which highlights the said barangay, house of a barangay officials and SK

members. Requesting of papers such as barangay indigency, barangay permit and

clearance will be available at Request Transaction Page. For blotter reports users can file

request at Blotter Page and lastly users can make comments and share their experience

using the system for Feedbacks which will be useful in improving the system. With these

features barangay can keep up with the demands of its residents and cope up with

challenges being faced due to changes in situations, with the help of the system face to

face interactions between residents and barangay of ficials can decrease and be limited.

1. Residents - The flow of information towards the barangay has been made easier
for the residents for they can easily gain access to it using their smartphones,
tablets, and laptops by visiting the systems website. Requesting of documents
such as barangay clearance, indigency and permit can be easily done at Request
Transaction Page, as well as appealing for blotter reports. Residents will only
have to make interactions when the request is ready for claiming.

Barangay Official – Transaction is faster and improved and informing the


residents has been made easier, will give the barangay officials ample of time to
do other tasks that will save them lots of time. Through the residents user
accounts the process of gathering information will be easier as well as the flow of
information around the barangay.

Administrator - Will have digitalized record that will make transactions and
processes easier.

2. The Result of the evaluation conducted by the researchers shows that the users
verbal interpretation strongly agree when it comes to the security testing,
compatibility, functionality, and User experience of the system.

6.2 Recommendations

The findings of the researchers led the following recommendations:

1. For the future researchers who will undertake the same study, we recommend you to

make additional features to your system such as having a downloadable softcopy of the

requested barangay certification for the residents, this will be more convenient for

everyone providing them faster transactions.

2. For the future researchers, it is recommended to enhance the GUI of the system. If

possible, allow the user to input display picture in their profile. Also make efforts on

enhancing the designs and styles of the system.

3. For the future researchers, if possible, try to include direct messaging or chat

communication to have a private conversation between the users.
