 Rodrigo Duterte, nicknamed "Digong," is a Filipino politician who was elected President of the

Philippines in 2016. He was born in Maasin, Philippines, on March 28, 1945. is a Filipino politician and the

16th and current president of the Philippines, as well as the first from Mindanao to hold the position.

He is the chairperson of the Philippines' ruling political party, the PDP–Laban. On June 30, 2016,

Duterte took office at the age of 71, making him the oldest person to hold the Philippine presidency; the

previous record holder was Sergio Osmea, who was 65 at the time.

Duterte's presidential campaign in 2016 resulted in his election victory. During his presidency, his

domestic policy has centered on combating the illegal drug trade by launching the contentious war on

drugs, combating crime and corruption, launching a massive infrastructure plan, and proposing a shift to a

federal system of government. He also oversaw Ferdinand Marcos' controversial burial, the 2017 Battle of

Marawi, and the government's response to the COVID-19 pandemic. He stated his intention to pursue a

"independent foreign policy" and strengthened ties with China and Russia. He initially declared his

candidacy for vice president in the 2022 election, but in October 2021, he changed his mind.

According to Article II of the Constitution, the President is responsible for carrying out and

enforcing the laws enacted by Congress. The federal government is administered on a daily basis by fifteen

executive departments, each led by an appointed member of the President's Cabinet. In addition, the

President appoints the heads of over 50 independent federal commissions, as well as federal judges,

ambassadors, and other federal offices.

 Create issuances (executive orders, administrative orders, proclamations, memorandum orders,

memorandum circulars, and general or special orders)

 Appoint heads of executive departments, ambassadors, military officials (rank colonel or naval

captain and above), members of the Judicial and Bar Council, members of the Supreme Court and
 lower courts, and chairpersons of the constitutional commissions (Civil Service Commission,

Commission on Elections, Commission on Audit)

 Appoint undersecretaries and assistant secretaries of executive departments, upon the nomination

of the secretary of each department

 Appoint directors and assistant directors of bureaus, regional and assistant regional directors,

department service chiefs, or any equivalent positions as stated in the Constitution and the

Administrative Code of 1987

 Head the National Security Council

 Supervise all local governments

 Act as Commander-in-Chief of the Armed Forces of the Philippines

 Suspend the privilege of the writ of habeas corpus, but only to persons charged with rebellion or

directly connected with invasion

 Place the whole or part of the Philippines under martial law, upon the approval of Congress

 Grant reprieves, issue pardons, or remit fines/forfeitures after a judgement has been passed

 Grant amnesties with the concurrence of a majority of all the members of the Congress

 Contract or guarantee foreign loans on behalf of the country, with the approval of the Monetary

Board

 Certify the necessity of the enactment of a legislative bill to meet a public calamity or emergency

 Approve or veto all bills passed by Congress

 Veto any item in an appropriation, revenue, or tariff bill

 Submit a budget of expenditures and sources of financing to Congress as a basis for the general

appropriations bill

 Address Congress before or during the opening of its regular session

 Direct the Solicitor General to acquire private property for public use (eminent domain)

 Direct the Solicitor General to acquire properties from deceased persons who have left no will and

do not have any legal heirs

 Direct the Solicitor General to recover the ill-gotten wealth of public officials or employees

As the Duterte administration enters its final year, only nine major infrastructure projects have been

completed out of a total of 119 under its flagship Build, Build, Build infrastructure program. In the last five

years, the list of projects has been revised several times, indicating a constant reality check on what an

economist calls a "overly ambitious" program

The Anti-Drug Strategy -Drug supply reduction efforts involving aggressive law enforcement and

prosecution with strong adherence to the rule of law and observance of human rights, coupled with

comprehensive demand reduction initiatives and supported by strong international ties.

Drug Supply Reduction -Take away drugs from the public through market denial operations and prevention

of diversion from the licit to illicit market; and reduce the proliferation of illegal drugs through sustainable

alternative development programs.

Drug Demand Reduction -Take people away from the lure of drug abuse through policy formulation,

preventive education, research, treatment, rehabilitation and reintegration; provision of alternative

development programs and forging cooperation with regional and international agencies and counterparts.

Skyway Stage 3 - In late 2020, DPWH Secretary Mark Villar posted on Facebook that the full opening date

of Skyway Stage 3 was set on January 14, 2021, and appended to his post the hashtag #BuildBuildBuild.

During the inauguration, Duterte himself said, “The successful completion of the Skyway is a testament to

the efficiency, reliability, and sustainability of our Build, Build, Build Program.”
LRT-2 East Extension Project - His project was approved by the National Economic and Development

Authority (NEDA) Board way back in 2012, and was initially expected to be finished by the first quarter of

2018. Curiously, this project was not even in the original master list of BBB, but somehow found its way into

the list’s latest version.

NLEX-SLEX Connector Road -This PPP project was greenlit by the Aquino administration as early as

January 2013.

C5 South Link Expressway -Previously known as the Cavitex-C5 South Link Project, this expressway

was approved by the Aquino administration and its groundbreaking happened in May 2016. 

MRT-7 - The project, currently being built by San Miguel Corporation, was initiated way back in 2004.

Its groundbreaking happened in April 2016.

Parañaque Integrated Terminal Exchange - PITX is another PPP project of the Aquino administration. It’s

part of the Integrated Transport System (ITS) that was the subject of Executive Order 67 in 2012. The

project was awarded to MWM Consortium in 2015, but construction didn’t start until October 21, 2016.

Mactan Cebu International Airport (New Passenger Terminal Building) -This is yet another PPP project of

the Aquino administration, which secured for the government a P14.4-billion premium from the consortium

that implemented the project. Its groundbreaking happened in July 2015.

New Bohol Panglao Airport -The NEDA Board approved this project as early as 2003, but it wasn’t until

2013 that it got financing through the help of the Japan International Cooperation Agency. It was completed

and inaugurated in November 2018.

LRT-1 Cavite Extension Project -This project has been derailed for decades chiefly due to right-of-way

issues and the relocation of informal settlers. It was in September 2015 when a consortium consisting of
Ayala Corporation, Metro Pacific Investments Corporation, and Macquarie Group finally won the LRT-1

extension deal. Construction started in 2017.

Cavite-Laguna Expressway (CALAX) -CALAX is another PPP project of the Aquino

administration, awarded to Metro Pacific Investments Corporation in 2015. It was never part of the official

BBB master list, but that hasn’t prevented the Duterte government from claiming it as a BBB project.
