CHAPTER I
PROJECT BACKGROUND
Introduction
Quezon City University (QCU), formerly Quezon City Polytechnic
University (QCPU), is a city government-funded university in Quezon City,
Philippines. On March 1, 1994, it was founded as the Quezon City Polytechnic,
which offered technical and vocational courses. By virtue of Ordinance No. SP-
2812, series of 2019, changing its University Charter, was renamed the Quezon
City University in July 2019, qualifying QCU as a beneficiary of Republic Act
10931, also known as the free tuition law. Quezon City University currently offers
five Bachelor's Degree programs: Bachelor of Science in Information
Technology, Bachelor of Science in Entrepreneurship, Bachelor of Science in
Industrial Engineering, Bachelor of Science in Electronics Engineering, and
Bachelor of Science in Accountancy. The university implements a flexible
learning program, also known as "FLEXI TAYO SA QCU," for the first semester
of Academic Year 2020-2021. The program's objectives are to establish a
program that will serve as the foundation for class conduct, to lay out the
direction for facilitating instructional delivery via online synchronous,
asynchronous, and offline modes. To establish a culture of collaborative learning
for both teachers and students also to provide guidance and support to students
on their academic and administrative responsibilities. Their goal is to provide
high-quality care and education in a loving and respectful environment that
promotes moral growth. Quezon City University is one of the best in terms of
teaching, environment, and learning.
Main Objective

and time-saving manner.
Specific Objectives
Scope
1. The proposed system will be centered on the management of the Quezon
City University Library, specifically their Log-in and Borrowing System.
2. The proposed system will only allow the Librarian and Assistant librarian
to update, delete, and add information.
3. The proposed system will use a database where all information will be
securely stored.
4. The proposed system will be integrated into the enrollment system for the
enrolled student's information.
5. The proposed system will generate a penalty fee for overdue return books.
Delimitations
1. The proposed system does not include a framework for purchasing books.
2. The proposed system is intended only for the Quezon City University
Library.
3. The proposed system is not intended for use online.
Asynchronous - allows you to learn on your own schedule, within a certain time
frame. You can access and complete lectures, readings, homework, and
other learning materials at any time during a one- or two-week period.
Collaborative - is often used in a positive context to refer to two or more parties
successfully working together on a goal or shared project.
