The Republic Act. No. 7459 the Inventors and Invention Incentive Act of the
Philippines, “declares as a national policy the giving of priority to scientific inventions and its
utilization of the countries productive system and national life. The national policy of
prioritizing innovation and its application to the country's productive processes and national
life; and, to that end, providing incentives to investors and protecting their exclusive right to
their invention, especially when the invention benefits the people and contributes to national
growth and advancement.
According to national policy, the government shall have a program to create an
environment conducive to ingenuity and creativity, promote and help inventors who are
innovative and resourceful, as well as those imbued with a strong sense of nationalism, and
increase the potential and competitiveness of inventors through rewards and other means
assistance and supports.
