THE PROBLEM AND ITS BACKGROUND

In looking at our future challenges, it is useful to reflect on our fire safety

performance over time.

Last 2019, the Bureau of Fire Protection or BFP responded to 16,408 fire incidents

nationwide from January to October 2019, a 14.23 percent increase over the 14,364

recorded during the same period in 2018.

Of the total fire incidents in 2019, 7,865 were structural, 7,660 were nonstructural

and 883 were vehicular fires. The estimated amount of property damage for 2019 was

P6.36 billion, almost 60 percent higher than the P3.99 billion worth of damaged property

in 2018.

There are several issues that underlie the challenges and opportunities we face

today in the fire safety community. First and foremost, we do not now adequately

understand the fire problem itself. The Meade and Hall reports are important efforts to

develop an understanding of the fire problem as a whole. However, they also provide an

indication of the modest underpinnings for their analysis that underscores our lack of

substantive understanding of most aspects of the fire problem. We are unable to even

provide credible estimates of the component costs of fire, much less provide a credible

understanding of why these fires arise or why the level of damage from these fires results

Thus, fire safety inspection is very important in the field of firefighting and fire

prevention. The purpose of fire safety is to eliminate injuries. There are many different

forms of safety. There are also safety programs for firefighters. The main goals of the

safety program consist of preventing damage or loss of equipment, preventing human

suffering, casualties, injuries, and exposures to hazardous atmospheres and transmittable

diseases.

This study will determine and evaluate the challenges and opportunities on fire

safety inspection in Surigao City fire station.

Framework of the Study

The study was anchored on RA. 9262 known as Violence against Women and
their Children Act of 2004.”
