CHAPTER 1
THE PROBLEM AND ITS BACKGROUND
INTRODUCTION
Social Amelioration Program (SAP) is an inter-agency social care
program and measure to help mitigate the social and livelihood impact of the
COVID-19 health crisis and guidelines implemented by enhanced community
quarantine (ECQ) (RA No. 11469 0 "Bayanihan to Heal as One Act" at JMC
No. 1 Series of 2020).
Government agencies are expected to distribute the cash subsidy;
among these agencies are the Department of Social Welfare and
Development (DSWD), Department of Labor and Employment (DOLE),
Department of Trade and Industry (DTI), Department of Agriculture (DA) and
Department of Finance (DOF) (Bayanihan Act and JMC No. 1 Series of
2020).
Social Amelioration Program also known as SAP aid beneficiaries will
receive an emergency cash subsidy of 8,000 PHP if they live in the National
Capital Region, and at least 5,000 PHP if they live in another province. Those
who are qualified to file as beneficiary are Senior Citizens, Persons with

Disability (PWD), Solo parent, pregnant or lactating mother, OFWs in
Distress, Indigent Families, 4Ps, Underprivileged Sector and Homeless
Citizens, and Informal Economy Workers. The subsidies provide marginalized
sectors of society the means to afford basic needs during the pandemic.
BACKGROUND OF THE STUDY
On 12 March 2020, the Inter-Agency Task Force for the
Management of Emerging Infectious Diseases (IAFT-EID) per Resolution No.
11, Series of 2020, raised the COVID-19 threat to the highest alert level,
Code Red Sublevel 2, due to evidence of sustained community transmission
of the disease. The Department of Social Welfare and Development (DSWD),
as the lead agency in social protection, is mandated to contribute to better
quality of life of the Filipino people. Priority attention shall be given to the
poor, vulnerable, and marginalized sectors of the society, especially during
the declaration of State of Public Health Emergency all throughout the
Philippines pursuant to Presidential Proclamation No. 922, series of 2020.
On March 15, 2020, President Rodrigo Roa Duterte approved a
recommendation to declare community quarantine in the National Capital
Region (NCR), and on March 17, 2020, President Rodrigo Roa Duterte
issued Presidential Proclamation No. 929, series 2020, declaring a State of
Calamity in the Philippines, imposing community quarantine throughout
Luzon.

COVID-19 pandemic, the current public health crisis, brought
disruption to all aspects of society, particularly income and employment. In
April 2020, the unemployment rate rose to 17.7%, making 7.3 million Filipinos
unemployed. According to the World Bank, a two-month lack of income would
push the Philippines' poverty rate up by 3.3 percentage points.
Cash transfer services have been introduced in the Philippines to
assist the distressed and needy. The government moved quickly to pass
legislation to address the public health crisis. The allocation of P199.975
billion to the Department of Social Welfare and Development (DSWD) to
finance its Social Amelioration Program (SAP) was one of the most notable
features of the Bayanihan to Heal as One Act.
STATEMENT OF THE PROBLEM
The researchers aimed to assess the inputs of the impact of the Social
Amelioration Program regarding the families of selected students of AB
Political Science of the University of Caloocan City.
The researchers aim to know the demographic profile of the
respondents such as gender, age, number of family members, and as follows:
1. How did the current pandemic impact or challenge the families
of selected students?

2. How did the COVID-19 Social Amelioration Program or SAP
help, or not, in alleviating these challenges?
3. What are the possible problems that they encountered while
acquiring the Social Amelioration Program (SAP)?
SCOPE AND DELIMITATION
The main objective of this study is to determine the impact of the
Social Amelioration Program regarding the families of selected students of AB
The scope of this study covers the Senior High School Academic Track
focusing on AB Political Science Department of University of Caloocan City
as the main variable to be able to produce an accurate and precise data to
avoid any mistakes. The selected Political Science students of University of
Caloocan City will be used as a variable in this study. Other course or
department of University of Caloocan City will not be included or will not be
used as a variable in this study.
SIGNIFICANCE OF THE STUDY
The study will be conducted to determine impact of the Social
Amelioration Program regarding the families of selected students of AB

-This study will redound to the benefit of:
For Political Science students, their families are the one who benefits this
study the most. They gain most of the learning development, new information,
and supporting studies regarding the impact of Social Amelioration Program.
Government and the latter responsible for the Social Amelioration
Program: Through the result of this study government agencies may
determine whether what could be done to improve and make their programs
more effective.
Future Researchers: The result of this study may be of help to other
researchers in their studies about the effects of procrastination as their guide
or reference.

REVIEW OF RELATED LITERATURE AND STUDIES
RELATED LITERATURE
An journal entry entitled “Indigenous Peoples and the COVID-19 Social
Amelioration Program in Eastern Visayas Philippines: Perspectives from
Social Workers” by Ginbert Permejo Cuaton and Yvonne Su, Ph.D. indicated
that the distribution of the cash assistance, SAP, was still unfinished more
than three months after its inception, from March to June 2020, due to a lack
of a comprehensive list of possible beneficiaries.
In an article by Ayame Suzuki entitled “The Philippines’ Response to
COVID-19: Limits of State Capacity”, Suzuki states that The Department of
Social Welfare and Development sent an SMS to mobile phone users asking,
"Ikaw ba (ay) benepisyaryo ng SAP?" in a desperate attempt to identify the
recipients. (Are you one of SAP's beneficiaries?) There are grudges where
there is a list of beneficiaries since the conditions for distribution are not
always obvious, and some object to an allegedly unreasonable quota of
beneficiaries per barangay despite a higher number of qualified SAP
recipients.

On an another article published in the website of IBON Foundation
entitled “SAP exaggerated, millions left behind”, The burst of generosity was
not as it seemed. As it turns out, 10.6 million or almost half (47%) of the 22.7
million beneficiaries will only get one of the two promised tranches. The
government backtracked and eventually said that residents of areas declared
under general community quarantine (GCQ) or modified GCQ as of June 15
would not be getting the second wave of aid after all. (Bisenio, 2020)
To add up, the previous article by Bisenio identified that the Social
Amelioration Program is actually very slow in coming, according to data as of
July 22, 2020. Although some 17.45 million beneficiaries were able to get
their first tranche the majority had to wait at least 6-10 weeks for this.
RELATED STUDIES
On a study conducted by The World Bank entitled “Mitigating the
Impact of COVID-19 on the Welfare of Low Income Households in the
Philippines: The Role of Social Protection”, it stated that the government’s
ability to distribute benefits in a timely and safe manner affects how low-
income households fare during the time of crisis. While most 4Ps
beneficiaries received their SAP grants quickly and electronically through
cash cards, the actual receipt of cash funds may have been delayed due to
mobility constraints and few access points. For those 4Ps households who
reported having received SAP, the self-reported date of receiving cash is

much later -- on average by April 26, 2020, although the actual payment to
cash card holders was made by April 4.
According to reports, 3.7 million people, or 31% of the target
population of 12.1 million, have already got their second SAP tranche.
According to Malacañang, 80% of those who are supposed to receive a
second tranche will receive it before the end of July. However, it is very late.
Beneficiaries presumably should have gotten their first tranche around mid-
April, or a month into the lockdowns, and the second tranche correspondingly
by mid-May. Receiving the second tranche only now is over two months late.
And it's not like the assistance provided is significant. For the first
tranche, a total of Php98.5 billion was distributed to 17.45 million households,
averaging Php5,645 per family. When divided out across the 130 days since
the lockdown began, this comes to just Php43 a day per family. Those who
receive a second tranche may be able to quadruple this, but Php86 is still a
insufficient to spread out over four months. Those who receive a second
tranche may be able to treble this, but Php86 is still a paltry amount to stretch
over four months of no, poor, or insecure income. Food, rent, utilities, and
even debt payments continued or were only temporarily delayed as a result of
the lockdowns.

SYNTHESIS OF THE REVIEWED STUDIES
Social Amelioration Program may or may be successful if it did not
encountered failures. How low-income households fare during times of crisis
is affected by the government's capacity to administer assistance in a timely
and secure manner.
The government’s capacity will reflect the impact of their programs to
the citizen; it is significantly behind schedule, totally insufficient, and many
people are still unemployed and fighting to their financial struggles and such.
Nonetheless, providing necessary help in a timely and effective manner is
entirely achievable.

The researchers therefore claim that good and effective leadership,
outcome of the beneficiaries, and system and protocols are the most
common reasoning upon why the researchers conducting research about
the Social Amelioration Program. As of now, the government has recently
launched the "Social Amelioration Program" (SAP) as part of its response
to the COVID-19 crisis. According to the Joint Memorandum on SAP, the
aim of government’s social amelioration measures is to “mitigate the
socio-economic impact of the COVID-19 health crisis and the Enhanced
Community Quarantine guidelines.”
According to DSWD, the first step in the implementation of the SAP is
the distribution of the Social Amelioration Card (SAC). This will be done
by local governments house-to-house. Families need to fill up the SAC
and based on the information provided and in consideration of existing
guidelines, the government will provide the corresponding assistance
coursed through the LGUs.
The government’s social amelioration shall include support to 18
million Filipinos who will be most affected by COVID-19. The target
beneficiaries are senior citizens, persons with disabilities, pregnant
women, solo parents, OFWs (distress at repatriated), indigenous people,

homeless, farmers, fisher folks, self-employed, informal settlers, and
those under No Work-No Pay arrangements (e.g., drivers, house help,
construction workers, etc.). The target beneficiaries of SAP shall receive
cash and in-kind assistance amounting to P5,000-8,000 per month for two
months.
This shall not be on top of existing social programs. So, for instance,
what the beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps) are
receiving will form part of the P5,000-8,000, which will be augmented
through other programs under the SAP.
DEFINITION OF TERMS
COVID-19 - is a disease caused by a new strain of coronavirus. Formerly,
this disease was referred to as '2019 novel coronavirus' or '2019-nCoV.'

Social Amelioration Program - is the Philippine government's
emergency subsidy program for more than 20 million Filipino families who
are particularly exposed to COVID-19.

RESEARCH DESIGN AND METHODOLOGY
METHODOLOGY
In this chapter, research design is discussed, as well as sample of the
study, research instruments, as well as the validation of the research
instruments, data gathering procedure to further evaluate the study.
RESEARCH DESIGN
The researchers used a qualitative approach to discern and gather the
perception and ideas of the individual concerning the impact of SAP to the
families of selected AB Political Science students of the University of
Caloocan City. This approach will emphasize the knowledge of the
respondents which will measure if it is significantly same or different among
the accumulated response of the defendant. The researcher chose this
research design because it best served to answer the questions and the
purposes of the study.

In-depth interviews were conducted for the purposes of this study. In
depth interviews are unstructured, personal conversations with the goal of
eliciting participants' emotions, feelings, and opinions about a certain
research topic. Qualitative research seeks to tell the story of a selected
people that are purposely picked by the researchers and answer the query
through their experiences in their own words, and is therefore focused on
narrative.
POPULATION AND SAMPLE OF THE STUDY
The target population of this research study refers to the selected
students of AB Political Science in University of Caloocan City.

RESEARCH INSTRUMENT
To get the appropriate data needed, the researchers will have
questionnaires with (3) parts.
Part I is about the profile of respondents. The tool for profile was
made by the researchers; it will determine the age, gender, year level and
course department and the name will be optional.
Part II is the tool to determine the impact of Social Amelioration
Program to the families of that Political Science students. This will also
determine how did the current pandemic impact or challenge the families of
selected students.
Part III will be the explanation of the political students about the
possible problem that they encountered while acquiring the SAP. The
researchers will prefer them an open-ended question to the respondents.

Some sample questions that were included in the semi-structured
questionnaire were the following:
Question 1: How did the current pandemic impact your family’s daily living?
Question 2: What was the challenge to your family when the pandemic
started? Particularly, when the community quarantine was implemented.
Question 3: Before the Social Amelioration Program, was there any relief or
cash assistance you got to sustain your daily living? If so, can you please
state as many as you remember.
Question 4: During the implementation of SAP, was it hard for your family to
be qualified?
Question 5: How did the COVID-19 Social Amelioration Program or SAP help,
or not, in alleviating the challenges that your family experience?
Question 6: Was there any circumstances that you’ve encountered trouble or
problems with the Social Amelioration Program?
Question 7: What is your family’s over all experience with Social Amelioration
Program?

VALIDATION OF THE RESEARCH INSTRUMENT
The researchers created the research instrument for this work after
conducting a thorough analysis of the available literature and studies from
various sources, as well as peer review by a panel of specialists. Misleading
questions will be changed as a result of the suggestions and
recommendations made during the validation of this instrument. After that, the
researchers present the final draft of the questionnaire to the research
professor for approval and finalization.
DATA PROCEDURE GATHERING
Some circumstances due to the pandemic is still restricted, the
questionnaire that will be distributed will be in a form of online questionnaire.
Google Forms will be used as a medium of the questionnaire. The
researchers will carefully prepared information from the respondents of the
study.
