CONTROL AND INSTRUMENTATION OF ENGINE ROOM MACHINERY

1 GENERAL
The intent of this specification is to describe the general features of automatic
and remote control system and instrumentation of engine room machinery,
complying with requirements for "ACCU" of ABS.

1) The main propulsion plant shall be operated either from the engine control
room (main control station) in engine room or from the wheelhouse.
Centralization of controls and instrumentation shall be made to the extent
that the propulsion plant operation, with exception of "START-UP" and
"FINISHED WITH ENGINE", can carried out from the engine control room
and also from the wheelhouse.
The instrumentation in the wheelhouse shall be kept to a minimum.
2) Means shall be provided for local manual control in the machinery space in
the event of failure of a particular control in the centralized control system.

2 INSTRUMENTATION
The instrumentation and alarms on the control console in engine control
room shall be as shown in Article 11 "APPLICATION LIST".
Pressure gauges, thermometers, position indicators, counters, etc. shall be
furnished for machinery, equipment and piping system as follows:

1) Pressure gauge (direct measuring type)
Pressure, compound and vacuum gauges shall be of Bourdon tube type,
and draft gauge shall be of bellow type, all manufactured in accordance
with JIS.
All gauge shall have a root valve and a gauge valve in each gauge
except where the gauge is located close to the root valve in which case
no gauge valve shall be furnished.
All gauge shall have white scale plate, black figure(red figure for vacuum),
letters in ENGLISH and units in metric system.
Generally, size of local pressure gauges shall be of 75 mm in diameter,
except these supplied as accessories for certain auxiliaries, which shall
be of standard sizes of the auxiliaries manufacturers.
Maximum scale shall be designed by following magnification for working
pressure.
Service Magnification
For boiler 1.5 - 2.5
For general · 1.35 - 2.0
Seal pot shall be provided for pressure gauges of fuel oil.
2) Pressure gauges (remote measuring type)
Generally, remote measuring type pressure gauges shall be of direct
.measuring type or electric converting type except those specially noted in
Article 11 "APPLICATION LIST';. . .
3) Thermometers (direct measuring type)
Thermometers shall be of industrial thermometers of liquid filled in glass
stem type with separable socket manufactured in accordance with JIS.
' All gauges shall be indicated in Centigrade.
Dial type thermometer shall be provided for M/E exhaust gas at turbo
charger inlet and outlet. .:

4) Thermometers (remote measuring type)
Generally, remote measuring type thermometers shall be of resistance
thermometer bulbs or thermocouples for suitable measuring range.
The temperature indicators in engine control room shall be combined as
the system with each alarm described in Article 11 "APPLICATION LIST".
All gauges shall be indicated in Centigrade.
5) Level gauges (direct measuring type)
Level gauges shall be of glass, sounding or synthetic resin type and shall
be provided as shown in Article 1.3.11 "Tank Table" of the ship building
specification.
All gauges shall be indicated in metric system.
6) Level gauges (remote measuring type) (if any)
Generally, remote measuring type level gauges shall be of air converting
differential pressure type or air purge type, except for aux. boiler.
All gauges shall be indicated in metric system.
7) Tachometers and revolution counter

The tachometers and revolution counter shall be of .electric type, and the
tachometers attached to the main engine and generator diesel engines
shall be of mechanical type.
8) Flow meter
Flow meter shall be of volumetric type. '·
9) Salinity indicator
Salinity indicator shall be of electric conductivity type.
10) Pressure switch
Three (3) way cock and drain valve shall be fitted for testing and
adjusting.

3 ENGINE CONTROL ROOM


The engine control room shall be well ventilated and shall be air conditioned.
The engine control room shall have one (1) square double-glazed window as
large as possible and two (2) entrances with self closer. Each entrance door
shall have one 500 x600 mm glass on the upper part.
Ceiling, wall and floor shall be installed thermally and acoustically as follows:

The engine control room shall be provided with the following equipment.

2 -Arm chair
1 - Unit cooler
1 - Main switchboard

1 - Wooden bench
1 - Life jacket rack
1 - box for first aid kit (first aid kit to be supplied by owner.)
A fresh air supply duct branched from engine room1 ventilating trunk with
damper and the exhaust air from the engine control room shall be released to
engine room through a duct by means of natural ventilation.

4 ~ONTROL OF MAIN ENGINE


4.1 General
Pneumatic type remote control system for the main engine shall be provided
to control the engine at the engine control room and electro-pneumatic
maneuvering system from wheelhouse.
The remote control system from the wheelhouse shall consist of programmed
and sequence control for starting, stopping, speed setting and reversing of
engine, and also protecting and safety devices, so that safe and optimum
control of engine shall be automatically carried out by operating a single-
maneuvering lever.
With the remote control system, manual control including try engine shall be
carried out at the engine control room.
A control position change-over switch shall be provided on the console of
engine control room to select the actual control position.
For emergency use, manufacturer's standard local control stand with
essential instruments shall be provided.
4.2 Automatic Control at Wheelhouse
For the control of main engine, a single maneuvering lever, switches, lamps
of display and alarm shall be provided on the remote control stand installed in
the wheelhouse.
By operating the maneuvering lever, starting, stopping, speed setting and
reversing of engine shall be automatically carried out in accordance with
certain control sequence.
Delicate setting of the engine revolution shall also be carried out with the
maneuvering control lever on the control stand in wheel-house for which the
fine adjuster shall be provided.
Emergency stop shall be carried out by the button switc,h.
The maneuvering lever shall be used only as an engine telegraph order lever
in case of engine control room and emergency local control.
Acceleration of the engine speed shall be program-controlled in the range
exceeding ahead "Harbour Full". The programmed control shall increase the
engine speed to the maneuvering lever position in . accordance with the
preset increase rate. ·
For urgent operation, a programmed control by-pass switch shall be provided.
If the critical speed of shafting exists in the range exceeding ahead "Harbour
Full", the automatic critical zone quick pass control shall be provided, which
shall act with governor position. If the critical speed at shafting exists in the
harbour zone, the afarm and indication lamp shall be provided.

4.3 Manual Control at Engine Control Room


Manual control device for the remote control of main engine shall be provided
at the engine control room. Reversing, starting, speed ~etting and control air
supply shall be separately controlled by hand.
Therefore, a reversing lever, which works as the reversing and telegraph
response lever and a speed setting lever, shall be arran@ed on the console.
Emergency stop shall be carried out by the push button switch.
4.4 Emergency Local Control
Against failure of the remote control system, and/or damage of governor, a
reversing lever, starting lever, fuel control lever, tachometer and telegraph
with indicator shall be provided at the level of the middle platform of the main
engine, and the main engine shall be locally maneuvered.
4.5 Change of Actual Control Position
The actual control position shall be selected and settled by a change-over
switch on the control console in the engine control room which shall have 2
positions of "Engine control room", and "Wheelhouse". ·
On the control stand in wheelhouse, no change-over switch but a
confirmation button shall be provided. ·
A change over lever for engine side control and control room control shall be
provided in local control stand with 2 position of "EM ERG" and "REMOTE" as
per maker's standard. !'

4.6 Protecting and Safety Device
1) Emergency Trip
Under the following conditions, the main engine shall stop automatically
with alarm. ·
a) Low main bearing lubricating oil pressure.
b) Overspeed.
Manual emergency stop button shall be provided' at the local, central
control room and wheelhouse. l
Emergency trip system shall be independent of the remote control system.
Reset of emergency trip shall not be possible, until the maneuvering lever
or speed setting lever is set once on the stop .position, even if the
conditions listed above are recovered normal.
2) Slow Down
Under the following conditions, the speed of main engine shall be
reduced to "Dead Slow" automatically during wheelhouse remote control.
a) High lubricating oil inlet temperature.
b) Low jacket cooling fresh water inlet pressure
c) High oil mist in crank case.
d) Low cylinder oil flow
e) High jacket cooling fresh water outlet temperature.
f) High scavenging air temperature.
g) High each exhaust gas outlet temperature.
h) High camshaft lubricating oil inlet temperature
i ) Main engine thrust pad high temperature.
j ) Piston cooling oil outlet high temperature.
k) Low main lub. oil inlet pressure
I ) Piston cooling oil low flow
The alarm of cylinder oil supply stop shall be automatically cut off in the
range of harbour speed.
Slow down cancel(override) switch shall be provided at Wheel house in
order to recover speed without resetting the maneuvering handle as per
maker's standard.
Reset of slow down can be carried out by setting maneuvering handle in
C/R at the "dead slow" position and eliminating the cause of slow down as
per maker's standard.
3) Protection to Turning Gear
So far as the turning gear is engaged, the engine shall not run.

4. 7 Communication System
1) Engine Telegraph
The maneuvering lever on the control console in the wheelhouse shall
serve as the engine telegraph order lever, and also the reversing lever in
the engine control room to serve as the engine telegraph response lever.
The harbor speed shall be 4 ranges of "Dead Slow", "Slow", "Half' and
"Full".
When the maneuvering lever of the wheelhouse is operated, the
telegraph gong at local and the electronic buzzer at the engine control
room shall ring for a short time in case of wheelhouse control.
For emergency control, an engine telegraph indicator shall be provided at
emergency local control stand.
When the main engine is controlled from the engine control room and the
telegraph order lever (the maneuvering lever) is operated at wheelhouse
the gong at local and electronic buzzer at the engine control room shall
ring on until the reversing lever is matched to an order lever position.
2) Sub Engine Telegraph
For the state indication of "Stand-by", "Running up" and "Finished with
Engine", the sub engine telegraph of switch and lamp type shall be
provided on the control console in the wheelhouse and in engine control
room.

5 CONTROL OF AUXILIARY BOILER

5.1 General

The auxiliary boiler shall be fitted with the following control equipment, and
combustion control and feed water control shall be carried out automatically.
In the event of failure of the control equipment, the auxiliary boiler can be
operated manually at the boiler side.
5.2 Automatic Combustion Control
An automatic combustion control of electric on-off system shall be provided
to regulate automatic fuel and air supply according to the boiler pressure
within the predetermined range.
5.3 Feed Water Control
Automatic on/off control of feed water control valve shall be provided to
control feed water flow and maintain the water level of boiler drum within the
predetermined range.
5.4 Safety Device
In the following cases, the safety device shall be automatically operated to
close ~he emergency fuel oil shut-off valve with alarm.
a) Burner flame failure.
b) Low Lo~ boiler water leveL
c) Forced draft fan failure.
*d) Low fuel oil burner inlet temperature.
*e) Low fuel oil pressure.
f ) Electric power failure.
The emergency fuel oil shut-off valve shall be able to operate remotely from
the engine control room.
"*" marked items shall be canceled when boiler is operated manually and
burning diesel oil.

6 CONTROL OF ELECTRIC GENERATING PLANT


6.1 General
The main generator diesel en ine shall be controlled and monitored from the
engine control room and en ine side. The necessary control gear and
I
surveillance gauges shall be provided on the main switchboard or the control
console.
The main generators and the air circuit breakers shall be controlled on the
main switchboard in the engine control room.
6.2 Main Generator Diesel Engines
1) Start and Stop Control
The stand-by generator engine shall start automatically by the abnormal
condition of working generator(s) and also shall be capable of being
remotely started and stopped from the engine control room.
Manual shall be provided for local start and stop.
2) Lubricating Oil Control
As to the temperature control of the lubricating oil, refer to 11
"APPLICATION LIST".
3) Cooling Fresh Water Control
As to the temperature control of the fresh water, refer to Article 14.8.2
"Heat Exchangers and Tanks" of the ship building specification and
Article 11 "APPLICATION LIST".
4) Speed Control
Speed setting of the governor shall be remotely carried out by a governor
control switch on the main switchboard in the engine control room.
5) Emergency Trip
Under the following conditions the engine shall be automatically stopped.
a) Low lubricating oil pressure.
b) Overspeed.
c) High cooling FW. temperature. ,.r

6.3 Main Generators
1) Automatic Change-over from Running Diesel Generator to Stand-by
Diesel Generator
A stand-by diesel generator shall be started automatically when any one
of the following abnormal signals occurs on the main bus-bar, then
automatic change-over through the instantaneous blackout from a
running generator to the stand-by generator shall take place.
Signals:
1. Excessive rise in frequency.
2. Excessive drop in frequency.
3. Excessive rise in voltage.
4. Excessive drop in voltage.
After the above change-over, sequential start of the essential loads
described in sub-paragraph 6.3.(4) shall be carried out automatically.
2) Automatic Synchronizing Device
An automatic synchronizing device shall be provided in the main
switchboard in order that any generator except emergency generator is
connected in parallel to the bus-bar.
3) Automatic Load Sharing Device
One (1) set of automatic load sharing device sha.11 be provided in the
main switchboard for automatic proportional load sharing between the
generators in parallel operation.
The automatic load sharing device shall have automatic transferring from
a generator to the other and circuit breaker di~connection, and the
transferring function shall be put into operation manually on the main
switchboard.

4) Automatic Sequential Start


When a running generator is changed over to stand-by generator through
instantaneous blackout, the following essential loads for the navigation
shall be automatically started sequentially after the bus is recovered.
Steering gear (one set).
Provision refrigerating compressor.
Fractional KW motors essential loads.
Cooling S.W. pump (one set).
LO. pump (one set).
Main F.O. circulating pump (one set).
Main F.O. booster pump (one set).
Jacket cooling F.W. pump (one set).
Central cooling F.W. pump (one set)
Feed pump (one set).
Supply ventilating fan (one set).
Main air compressor (one set).
Auxiliary blower (two set).
Power for lighting, navigation equipment, radio equipment and various
control equipment shall be reverted instantaneously.
5) Preferential Trip
Preferential tripping device shall be' provided and ~ut into operations by
any one of following signals.
1. Excessive over-current of generator.
2. ACB trip of any one of generators at parallel running.
3. Emergency trip of any one of prime movers at parallel running.
Preferential tripping device shall automatically stop'the following electric
auxiliaries.
Bilge pump.
Lub. oil transfer pump.
Air cond. refrigerating compressor.
Air cond. fan.
Accommodation ventilating fan.
Heavy fuel oil purifier.
Lubricating oil purifier.
Engine room ventilating fan (two set).
Tool machine.
Reefer. container.
Heeling pump
Hydraulic pump for deck machine

6.5 Emergency Generator
Emergency generator shall be started automatically in the event of no voltage
in emergency switchboard.
The starting system shall be able to start the emergency generator three (3)
times automatically and three (3) times manually.
The emergency diesel generator engine shall be automatically stopped in the
event of any one of the following conditions, with a corresponding alarm.
a) Lub.oil low pressure
b) Overs peed
c) High cooling water temperature

7 CONTROL OF AUXILIARIES AND PIPING SYSTEM


7.1 Pump
Essential pumps shall be remotely started and stopped from the engine
control space, and shall be arranged for automatic start-up or change-over to
the stand-by unit upon failure of the unit on the line, as described in Article 11
"APPLICATION LIST".
7.2 Heat Exchangers and Tanks

Concerning level control of heavy fuel oil settling/service tanks, refer to


Article 7.3 "Fuel Oil System".

7.3 Fuel Oil System


1) Purification system
The heavy fuel oil purifier shall be operated continuously.
Starting and stopping of the heavy fuel oil purifiers shall be manually
operated at local after operating related valve manually.
The oil leak alarm equipment shall be provided for the heavy fuel oil
purifiers as per maker's standard. In case of oil leakage, the fuel oil
supply shall be stopped automatically with alarm.
2) Transfer system
The heavy fuel oil, transfer pu'mp shall be arranged to start and stop
automatically by a float actuated switch fitted on the heavy fuel oil settling
tank.
The diesel fuel oil transfer pump shall be arranged manual start and
automatic stop by a float switch fitted on the diesel oil settling tank.
Related valve shall be operated manually.

3) Main engine fuel oil system :


Heavy fuel oil and diesel oil change-over device shall be provided which shall
be manually operated at local.
F.O. inlet filter for main engine shall be automatically operated Self-cleaning
type.

7.4 Lub. Oil Purification System
Starting and stopping of the lub. oil purifier shall be manually operated at
purifie'r side.
The seal failure alarm equipment shall be provided for the lub. oil purifier as
per maker's standard. In case of seal failure, the lubricating oil supply shall
be stopped automatically with alarm. ·
7 .5 Fresh Water and Drinking Water System
Refer to Hull Specifications.
7.6 Compressed Air System
The main air compressors shall be arranged for remote start and stop from
the engine control room and also shall be arranged for automatic start/stop
with predetermined pressure of common inlet to the main air reservoirs. And
to be stopped automatically in case of LO. low pressure and discharge air
high temperature.
The automatic start and stop to be effective for one compressor selected by
selector switch.
Control air for air operated automatic regulating system shall be supplied
from main reservoirs through a reducing valve.
Oil separator shall be provided on control air main line.

7.7 Bilge System


The bilge in the bilge wells shall be discharged to bilge tank by the bilge
pump arranged for local start and stop.
The bilge pump shall be automatically start and stopped by the float actuated
switch fitted on the bilge well (AFT). The long run alarm of bilge pump shall
be provided.
The bilge separator pump shall be arranged for stop automatically by a float
actuated switch fitted in the bilge tank.
Remote emergency stop push button to be provided on deck (P &S) as per
rule requirement.
7 .8 Fresh Water Make Up System
Make up water for the following tanks shall be supplied from the fresh water
hydrophore system.

8 FEATURE OF CONTROL CONSOLE AND ALARM SYSTEM


8.1 Control Console in the Engine Control Room
An engine control console shall be provided in the engine control room and
shall be fitted with the speed settling lever, reversing lever, instruments and
alarm devices necessary for control and monitoring of the main engine,
electric generators, the auxiliary boiler and auxiliary machinery especially
relevant to the propulsion. plant.
In general, alarm indication and state indication relating to the main engine,
electric generator, and auxiliary boiler, etc. shall be displayed on the console.
Details of equipments fitted on the engine control console are shown in
SECTION 11 "APPLICATION LIST".
The facilities of engine monitoring system shall include: :
1) 20 inch CRT 2 sets
2) Keyboard (or touch panel) 2 sets
3) Data logger 1 set
4) Alarm printer 1 set
5) Summary text display shall include:
- Alarm status
- Alarm channel time display
- Bar chart for M/E exhaust gas temperature.
In principle, all gauges on the engine control console shall be of the semi-
flush and 75 mm round type for direCt measuring type to indicate pressure
and other measured values except level indicators.
Oil, water or others liquids are prohibited to connect to E.C.R. Console.

Push button with indicating lamp for E.C.C/B.C.C./M.s:s.1G.S.P./L.G.S.P. to
· be double lock type.
In general, lighting color of indicating lamps are as follows or manufacturer's

8.2 Control Console in the Wheelhouse


The wheelhouse console shall be provided with the indicators and controls
necessary for the effective control of the speed and direction of the main
engine.
The console shall be fitted with the main engine maneuvering lever combined
with the engine order telegraph, the propeller shaft revolution indicator, the
emergency trip switch for the main engine and the telephone.
Details of the extension alarm display are shown in SECTION 8.3 2)
"EXTENSION ALARM" and 11 "APPLICATION LIST".
8.3 Alarm System
1) Alarm in engine room
a) If an alarm condition occurs, the alarm condition shall be indicated on
the engine control console with flickering the light and sounding the
buzzer.
The alarm condition shall be acknowledged by means of the buzzer
stop button which, when pushed, causes the audible alarm to be
become silenced, and then, on pushing the flickering cancel button, the
flickering light shall become a steady light. :
When the alarm condition vanishes, the steady light shall be turned off
automatically.
Interlocking shall be provided so that pushing the flickering cancel
button before-the bu;zzer is stopped should not aff~ct both audible and
visual signals.
b) When the alarm condition vanishes before pushing the buzzer stop
button, operation for acknowledgment of the alarm condition shall be
the same as a) above, but on pushing the flickering cancel button, the
flickering light shall be turn off.
c) If an auxiliary machinery abnormal stops, the condition shall be
indicated on the monitoring display with flickering and sounding the
buzzer on the engine control console.

stop button which, when pushed, causes the audible alarm to become

silenced, and then on pushing the flickering cancel button, the flickering

2) Extension alarm i'

a) Extension alarm panel shall be provided as follows.


- Wheelhouse console
- Chief engineer's day room !·
- 2nd eng., 3rd eng., and 4th engineer's room
- Officer mess room
- Officer lounge room
- Engine/Deck office
Extension alarms shall be grouped as specified in ArtiCle 11.1. 2)
Detecting points connected to extension alarm shall be shown in 11
"APPLICATION LIST".
Extension alarm panel shall be provided with buzzer, flickering light and stop
push button. Pushing stop push button shall not have acknowledge function.
The extension alarm panels except 2nd, 3rd and 4th engineers room panel
shall be in operation in both unattended and attended E/R operation mode.
M/E trip and M/E slow down alarm shall be released at W/H under any
operation condition.
A select switch having three select points of 2nd and 3rd , 4th engineer to
select who is on Duty, only the extension alarm panel in selected room to be
activated when unattended. However the extension alarm shall be also
indicated in engine control room, C/E day room, deck/engine office, officer
mess & lounge room, crew lounge room and W/H, if an alarm condition ·
occurs. The extension alarm panels in operation shall be indicated the
condition by means of flickering the light and sounding the buzzer. By
pushing stop button at extension alarm panel, buzzer shall be stopped but
light shall continue flickering until buzzer stop buttoi;i in control room is
pushed regardless whether the alarm condition is eliminated or not. Buzzer
on/off switch with indicating lamp shall be provided for C/E day room
extension alarm panel.

9 Fl°RE PROTECTIOON IN ENGINE ROOM


9.1 Fire Precaution
To minimize the outbreak of fire from oil sprays, the following precautions
shall be taken where necessary.
1) Fuel oil pressure piping between fuel oil injection pumps and nozzles for
the main engine shall have double-walled piping with suitable drainage.
2) Fuel oil pressure piping between fuel oil injection pJmps and nozzles for
the generator diesel engine shall be effectively shielded with suitable
drainage.
9.2 Fire Detection
A fire-detection system shall be fitted in the engine room and shall be
sectionalized in suitable groups to cover specific zones of the engine room
which are identified on the fire-alarm indicator panel in the wheelhouse.
The audible fire alarm shall be extended to the accommodation inner
passage ways, engine control room and engine room.
The fire alarm shall be distinctive from all other alarms.
Manually operated switches for release of the fire alarm signal shall be
installed in the inner passageway near engine room entrance, engine control
room and fire station.
Fire detector shall be provided and shall be distributed so as to guard all ·
potential fire-outbreak points in the engine room.
The detectors shall be thermal type in the engine control room and the work
shop and/or ionization type for the others.
9.3 Fire-fighting System .
The remote manual controls from fire station shall be provided as follows:
I.
1) Stopping the engine room ventilating fans, all fuel and lubricating oil
pumps, the fuel oil and lubricating oil purifiers, and the auxiliary boiler
burning equipment.
2) Start and stop switch of each engine room ventilating fan.
3) Closing the suction valves on fuel oil, waste oil settling
. ..
and service tanks.
4) Starting the fire, bilge & G.S. pump
5) Starting emergency fire pump.
6) Releasing of the fire fighting media.
The release shall be manual and not initiated automatically by signals from
the fire detecting system.
7) Closing all ventilators to the engine room at local.
