I. RATIONALE:

“Today a Reader, Tomorrow a Leader”- Margaret Fuller, American writer, journalist


and literary critic once said, emphasizing that reading is really fundamental. Reading can build
tomorrow’s leader if today we would start to build a nation, a community, and a school of
readers. As what Charles William Eliot, an American Educator said “Books are the quietest
and most constant of friends; they are the most accessible and wisest of counselors, and the
most patient of teachers.” So let’s start reading!
Based on the Deped Memorandum No. 181, s. 2017, this year’s theme “A Celebration of
Arts and Culture through Reading”, the celebration aims to:
a. support the Deped Ten-Point Agenda 2017-2022 entitled Quality, Accessible,
Relevant and Liberating Basic Education for All;
b. strengthen the Deped’s Every Child A Reader Program, making every Filipino child a
competent reader and writer appropriate for his/her grade level; and,
c. commemorate the centennial of the birth anniversary of Nick Joaquin, National Artist
for Literature.
November 27 of each year has been declared as “Araw ng Pagbasa” (National Reading
Day) through Republic Act 10556. This is in honor of the father of President Benigno Aquino
III, the late Senator Benigno Aquino Jr., whose birth date is November 27, 1932.
November was officially designated as the National Reading Month by Education
Secretary Armin Luistro through Memorandum #244 which he signed last 2011.
It must be noted that November is also the Philippine Book Development Month as
stipulated in Proclamation 1436 s. 2007, which was signed by then-President Gloria Macapagal-
Arroyo
In this connection, #School-based Reading Festival must be conducted aiming to
perform different reading activities which are relevant to the pupils reading skills and
development in order to build and promote tomorrow’s readers.
Based on the Enclosure to the Deped Memo No. 181, s. 2017, suggested activities for the
National Reading Month are:

 Mystery Reader
 100 Pictures to Tell
 Hardin ng mag Bayani
 Reading Challenge
 #Shareabook
 Reading Camp
*Further description of the these activities shall be found in Matrix of Activities

II. OBJECTIVES:
 Conduct series of reading activities- those which are appropriate to
the pupil’s reading level only (Based on the Enclosure to the
Deped Memo No. 181, s. 2017)
 Develop and enhance pupils’ reading skills and abilities
 Inculcate the love and appreciation for reading
 Establish rapport and camaraderie among pupils
