ADAKO JACHIE SITE
We, the undersigned, offer to provide the Consulting Services for proposed Multi-storey
building complex for Kumasi Polytechnic – Adako Jachie Site in accordance with your
request for proposal dated 21st June 2007 and our proposal.
We are hereby submitting our proposal, which includes this Technical Proposal and a
Financial Proposal sealed under a separate envelope. We also attach in a separate
envelope sketch designs and approximate cost estimates as part of the technical
proposal.
If negotiations are held during the period of validity of the proposal we undertake to
negotiate on the basis of the proposed staff. Our proposal is binding upon us and
subject to the modifications resulting from Contract negotiations.

The Request for proposals has presented sufficient data to the prospective
Consultants. However, the consultant wishes to make the following suggestions:
DESIGN CONCEPT
ARCHITECTURAL CHARACTER
The Building elements have been well chosen and contextualized in order to have some sympathy to
the character of the existing buildings on site.
GENERAL PLANNING
Functional Relationships
The design seeks to achieve a clear distinction between the Private areas (flats/ residential facilities)
from the Public spaces (Library/Clinic / Restaurant). As a result the Public spaces like the Clinic, the
Library and the Restaurant are all housed in a fore structure (Public Block) accessible to the vast
majority of people whereas the Private areas mainly the Flats have been designed and pushed further
aback from the Education Block to provide security and privacy to the users. This also makes it easy
for access to the residential areas to be controlled during vacations whilst still allowing the public
areas like the Clinic and the Restaurant to continue to function without undermining the security of
the Residential Block.
Public Block
Ground floor
The various functional areas in the Public block have been fashioned out to attain maximum inter-
functional relationship, afford maximum serviceability of the various units and also to make the
facilities readily available to end users in consonance to the overall design concept. In line with this,
the ground floor of this block accommodates the restaurant and the clinic with a landscaped courtyard
and an information bureau centrally located.

The main foyer of the ground floor is accessed by a set of ramps and steps to make it user friendly to
all users. The main vertical circulation system has been set beyond the courtyard making it readily
visible for first-time users whilst setting it out –of- way of the main concourse. The system includes a
stairwell and a lift to address the needs of the physically handicapped as well as providing support for
equipment and materials needed on subsequent floors.
First floor
The first floor of the Public Block provides accommodation for the Computer laboratory as per the
Clients’ brief. Added facilities provided for in the conception of the design were administrative
support facilities eg. Management/ estate offices and lounges which were not initially spelt out but
was found out to be necessary in helping in the overall management of the entire scheme. This wing
also duplicates as a sound barrier between the restaurant on the ground floor and the library spaces
above.
The central portion of the first floor also accommodates the main control entry to the library floors.
This central control point is linked to the library floors by two main stair cases with glass surround
for maximum lighting and architectural effect.
This floor accommodates the lending department of the library with its support facilities as per the
clients brief. Worthy of note are the fire exists at the various activity areas. Adequate sanitary
facilities have been provided at vantage points for both sexes and also to include the physically
challenged.
Residential Block
This block has been set behind the Public block for maximum privacy. It consist of two no. ‘L’
shaped 4 storey structures skewed at 45º , enclosing a landscaped courtyard. Apart from the main
access through the public block, two auxiliary accesses have been provided from the private parking
on either side of block.
The ground floor of this block accommodates entry corridors, porters lodge, gymnasium and
convenience shop. A salon has also be provided in accordance to the client’s brief.
24 no. flats are also on this floor. A well landscaped courtyard has been created for architectural
effect as well as providing an out door relaxation space for students.
Four major staircases, two on each wing have been provided to facilitate vertical connectivity and
also to help evacuate students in the wake of emergencies.

The first and second floors of this block provides accommodation for 56no. flats all en-suite as per
the clients brief.
Religious facilities
The religious facilities of the complex have been elevated to the third (last) floor, philosophically to
get them closer to the Divine Power, and technically to a level where uninterrupted space devoid of
structural columns can be achieved. Also the effect of possible noise could be minimized at this floor.
Though on an upper level, a ‘ground floor feeling’ has been achieved by the provision of an ample
walk-around open air terrace surrounding the worship areas. The architectural character given to the
open terraces have been varied to put identity on the religious facilities which have been carved out
to harmonize one another.
Mosque
The Mosque has a generous foyer all round and a well thought out separate lavatory and ablution
spaces for the different sexes .The Minhrab (prayer niche) has been well placed to face the east
(Mecca) as is a basic requirement for all Mosques. The Auditorium space has been provided together
with the supporting facilities as indicated by the client’s brief.
Church
The Church also has a generous foyer all around together with the Auditorium and all the ancillary
facilities as requested per the client’s brief.
Services
Service ducts have been carefully provided and well placed to conceal all the soil and drainage pipes.
This will make it easy for problems arising to be rectified as well as lending itself to regular periodic
maintenance. Adequate utility/ service rooms have been provided. Garbage chutes have been
provided on the stair wells.
Orientation
The eastern and western facades of the residential block have been well shaded from direct sunshine
with the provision of generous balconies. The educational block has well designed sunshading
devices to cut out the sun.

The project is designed to be internet ready. Intercom system is to be employed at relevant areas.

Project Background
The proposal has been prepared in response to ‘Request for Proposals for
Consulting Services for the construction of multi-purpose building complex for
Kumasi Polytechnic.
Project Objective
The objective of the project is to have a complex with interrelated functional
units to promote a conducive, academic, social, spiritual and economic
environment.

Methodology
STEP 1: Visit the site at Adako Jachie to Appreciate the Location and Nature of the
Site and its Environs.
1. The consultant will visit the site and consult with relevant stakeholders
like Polytechnic authorities and students to identify current needs of the
modern day student.
2. Site visit to reconcile existing conditions; verify any obstruction at or
above ground (overhead cables); evaluate adequacy and reliability of
existing service facilities i.e. electricity, water, telephone, drainage,
refuse/waste disposal and flood history in relation to proposed facility.
Evaluate existing access routes for vehicles and pedestrians to provide
efficient circulation system which blends with a well defined landscaped
environment. This provides a smooth and quiet internal traffic system
which links the proposed facility to the rest of the university.
STEP 2: Carry out Detailed Site Investigation Including Geotechnical Studies at the
Site.
Environmental Conditions
Preliminary environmental surveys shall be conducted for socio-economic
conditions to identify elements that may affect the project. As much as possible
any tree that can be protected during site clearance shall be preserved.
Traffic Data
The consultant shall make an assessment of access and parking requirements
for users, guests and service delivery vehicles.

The Consultant’s experience shows that the area is generally underlain by the
metamorphosed pre-cambium lower Birimian Phylites, Schist and Greywacke.
The lower birrimian deposits have been intruded in the east by the
muscovite/biotite granite and gneiss of middle pre-cambium age.

Results from the field tests, soil logs and laboratory tests results will form a
comprehensive foundation design report. This report shall detail the basic soil
types, strength and composition. It shall also give the ultimate and allowable
bearing capacity using an appropriate factor of safety. The report shall also
make recommendation on soil improvement if need be and the foundation width
and depth of placement shall also be computed.
At the inception of the project, an idea of the client’s possible budget ceiling
would be sought and design parameters such as materials selection and
effectiveness of floor space usage among others would be seriously considered,
without compromising on the quality of works.
Step 2: Prepare and Agree With Client Detailed Designs and Documentations such as Detailed
Cost Plan, Estimates and Project Plans
The approval of the preliminary design would lead to the detailed designs and
documentation of the project. Attention to detail of this stage would be the
guiding principle so that, any hidden considerations with their cost implications
can be analysed and accommodated within the proposed project budget.
Method of construction would also be agreed upon to ascertain that, the project
is likely to be constructed within the stipulated time and budget. Thus, a
method statement would form a basis for extracting a Master Programme for
the project

STAGE 2: POST-CONTRACT
Professionally Manage the Post-Contract Processes of the Proposed Project
2. Timely inspection and timely correction thereafter of all defects is the key
to successful quality control system. Frequency of field and laboratory
tests would be programmed for the site engineer. Quality control checks
in the form of tables would also be provided for roof structures, slabs,
structural frames, joinery, doors and windows; plaster and painting.
In setting out the structure, the building line would be agreed upon by the
client, consultant and the contractor in relation to a known point (bench
mark).

Step 2: Monitor, Analyse and Give Necessary Advice for Project Costs Control during the
Construction and Maintenance Period
In monthly financial reporting, status of project in terms of variations shall
be highlighted to inform all stakeholders.
Also, items of works outside the contract shall be paid only upon the
provision of a signed variation order by the consultant. Meanwhile
variations shall be approved by the client before instructions issued.
Materials samples of major items shall be approved by the consultant
before bulk supplies are delivered to site.
In the event of delays, the cost implications shall be communicated to
both the client and contractor to advise them on measures to take to
prevent such delays.
Maintain representatives at the site in such a manner that adequate
supervision of construction works is maintained at all times and to ensure

that all works are executed in accordance with the drawings and
specifications.
In the maintenance period, the project shall be closely monitored and the
contractor informed early enough to make necessary remedies before
defects deteriorate.
Step 3: Perform Other Duties Related To The Assignment That Will Ensure Smooth
Implementation, Completion Within Reasonable Time of High a Quality Product And
Achievement Of Overall Project Objectives.
Review and recommend for the approval the Contractor’s works schedule
or revisions thereto and any such plans of programmes which the
Contractor is obliged to furnish for the engineer’s approval.
Assess the adequacy of all inputs, such as materials and labour provided
by the contractor and his methods of work in relation to the required rate
of progress and, when required, take appropriate action in order to
expedite progress. Keep and regularly update a list of the Contractor’s
equipment (and its condition) to ensure compliance with the Contractor’s
commitments in his bid.
Examine and make recommendations to the client on all claims from the
Contractor for extension of time, extra compensations, work or expenses
or other similar matters.
Compute quantities of approved and accepted work and materials and
check, certify and make recommendations to the client on the
Contractor’s monthly and final payment certificate.
Prepare and maintain inspection of engineering reports and records to
adequately document the progress and performance of works.
Review and approve all of the Contractor’s working drawings and drawings
for temporary works.
Arrange and preside at periodic coordination and progress meetings at
site.
Perform all measurements of completed or partial works where required
for the determination of quantities.
Inspect the security and safety aspects of construction and temporary
works to ensure that every reasonable measure has been taken to protect
life and property.

Professor Djokoto has designed and fabricated an automatic palm fruit fibre
feed hopper system to a Vinke boiler (2 Tons/Hour – made in Belgium) now
operating at Juaben Oil Mills Limited. In another Oil Mills at Mpohor in the
Western Region he has upgraded the steam supply and distribution system.
For over two decades Prof. Djokoto has been engaged in the design of
mechanical and electrical installations to many prestigious buildings in
Ghana. This covers electrical supply and distribution, water supply
and distribution, water and sewerage disposal system, air-condition
systems etc.
