6 HMIS Monitoring and Evaluation

This document discusses monitoring and evaluation (M&E) and health management information systems (HMIS) indicators. It defines monitoring as collecting program data for learning and evaluation as systematically assessing program effectiveness. The WHO M&E framework includes indicator domains, data collection, analysis, and communication. An M&E plan should be localized, address multiple users/purposes, and facilitate identifying indicators and data sources. HMIS uses indicators to monitor key aspects of health system performance across five categories: reproductive health, immunization, disease prevention/control, resource utilization, and data quality.

HMIS MONITORING
AND EVALUATION
MONITORING AND EVALUATION

Monitoring – the collection, analysis, and use of information gathered

from programs for the purpose of learning from the acquired experiences,
accounting the resources used, and obtaining results and making
decisions.

Evaluation – systematic assessment of completed programs or policies;

main objective is to gauge the effectiveness of the program so that
adjustments can be made in areas that need improvement.
WHO M&E FRAMEWORK

• Indicator domains
• Data collection
• Analysis and synthesis
• Communication use
M&E PLAN
Addresses the components of the framework and establishes the
foundation for regular reviews during the implementation of the plan.

The framework should:

1. Be localized;
2. Address the needs for multiple users and purposes;
3. Facilitate the identification of indicators and data sources;
4. Be able to use the M&E in disease-specific programs
M&E AND HMIS INDICATORS

Indicator
• A variable which measures the value of the change in units that
can be compared to the past and future units.
• Focus is on a single aspect of a program such as input, output,
etc.
• HMIS uses various indicators to monitor key aspects of health
system performance.
M&E AND HMIS INDICATORS

Five broad categories of HMIS indicators:

1. Reproductive health
2. Immunization
3. Disease prevention and control
4. Resource utilization
5. Data quality
KEY POINTS TO REMEMBER

✓ M&E is a core component of current efforts to scale up for better health.

Global partners and countries have developed a general framework for M&E
of health systems strengthening.

✓ The primary aim of HMIS is to have a strong M&E and review system in place
for the national health strategic plan that comprises all major disease
programs and health systems.

✓ HMIS is a source of data necessary for monitoring different aspects of

various health programs implemented in a country.
