I. Introduction
Last October 1, the Phinma Araullo University, College of Criminal Justice Education, Future
Law Enforcers Organization held a webinar entitled “BJMP and BFP Application Process”. This
webinar aimed to give knowledge about the new application process on the two said bureau.
JInsp. Aaron Kevin S. Arevallo, Warden, from Paniqui Municipal Jail, Paniqui Tarlac.
Tackled the Bureau of Jail Management and Penology Application Process. According to JInsp.
Arevallo the Bureau of Jail Management and Penology (BJMP) or Jail Bureau was created pursuant to
section 60 to 65, Chapter V of the R.A. No. 6975 (DILG Act of 1990), and implemented on January
1991. BJMP is mandated to direct, supervised and control the administration and operation of all
district, city, and municipal jails nationwide with prolonged task of safe keeping and development of
person deprived of liberty.
Insp. Julius R. Mangrubang, Acting Municipal Fire Marshall, Sta. Rosa Fire Station, Sta.
Rosa, Nueva Ecija. According to Insp. Mangrubang, Bureau of Fire Protection (BFP) is created by
virtue of R.A. 6975 for four (4) functions. To prevent and suppress fire. To enforce the Fire Code
R.A. 9514. To investigate all causes of fires. To assist the Armed Forces of the Philippines (AFP).
The two said guest speakers emphasized the new process of application on the two bureaus.
As a criminology student it is important to us to have an idea about the application process on BFP
and BJMP. It helps us to prepare for our job in the near future.

II. Summary of Learning


For me, as a criminology student who is dreaming to be one of the law enforcers in the near
future, it is important to us attend this kind of webinar. It gives us the idea on what we might face
after getting our degree and passing the board exam.
During the webinar while the speakers are discussing the new application process I realized
that there are lots of requirements that will be needed to comply when applying on both bureaus.
General qualification for Fire Officer 1
No person shall be appointed as uniformed personnel of the BJMP unless he/she possesses the
following minimum qualifications:
 Must be a Filipino Citizen
 Must be of good moral character
 Must have passed the neuro-psychiatric evaluation, medical examination and drug test for the
purpose of determining his/her physical and mental health
 Must possess a baccalaureate degree from a recognized institution of learning
 Must possess the second level eligibility
 Must not have been dishonorably discharged of dismissal for cause from previous
employment
 Must not have been convicted by final judgement of an offense or crime involving moral
turpitude
 Must not be less than twenty-one (21) nor more than thirty (30) years of age on the day of
appointment.
 Must be at least one meter and sixty-two centimeters (1.62m) in height for male, and one
meter and fifty-seven centimeters (1.57m) for female: provided that a waiver for height
requirement shall be granted to applicants belonging to the cultural communities
 Must weigh not more or less than five kilograms (5kgs) from the standard weight
corresponding to his/her height, age and sex.
Documentary Requirements
Listed below are the basic documentary requirements:
 Duly Accomplished Personal Data Sheet (PDS)
 2 pcs. 2x2 latest ID picture
 Authenticated copy of Transcript of Records (TOR)
 Authenticated copy of College Diploma
 Birth Certificate issued by PSA
 Certificate of Eligibility or Board Rating
 Photocopies of NBI, Police, Barangay, MTC, RTC & Prosecutor's Office Clearances
 Valid Community Tax Certificate
 Certificate of Confirmation from NCIP
 Marriage Certificate (if married)
Note: Some regions have different set of requirements.

Qualification Standards for Fire Officer 1


No person shall be appointed as uniformed personnel of the BFP unless he/she possesses the
following qualifications:
 A citizen of the Republic of the Philippines;
 A person of good moral character;
 Must have passed the psychiatric / psychological, drug and physical tests;
 Must possess the Second Level Eligibility;
 Must not have been dishonorably discharged or dismissed for case from previous
employment;
 Must be at least 1.62meter height for male and and 1.57 meter for female;
 Must weigh no more or less than 5 kilograms from the standard weight corresponding to
his/her height, age and sex;
 Must not less than 21 nor more than 30 years old on the date of actual assumption of duty /
oath of office.
Second Level Eligibility (any of the following)
 Career Service Professional (Civil Service Commission);
 Presidential Decree No. 907 (Honor Graduates - Civil Service Commission);
 Career Service Fire Officer Exam (CS FOE - Civil Service Commission);
 Republic Act 1080 (Board and Bar Exams - Professional Regulatory Commission);
 Officer-in-Charge Navigational Watch / Engineering Watch (Marina)
Documentary Requirements

Applicants must submit the following documentary requirements in a properly-tabbed folder to the
Human Resource Management Division of BFP National Headquarters or any BFP Regional Offices
near you:
 Application Letter;
 2 handwritten / computerized personal data sheet;
 Authenticated copy of College Diploma;
 Authenticated copy of Transcript of Record;
 Authenticated copy of Second Level Eligibility;
 PSA Certificate of Live Birth;
 PSA Certificate of Marriage Contract (Female only);
 Brgy, Mayor, Police, NBI, MTC and RTC Clearances;
 Certificate of Waiver if applicable

After the webinar, I can say that I’ve learned a lot. This webinar clears my mind and gave me
the idea to prepare myself while I’m still a student to easily adjust when decided to apply for the
bureaus. I will never forget the tips of JInsp. Arevallo. He said that if we are planning to apply for any
of the tri-bureau we should start now to train our self physically and mentally strong and capable.
