PREAMBLE
We, who are dedicated to the task of applying to human needs, the principle of electronics,
communication and/or allied fields of engineering, bound by human desire to promote the
advancement of our people and humanity, and knowing the only through concerted efforts
can we most effectively be of service to our country, do bind ourselves together into a body,
the JUNIOR INSTITUTE OF ELECTRONICS AND COMMUNICATION ENGINEERING OF
THE PHILIPPINE – SSCT CHAPTER, and do hereby promulgate and ordain this constitution
by-laws.
ARTICLE I
Name of the Organization
Section 1 This organization shall be called and known as the JUNIOR INSTITUTE OF
ELECTRONICS AND COMMUNICATION ENGINEERING OF THE
PHILIPPINES – SSCT CHAPTER. It shall adopt the acronym JIECEP – SSCT
to distinguish it from other organizations
ARTICLE II
Statement of Vision, Mission and Objective
VISION
The Junior Institute of Electronics Engineers of the Philippines – Surigao State College of
Technology Chapter, envisioned to be a world-class student organization with humane,
competent, ethical and young professionals in Electronics Engineering.
MISSION
Guided by our vision, The Junior Institute of Electronics Engineers of the Philippines –
Surigao State College of Technology Chapter strives to develop professional and technical
competence with good ethical upbringing in applying Electronics Engineering Technology for
the development of the humanity.
OBJECTIVES
The JIECEP – SSCT aims:
a. To promote and upload academic excellence among its members;
b. To unite the Electronics and Communication Engineering students of
different schools within CARAGA region;
c. To instill a sense of responsibility, competence and competitiveness among
its members in serving the academic community in general and the institute
in particular;
d. To disseminate information individual
ARTICLE III
ECE Code of Ethics
Section 1 Relation to the school
a. Each member of the JIECEP – SSCT shall recognize and respect the
supreme authority of the school through its laws, whenever and wherever
such laws do not infringe upon the right and privileges of citizens as
guaranteed by the Constitution;
b. In the interest of good government, he/she in every way possible way
extends cooperation to the school in the accomplishment of its goals and
objectives;
c. In the evet of school emergency, he/she shall offer his/her skills, abilities,
and experiences to serve the school.
Section 2 Relation with the Students
a. He/she shall endeavor to extend public knowledge of electronics
engineering and he/she shall strive to win or maintain the public confidence
by discouraging the spread of untrue, unfair and exaggerated statements
regarding this engineering;
b. He/she shall interest him/herself in school affairs and be ready to apply
his/her special knowledge for the benefit of the students;
c. He/she shall refrain from expressing any public opinion on an engineering
subject unless he/she is fully familiar and knowledgeable with the facts
relating to the subject.
Section 3 Relation with Other Organizations
a. He/she shall be fair and tolerant in his/her dealings with other organizations;
b. He/she shall uphold the honor and dignity of his/her organization and avoid
association in responsibility for work with other organizations that do not
conform to ethical practices.
Section 4 Relation with the Faculty and Administration Officers
a. He/she shall respect and follow the rules of the faculty and administration
officers, whenever and wherever that rules do not infringe your rights and
privileges as a member of the organization;
b. He/she shall cooperate in every activity that the faculty has formulated or
decided. He/she has the right to defuse to attend the said activity if he/she
has a valid reason.
Section 5 Act of Misconducts
A member is subjected for dismissal or removal of membership if he/she is
found accountable for any of the following grounds:
I. Graft and Corruption
II. Factionalism
III. If involve in any form of misconduct that could degrade the name of the
organization
IV. If involve in any form of public scandal
ARTICLE IV
Meetings and Conferences
Section 1 There shall be the following classes of meetings:
a. ANNUAL GENERAL MEETING – which shall be held during the end of the
fiscal year, at a place and date/s to be determined by the JIECEP Officers;
b. REGULAR MEETING – which shall be held monthly or as often as
necessary at the discretion of the President or at a request of the majority of
its members for the purpose of transacting official business. The time and
place shall be determined by the Public Information Officer (P.I.O.) of the
institute. The P.I.O. shall notify all its members as to the time, place and
program of such meeting;
c. SPECIAL MEETING – which shall be held when there are matters of
general interest on which urgent action is required and cannot wait for the
regular meeting. Special meeting shall be called for by the President;
d. COMMITTEE MEETING – the different committee or subcommittee shall
hold their respective meeting as often as may be required by the urgency on
the business on hand.
Section 2 Fifty percent plus one (50%+1) of the total number of seats i.e., officers and
year level representatives, shall constitute a quorum. Only in the presence of a
quorum shall decisions be binding.
ARTICLE V
Membership and Qualification
Section 1 A member should be a bona fide Electronics Engineering student of SSCT, and
must be a third year to fifth year level. First and second year of ECE students of
SSCT are considered associate members of JIECEP – SSCT.
Section 2 There shall be annual membership fee of PHP 100.00 to defray necessary
expenses and projects of the organization. The payment shall be collected
every last week of August. Third year to fifth year are obliged to pay for the said
fee.
Section 3 As an associate member of JIECEP - SSCT, first and second year student is
obliged to pay an annual membership fee of PHP 50.00 for additional
necessary expenses and project of the organization. The payment shall be
collected every last week of August by the JIECEP Treasurer.
Section 4 An additional fee for upcoming activities of the organization such as
acquaintances, engineering week, seminars/workshops and intramurals shall
be collected from the members upon evaluation of the finance committee and is
approved by the duly elected officers as it should be presented reasonably
necessary to further enhance the organizations’ functional system.
ARTICLE VI
Qualifications of Officers and School Representatives
Section 1 An ECE student must be in 3 rd year standing in the period of election to qualify
for the President position.
Section 2 For Vice President (Internal Affair and External Affair), 2 nd year to 3rd year
students are qualified in this position.
Section 3 From Secretary down to Business Manager, students from 1 st year to 3rd year
are qualified to run in this position.
Section 4 The Class Mayor of each year level will automatically be the year level
Representative in one of the positions of JICEP – SSCT officer, automatically
the Vice Mayor is the new Year Level Representative.
ARTICLE VII
Election, Officer and School Representative
Section 1 The organization structure of JIECEP – SSCT Chapter must be as follows:
a. President
b. Vice President, Internal Affairs
c. Vice President, External Affairs
d. Executive Secretary
e. Treasurer
f. Auditor
g. Public Information Officer
h. Business Manager
i. Year Level Representatives
These officers shall perform the duties and responsibilities as prescribed by the
constitution and by-laws and democratic system adopted by the club.
Section 2 Officers and the representatives shall be the overall policy-making body of the
organization with the president as the chief executive among others; it shall
gave the following powers over all the members:
a. Approve the constitution and by-laws and extend formal recognition for a
duly organization SSCT;
b. Advice and act all matter that may be submitted to it or those that may come
to its knowledge, particularly matters of local significance and interest, which
could affect the members;
c. Approve application for membership in the institute;
d. Establish policies, rules and regulation to accordance with the IECEP Inc.
and JIECEP – SCCT Constitution and By-Laws;
Section 3 The elected officers will resume their duties and responsibilities after the
Induction of Officers scheduled in the calendar of activity by the school or
college.
Section 4 Election of JIECEP – SSCT officers will be done every first week of March.
ARTICLE VII
Duties and Rights of a Member
Section 1 To abide his/her constitution and by-laws and code of ethics of ECE at all time.
Section 2 To obey the rules and regulations of the JIECEP – SSCT Chapter.
Section 3 To conduct them all the time in such a manner as to reflect honor and credit to
the JIECEP – SSCT 2017-2018.
Section 4 To represent their respective school chapter and participate in any activity
conducted by the JIECEP – SSCT and/or any other JIECEP school chapter.
Section 5 When elected or appointed to as an officer, to discharge diligently and faithfully
the duties appertaining thereto.
Section 6 To bring the immediate of the Institute, in writing, any remark made unfavorable
to, action done against the institute or any of its activities so that the same may
be appropriate acted on by the Institute with least delay.
Section 7 To kept a General Secretary posted all phases of his/her (member’s) activities,
such as change of address, accomplishments and other date as may pertinent
to the evaluating of his membership standing in the Institute.
ARTICLE IX
Powers and Duties of the JIECEP – SSCT Officers
Section 1 Powers of the JIECEP – SSCT President
a. The President is the highest position in the JIECEP – SSCT officers. He/she
can issue a memorandum, executive order, letters of instructions and other
source of information that will give benefits to the students.
b. The JIECEP – SSCT shall create either standing or temporary committees.
Section 2 Duties of the JIECEP – SSCT Officers
2.1 The President:
a. He/she shall call and preside in all JIECEP – SSCT officer’s meeting.
b. He/she shall exercise general supervision over all officers.
c. He/she shall assign special duties to his co-officers necessary for the
welfare of the student’s populace.
d. He/she shall conduct special meetings which may deem necessary.
e. He/she shall represent the student in any administrative meetings of
this college that would represent the general welfare of the students.
2.2 The Vice President, Internal Affairs:
a. He/she shall assist the President in performing his duties, inside
school affairs.
b. He/she shall perform such other functions assigned to him/her.
c. He/she shall takeover during the absence and temporary
unavailability of the President.
2.3 The Vice President, External Affairs:
a. He/she shall assist the President in performing his duties, outside
school affairs.
b. He/she shall perform such other functions assigned to him/her.
c. He/she shall takeover during the absence and temporary
unavailability of the President.
2.4 The Executive Secretary:
a. He/she shall act as the chairman of the secretariat’s committee.
b. He/she shall submit and turn-over all the records one week after the
election to the new secretary.
c. He/she shall perform such other functions assigned to him/her.
2.5 The Treasurer:
a. He/she shall act as the chairman of the financial committee.
b. He/she shall deposit all the funds and withdraw the same from the
organization’s fund.
c. He/she shall make a report about the financial statement right after
the end of every activity.
d. He/she shall issue an official receipt of every payments made by the
students.
e. He/she shall perform such other functions assigned to him/her.
2.6 The Auditor:
a. He/she shall act as the chairman of the committee on audit.
b. He/she shall audit all the reports made by the Treasurer and the
Business Manager.
ARTICLE X
Fines, Separation or Dismissal of Members
Section 1 Any member including officer and school representatives, may at his/her own
request, be separated from membership with the institute either temporary or
permanently, upon approval of the school representatives.
Section 2 Fines
a. An officer or school representative is subjective to pay PHP 30.00 if he/she
fails to attend in every regular meeting during his/her term.
b. A member should pay an amount of PHP 20.00 if he/she fails to attend in
every regular meeting.
Section 3 An officer or school representative is subject to removal through impeachment
if he/she is found accountable of any of the following grounds:
1. Graft and Corruption
2. Factionalism
3. If involved in any form of misconduct that could degrade the name of
JIECEP – SSCT.
4. If he/she disobeys or go against the constitution and by-laws of
JIECEP – SSCT.
5. Treachery.
Section 4 Steps for Impeachment:
1. A trial should be persecuted.
2. The conviction of the accused should be made by fifty percent plus
one (50% +1) of the total members of seats, i.e. officers and year
level representative.
ARTICLE XI
Amendments or Revision
Section 1 Any amendment to, or revision of, this constitution may be proposed by:
a. The officer and representative, upon a vote of two-thirds of all its members;
b. A constitutional convention; or
c. By a petition of two-thirds of the ECE student’s population.
Section 2 Proposal amendments shall be made in writing copies of which must be
distributed to all members of JIECEP – SSCT officers and representatives at
least one week prior to the decision lay made for the purpose.
Section 3 Any amendments may either be submitted for approval in a special election or
may be included among issued presented during the election of new set of
officers of JIECEP – SSCT.
Section 4 The JIECEP – SSCT officers and representatives can propose amendments or
revision of this constitution or call a constitutional convention as often as it may
want a vote of two-thirds of all its members, call a constitutional convention, or
by a majority vote of all its members, submit to the electorate the question of
calling such a convention.
Section 5 Validation of an amendment or revision: Any amendments or revisions
proposed by the officers or members’ convention shall take effect when ratified
by a majority of the votes cast in an election day which shall be held not earlier
than 10 days or later than 20 days after approval of such amendments or
revision.
