2 Overview
This feature supports radio link recovery between the UE and the UTRAN after a short
period of radio link interruption to improve user experience and reduce the network call
drop rate.
A UE in the DCH status may suffer from temporary radio link interruption and cannot
continue the services due to burst interference or abrupt changes of the wireless
environment. Before the UTRAN detects the radio link interruption, UE recovers the
services. At the moment, UE sends the cell update message with Radio link failure or
RLC unrecoverable error (for the service RB only) as the cause and attempts to
reestablish a network connection.
In this scenario, ZTE RAN supports radio link re-establishment between the UE and the
UTRAN and communication recovery without releasing the original RRC connection and
Iu connection. The transient service interruption brought about by radio link re-
establishment will not cause a call drop.

3 Technical Description
Call re-establishment refers to a procedure of re-establishing a radio link for a UE. In the
case of link interruption due to poor radio quality, if the UE in DCH state detects an RLC
unrecoverable error or RL failure and the durations of all service re-establishment timers
(T314 and T315) are neither 0 nor over the timeout threshold, the UE transits to the
FACH state and sends a CELL UPDATE message to the UTRAN through a CCCH,
expecting the UTRAN to re-establish this link and avoid a call drop.
Call re-establishment is a hard handover procedure, following the similar channel and
cell selection principle to a hard handover. Call re-establishment may occur in the cell
that reports CELL UPDATE messages or in other cells due to, for example, load
balancing. The channel type used for re-establishment varies with cell types.
The SRNC does not execute call re-establishment when receiving CELL UPDATE
messages from the DRNC.
Call re-establishment depends on the following factors: status of the UE call (stable,
RAB setup, handover, or reconfiguration), re-establishment trigger (triggered by UE's
sending CELL UPDATE messages or by the RNC), and service type (CS or PS). Each
call re-establishment scenario has a corresponding switch parameter.
In the above description, "in stable status" indicates that the RNC and UE are in a status
without any interactive flow that needs to wait for responses. "in an RAB setup flow"
indicates that the RNC and UE are in an RB setup interactive flow, and the RNC is
waiting for an RB setup response from the UE. "in a handover flow" indicates that the
RNC and UE are in a soft-handover or hard-handover interactive flow, and the RNC is
waiting for an activate set update response or hard-handover reconfiguration response
from the UE. "in a reconfiguration flow" indicates that the RNC and UE are in a
reconfiguration interactive flow without hard-handover, and the RNC is waiting for a
reconfiguration response from the UE.
In the case of "in stable status", "in an RAB setup flow", "in a handover flow", "in a
reconfiguration flow", or when the RNC is waiting for a SECURITY MODE COMMAND
response message from a UE, the UE in DCH state sends a CELL UPDATE message to
the RNC if the radio link is broken due to poor link quality. If the value of the “Cell update
cause” IE is “radio link failure” (for example, timer T313 expires) or “RLC unrecoverable
error” (for example, the uplink RB in the RLC layer is reset due to repeated data
retransmissions), the value of the “AM_RLC error indication (RB2, RB3 or RB4)” IE is
FALSE, and the corresponding call re-establishment switch is set to "On", the RNC
initiates a setup procedure of a radio connection to the UE.

The RNC reconfigures the UE, reselects the channel, and re-configures the parameters
of the signaling and services based on the selected channel. The RNC sets up the radio
link in the Node B.
The RNC sends a CELL UPDATE CONFIRM message to the UE, providing information
on the physical channel and RB reconfiguration. To ensure that the UE correctly
receives the message, the RNC sends the message for three consecutive times. The
RRC SN in the three messages remains unchanged.
According to the parameters carried in the CELL UPDATE CONFIRM message sent by
the RNC, the UE reconfigures the physical channel or transport channel or RB
parameters, and returns a message indicating the completion of reconfiguration for the
physical channel, or transport channel, or RB.
If the radio link of the UE belongs to the local RNC, the radio link on the Iub interface is
deleted. If the radio link belongs to another RNC, the DRNC is informed to delete the
radio link.
To improve the call completion rate and reduce the call drop rate, the RNC initiates a
call re-establishment procedure if it detects a Uu response timeout in a RAB setup flow,
in a handover flow, or in a reconfiguration flow, or if it detects all RL failures or all RLC
unrecoverable errors in stable status.

(1) In an RAB setup flow: The RNC sends a Radio Bearer Setup message to
the UE and starts the timer T1 to wait for response from the UE. The value
of T1 can be configured by URncInfo.waitRbStTimer. Upon receiving a
response message from the UE, the RNC stops T1. When T1 expires, and
the switch for call re-establishment is enabled, the “call re-establishment
with RL deactivation” procedure is triggered.
(2) In a handover flow: The RNC sends an “Active Set Update” (for example,
soft handover), “transport channel Reconfiguration”, or “physical channel
Reconfiguration” message (for example, hard handover with RB
unchanged) to the UE and starts the timer T1 to wait for response from the
Uu interface, The value of T1 for soft handover can be configured by
URncFunction.tWaitActSetUpCmp. The value of T1 for hard handover is
constantly set to 5 s. Upon receiving a response message from the UE, the
RNC stops T1. When T1 expires, and the switch for call re-establishment is
enabled, the “call re-establishment with RL deactivation” procedure is
triggered.
2) In the soft handover flow, the RNC sends an Active Set Update
message. When the RNC receives "Radio Link Failure Indication" of all
links before a response message, and if the parameter
URncFunction.rlFailureOpSwch and the corresponding call re-
establishment switch parameter in the handover flow are enabled, the
RNC stops T1 and the “call re-establishment with RL deactivation”
procedure is triggered.
3) In the soft handover flow, the RNC sends an Active Set Update
message. When the RNC receives "DL RLC unrecover error" of all
RBs in all links before a response message, and if the parameter
URncFunction.uciuErrorOpSwch and the corresponding call re-
establishment switch parameter in the handover flow are enabled, the
RNC stops T1 and the “call re-establishment with RL deactivation”
procedure is triggered.
(3) In stable status: When the RNC receives a Radio Link Failure Indication
message of all radio links of the UE from the Node B, the RNC starts T1 to
wait for a Radio link Restore message. The value of T1 is configured by
URncFunction.TWaitRlRestore. Upon receiving a Restore message from
the
Node B, the RNC stops T1. If T1 expires, and the corresponding call re-
establishment switch parameter is enabled, the “call re-establishment with
RL deactivation” procedure is triggered.
(4) In stable status: If “DL RLC unrecover error” of all RBs is detected by the
RNC, and the corresponding call re-establishment switch parameter is
enabled, the “call re-establishment with RL deactivation” procedure is
triggered.
(5) The RNC can execute the call re-establishment during the PS RAB release
procedure when the concurrent CS call existed.
(6) The RNC can execute the call re-establishment during the inter-rat
handover-out and relocation-out procedure.
1) The RNC will cancel the relocation-out procedure and transfer to the
stable status to handle the CELL UPDATE message when receiving
the CELL UPDATE message with the cause of RL FAIL or UCIU
ERROR, after the RNC has sent out the HANDOVER FROM UTRAN
COMMAND/ CELL CHANGE ORDER FROM UTRAN COMMAND
message. If the relative UE triggered call re-establishment switches
are turned on, the RNC will execute the call re-establishment
procedure in the stable status. This function is controlled by
URncInfo.cuInterRatHoOut.
2) The RNC will cancel the relocation-out procedure and transfer to the
stable status to handle the CELL UPDATE message when receiving
the
CELL UPDATE message with the cause of RL FAIL or UCIU ERROR,
after the RNC has sent out the HANDOVER FROM UTRAN
COMMAND message. If the relative UE triggered call re-establishment
switches are turned on, the RNC will execute the call re-establishment
procedure in the stable status. This function is controlled by
URncInfo.cuInterRatHoOutLte.
3) The SRNC will cancel the relocation-out procedure and transfer to the
stable status to handle the CELL UPDATE message when receiving
the CELL UPDATE message with the cause of RL FAIL or UCIU
ERROR, after the SRNC has sent out the RB/Trch/Phych
Reconfiguration message. If the relative UE triggered call re-
establishment switches are turned on, the SRNC will execute the call
re-establishment procedure in the stable status. This function is
controlled by URncInfo.cuRelocOut.
(7) Note: (a) If the RNC receives a CELL UPDATE message before T1 expires,
the RNC triggers a call re-establishment procedure without sending a
RADIO LINK DEACTIVATION COMMAND message to the Node B. (b) If
the RNC is handling another RRC procedure, the call re-establishment
procedure is not triggered.
(1) If the UE has only CS services and the timer T314 is set to 0, or the UE has
only PS services and the timer T315 is set to 0, the RNC directly releases
the services of the UE instead of re-establishing the call. Otherwise, the
following procedure is performed.
(2) The RNC sends a RADIO LINK ACTIVATION COMMAND message to the
Node B that all radio links of the UE active set belong to. The “CHOICE
Delayed Activation Update” IE related to each radio link is set to
“Deactivate” for radio link deactivation.
(4) After deactivating the radio links of the UE, the RNC sets the timer T2 to
wait for a Cell Update message. T2 is set by
URncFunction.tWaitCelUpUuEx
(re-establishment triggered by an RB setup procedure) or
URncFunction.tWaitCelUpRlDact (re-establishment triggered by a handover
procedure).
(5) After receiving a CELL UPDATE message from the UE, the RNC stops T2
and initiates a call re-establishment procedure. (For details, refer to Section
3.2 “Re-establishment Flow Triggered by UEs”.)

This feature supports radio link recovery between UEs and the UTRAN after a short
period of radio link interruption caused by, for example, fast fading to improve user
experience and reduce the call drop rate of the network. But this feature introduces short
interruption of services, which causes silence and impacts the user experience of CS
services.
This feature is applicable to various scenarios each of which is provided with a switch. If
many call drops are found in the network, this feature can be enabled to recover the
calls with a call re-establishment procedure. However, this feature should be disabled if
the success rate of call re-establishment is low and this feature does not function well
during the decrease of the call-drop rate. If this feature is disabled in this case, the call
can be released as soon as possible, which helps to improve user experience.
All the switch parameters listed in Table 4-1 should be enabled to verify the
corresponding function. In the commercial scenarios, the parameters should be set as
required.
This procedure describes how to locate the parameters related to this feature in the
GUI. The parameter values on the screenshots in the procedure are for reference only.
Refer to Chapter 4 for the recommended values of the related parameters.

6.5 Impact on the Network
This feature supports radio link recovery between UEs and the UTRAN, and it helps to
increase the success rate of call setup and reduce the call drop rate of the network.
However, this feature introduces short interruption of services which causes silence and
impacts the user experience of CS services.
For a re-establishment flow triggered by a UE, the call delay starts when the RNC
receives a CELL UPDATE message, and stops when the RNC receives a response
message from the UE. The call delay is equivalent to that of an ordinary RB
reconfiguration flow and is generally one to two seconds.
A re-establishment flow triggered by the network starts when the timer for the response
message from the UE expires. The call delay starts when the RNC initiates an RL
deactivation procedure and stops when the RNC receives a response message from the
UE. The call delay is equivalent to the sum of the delay of an RL deactivation flow and
the delay of an ordinary RB reconfiguration flow. The delay of the RL deactivation flow
starts when the RNC initiates an RL deactivation procedure and stops when the RNC
receives a CELL UPDATE message from the UE. This delay relates to the parameter
configuration of T313 and N313 in the RNC. For the default configuration (T313 is equal
to 3 s and N313 to 50), the delay of an RL deactivation flow is within four seconds on
average. For some UEs, the delay may greatly exceed four seconds. Therefore, it is
generally not recommended to enable a re-establishment flow triggered by the network
because the call delay of the flow is relatively long .
