TRAINING DESIGN
III.RATIONALE
The knowledge and capacities developed by government, professional response and
recovery organizations, communities and individuals to effectively anticipate, respond to, and
recover from the impacts of likely, imminent or current hazard events or conditions.
We cannot stop natural hazards from happening but we can reduce the damages if we
institute prevention and mitigation measures. Taking measures in order to avoid an event
turning into a disaster is prevention. Measures that reduce vulnerability to certain hazards is
mitigation.
Strengthening the Republic Act No. 10121 otherwise known as the Philippine
Disaster Risk Reduction and Management Act, states to develop and strengthen the capacities
of vulnerable and marginalized groups to mitigate, prepare for, respond to, and recover from
the effects of disasters.
IV. OBJECTIVES
a. General Objective
At the end of the training, the participants will be able to obtain the
knowledge, skills and attitude required in cascading practical DRRM
approaches that are applicable for communities before, during and after
disasters.
b. Specific Objectives
Explain the local disaster situation in connection with the overall
Philippine disaster risk profile;
Describe the overview of CBDRRM and its legal bases;
Discuss the key steps involved in CBDRRM process;
Explain the necessary community and family DRRM mechanisms
before, during, and after a disaster in accordance with the four (4)
thematic areas; and
Determine the immediate actions to implement the DRRM plan at the
community level.
V. CONCEPT OF IMPLIMENTATION
The Local Disaster Risk Reduction and Management Office (LDRRMO) together
with the Office of the Civil Defense and the Barangay Disaster Risk Reduction and
Management Committee (BDRRMC) of the barangays of the municipality of Buug,
Zamboanga Sibugay will conduct a three-day (3) training seminar on the Inclusive
Community-Based Disaster Risk Reduction and Management (ICBDRRM). The meals and
snacks, supplies, accommodations and contingency fund shall be charged from the Disaster
Preparedness Programs of the Local Disaster Risk Reduction and Management Fund
(LDRRMF), ICBDRRM Planning.
