▪ Properties of exponents hold for all integer exponents as well as rational exponents.
▪ A radical is in its simplest form if all these conditions are satisfied:
a. no factor of the radicand can be written as an equivalent value or expression with
an exponent greater than or equal to the index;
b. the radicand does not contain a fraction;
c. there are no radicals in the denominator; and
