    Acknowledgement

    First and foremost, I express my profound gratitude to my


    supervisor, Dr. Swinder Singh for his guidance and valuable
    suggestions. Without his indispensable guidance and persistent help
    this thesis would not have been possible. I consider it as a great
    opportunity to do my doctoral research under his guidance and to
    learn from his research expertise. I would like to extend my
    acknowledgements to the chairperson, Dr. Navreet Kaur and
    Department of Public Administration.

    I am especially grateful to Dr. Ravneet Kaur for supporting me


    throughout. Many thanks to all the respondents and the officials
    who have provided me with the necessary information without
    which I would not have been able to do my work. Thanks to all
    my friends for continuous motivation.
