Philippine Clean Water Act

Be part of the Solution!
Protect. Preserve. Rehabilitate.
What basically is the
meaning of a
three(3)-meter
easement???
Science of Social Change
Three kinds of change:
• Top-Down
• Bottom Up
• Sandwich Theory
WATER POLLUTION
*any alteration of the physical,
chemical or biological or radiological
properties of a water body resulting
in the impairment of its purity or
quality

Water Quality
• the characteristics of water which
define its use in terms of physical,
chemical, biological, bacteriological
or radiological characteristics by
which the acceptability of water is
evaluated.

Revised Water Usage
and Classification /
Water Quality Criteria
Fresh Surface Water Classification
• Class A - Public Water Supply Class I.
-Water can meet standards for
drinking water with approved disinfection
Fresh Surface Water Classification
• Class AA - Public Water Supply Class II.
- water supply that will require complete
treatment (coagulation, sedimentation,
filtration and disinfection) in order to meet
the NSDW.
Fresh Surface Water Classification
• Class B- Recreational Water Class I. For
primary contact recreation such as bathing,
swimming, skin diving, etc. (particularly those
designated for tourism purposes).
Fresh Surface Water Classification
• Class C- Fishery Water for the propagation
and growth of fish and other aquatic resources;
2) Recreational Water Class II (Boatings, etc.)
3) Industrial Water Supply Class I (For
manufacturing processes after treatment).
Fresh Surface Water Classification
• Class D- For agriculture, irrigation, livestock
watering, etc. 2) Industrial Water Supply Class
II (e.g. cooling, etc.) 3) Other inland waters, by
their quality, belong to this classification.
Coastal and Marine Waters

Classification Beneficial Use

Class SA 1) Waters suitable for the propagation,
survival and harvesting of shellfish for
commercial purposes;
2) Tourist zones and national marine parks
and reserves established under Presidential
Proclamation No. 1801; existing laws and/or
declared as such by appropriate government
agency.
3) Coral reef parks and reserves designated
by law and concerned authorities.
Class SB 1) Recreational Water Class I (Areas
regularly used by the public for bathing,
swimming, skin diving, etc.);
2) Fishery Water Class I (Spawning
areas for Chanos chanos or "Bangus"
nd similar species).
Class SC 1) Recreational Water Class II (e.g.
boating, etc.);
2) Fishery Water Class II
(Commercial and sustenance
fishing);
3) Marshy and/or mangrove areas
declared as fish and wildlife
sanctuaries;

Class SD 1) Industrial Water Supply Class II

(e.g. cooling, etc.);
2) Other coastal and marine waters, by
their quality, belong to this classification.

Effluent
Discharges from known source
which are passed into a body
of water or land or wastewater
flowing out of a manufacturing
plant, industrial plant
including domestic, industrial
or recreational facilities
But where should we
collect the sample that will
be considered as
effluent????
•Last chamber?
•Outfall of the last chamber? 
Effluent standard
any legal restriction or
limitation on quantities, rates,
and/or concentrations or any
combination there of, of
physical, chemical or biological
parameters of effluent which a
person or point source is
allowed to discharge into a body
of water or land

Revised Effluent
Regulations of 1990,
Revising and
Amending the Effluent
Regulation of 1982
Priority Parameters
1.BOD concentration – used
for wastewater that have
high organic or
biodegradable materials.
2.TSS concentration – used
for high inorganics or
non-biodegradable
materials.

results does not conform
with the standards set in
DAO 35??????
PAB who?????
Chapter 5, Section 28 of
DAO 2005-10
“any person who commits any prohibited acts
provided in Section 27 or violates any of the
provision of the Clean Water Act or its
implementing rules and regulations, shall be
fined by the Secretary, upon the
recommendation of the PAB in the amount
of not less than 10,000 nor more than
200,000 for every day of violation”
When does the
“every day of
violation” starts?
“it starts on the date of the first sampling
that showed non-compliance with the
effluent standards until the date prior
to the sampling that showed
compliance with the effluent standards
or permanent closure of the source of
pollution”
Sample
Date sample
passed: May 31,
20xx

Date Sample
first failed: May
4, 20xx
Computation:
Number of imposable days:
= 31 – 4 = 27 days

Possible Penalty:
= no. of imposable days * minimum penalty
= 27 * 10,000

= Php 270,000.00
*Should be paid within 10 days
receipt of PAB Order
Wastewater
Reuse
Terminology
– Water reuse
The beneficial use of treated wastewater
for agriculture, industry, etc.
– Water recycling
Recycling generally means reuse of
wastewater back in the same cycle where
it is generated.
What are the environmental
benefits of water recycling?

Water recycling decreases discharge

to sensitive water bodies.
Recycled water may be used to
create or enhance wetlands and
riparian habitats.
Water recycling can reduce and
prevent pollution.
Recycling water can save energy.
Permit Fee
Discharge Permit
Fines, Damages and Penalties
• Prohibited Acts
– Fined amount of not less than P10,000
nor more than P200,000 for every day of
violation
– Increased by 10 % every two (2) years
– PAB may order closure, suspension of
development or construction, or
cessation of operations or, where
appropriate disconnection of water
supply
