President Aquino had three options for a new Philippine constitution after martial law: retain the 1935 constitution, keep the 1973 constitution under Marcos, or draft a new one. She chose to create a new constitution to truly reflect the ideals of the Filipino people and vest power in them. In 1986, she established a transitional "Freedom Constitution" guaranteeing civil and political rights. The permanent 1987 Constitution was then adopted, dividing government into the executive, legislative, and judicial branches and establishing independent commissions to oversee elections, civil service, and government audits.
