2. State the purpose of ILO in shipping.

WHAT IS INTERNATIONAL LABOR ORGANIZATION?


The ILO's international labor standards are broadly aimed at
ensuring accessible, productive, and sustainable work worldwide
in conditions of freedom, equity, security and dignity. They are set
forth in 189 conventions and treaties, of which eight are classified
as fundamental according to the 1998 Declaration on
Fundamental Principles and Rights at Work; together they protect
freedom of association and the effective recognition of the right
to collective bargaining, the elimination of forced or compulsory
labor, the abolition of child labor, and the elimination
of discrimination in respect of employment and occupation. The
ILO is subsequently a major contributor to international labor law
and promotes standards for national legislations which results into
a good working environment in the maritime industry.

The ILO is a major provider of labor statistics. Labor statistics are an important tool for its member states to
monitor their progress toward improving labor standards. As part of their statistical work, ILO maintains
several databases. This database covers 11 major data series for over 200 countries. In addition, ILO publishes
a number of compilations of labor statistics, such as the Key Indicators of Labor Markets (KILM). KILM covers
20 main indicators on labor participation rates, employment, unemployment, educational attainment, labor
cost, and economic performance. Many of these indicators have been prepared by other organizations

1. How do you think IMO comes up with different conventions for shipping industry?

Redefining the purpose of United Nation as an international organization founded in 1945 committed to
maintaining international peace and security, developing friendly relations among nations and promoting
social progress, better living standards and human rights. With the increasing contribution of maritime
industry in different types of pollution and the safety of life at sea, United Nation created the International
Maritime Organization (IMO) to regulate and govern international treaties and provisions. The IMO
was established following agreement at a UN conference held in Geneva in 1948 and the IMO came into
existence ten years later, meeting for the first time in 1959. The fast revolutionary pace of technology highly
requires amendments to cope up with the changes in the society. This resulted into the creation of 4 pillars by
IMO the SOLAS, STCW, MARPOL and MLC each with their respective differences and purposes. The different
conventions were enforced to mandate standards and ensure the welfare, safety, maintain the ecosystem and
to prevent pollution in the environment.
2. Will it be possible for ILO to recommend conventions for the shipping industry not related to their scope?

Personally, International Labor Organization’s scope and concepts mainly focuses within the framework for
measuring the work ethics, human rights, employment system and safety working conditions in the maritime
industry. In Lehman’s term, it is the responsibility of ILO to promote a harmonious work environment for
seafarers and implement laws to suffice necessitates onboard. It is impossible for ILO to recommend
conventions not coherent with their scope mainly because the evidences would be subjective and
questionable. Different organizations are created for specific purposes and objectives that would resolve
uprising circumstantial events. It is the duty of MARPOL to create conventions to prevent marine pollution in
the marine environment. On the other hand, The main objective of the SOLAS Convention is to specify
minimum standards for the construction, equipment and operation of ships, compatible with their safety. In
conclusion conventions are created within the scope and expertise of the organization.
