Vietnamese Standards TCVN 3254 : 1989 Fire Safety – General Requirements

Group No. 1

Fire Safety – General Requirements

This standard replaces the TCVN 3254 : 1979.

This standard applies to all industrial and public construction in all the economic
activities and stipulates the general requirements of fire safety for these above
constructions.

The definition of terminologies used in this standard is presented in the Appendix 1.

1. General

1.1. Apart from the requirements in the clauses of this standard, it is require to
obey the TCVN 2622 : 1978, which are the standards for fire safety of
separated works.

1.2. For ensuring the fire safety, the following systems are required:
- Fire protection system
- Fire fighting system

1.3. It needs to examine the fire protection system for specific work to assure that
no fire occurs during the using of this system.

1.4. It is required to examine the fire fighting system for specific work to assure
that when fire occurs, it has an ability to limit the size of the fire, to stamp out
the fire and to restrain the damage to the human and the work.

1.5. The essential calculations for the fire protection and fighting system as well
as the initial data determination for these calculations are carried out by the
Ministries and Head Departments conforming to the standards and
documents that are issued.

1.6. Fire dangerous factors affect to the human:


- Fire and spark
- High temperature of the atmosphere and goods
- The dangerous factors caused by the fire.
- Smoke
- Low concentration of oxygen (O2)
- The falling houses, buildings and equipment
- Explosion

1.7. Must guarantee the safety of the human when the fire occurs in any place of
the construction.

1.8. The fire safety of the works must be ensured during normal operation as well
as maintenance, reform and breakdown events.

1.9. Every organization must calculate the economic efficiency of fire protecting
and fire fighting methods.

2. Requirements of Fire protection system

2.1. The following methods must be applied for fire protection:


- Prevent the creation of inflammable environment.
- Prevent the creation of fire caused source in the inflammable
environment.
- Maintain the temperature at the fire dangerous environment lower than
the allowed critical temperature that is inflammable.
- Maintain the pressure at the fire dangerous environment lower than
allowed critical pressure that is inflammable.
- Reduce the scale of inflammable environment lower than the maximum
scale according to the properties of fire.

2.2. To prevent the creation of inflammable environment must obey the


stipulations as for:
The allowed concentration of inflammable substances in vapor, gas or dust
phases as follow:
- The required concentration of inhabitable substance in vapor, gas or
liquid phases.
- The allowed concentration of oxygen (O 2) or other oxygenated substance
in gas and mix inflammable substances.
The inflammable index of the matters is introduced in The Appendix 2 of
this standard.

2.3. To prevent the creation of fire caused source in the inflammable environment
must:
Have the stipulations for design, manufacturing, utilization, operation and
maintenance of equipments, machineries, materials and products that may
be the fire caused source in the inflammable environment.
Use the electrical equipments according to the dangerous classes of fire and
gas of room, outdoor equipments and according to group, category of mix
inflammable substances.
Use the process and equipment to satisfy the safety requirements of
electrostatic spark
Have the methods of lightning protection, grounding for houses,
constructions and equipments.

Stipulate the allowed maximum surface’s temperature of equipment, product
and material in case of touching to the inflammable environment.
Stipulate the allowed maximum energy of electric spark in the inflammable
environment.
Stipulate the allowed maximum temperature when in case of heating the
inflammable substances, materials and compositions.
Use the devices with no electric spark in case of working with the
inflammable substances.
Exclude the touch with the fine-kindling substances and the baked thing in
the atmosphere with temperature over the stipulation at clause 2.3.
Exclude the ability of self-burning caused by heat, chemical reaction or
creatures from substance, material, product and structure of the
construction.
Forbidden of using bare flame in the inflammable environment.

3. Requirements of Fire fighting system

3.1. The following methods must be applied for fire fighting:


Replace the inflammable substances and materials by using the hard-to-fire
or fireproof ones at maximum level.
Restrain the numbers of inflammable and arranging them in a sensible way.
Isolate the inflammable environment.
Prevent the spread of fire.
Use the structures with suitable fireproof level for the constructions.
Have emergency exits
Use human protection facilities
Use the fire fighting facilities
Use the smoke discharge system
Use the automatic fire alarm system and others fire alarm systems
Organize the local fire alarm force.

3.2. To prevent the quantities of inflammable substances must be obey the


following stipulations:
Determine the permitted quantity (weight, volume) of substances and
inflammable materials storing at the same time in the room, compartment
and storage.
Have the liquid and gas relief system out from the equipment in case of
breakdown.
Clean the room, compartment, pipeline and equipment regularly.
Stipulate the working place with dangerous inflammable substances.
Have the waste take-up system

Having the fire fighting distance and protection area

3.3. Inflammable environment must be isolated by following methods:


Mechanize and automate at maximum level the process related to the usage
and transportation of inflammable substances.
Arrange the dangerous inflammable equipments in isolated rooms or
outdoors.
Use the packed equipments.
Inflammable substances must be packed.
Have the breakdown defending mechanism for equipments used
inflammable substances.
Use walls, holds, and rooms for isolation

3.4. The following methods must be carried out to prevent the spread of fire:
Use fire prevent devices (wall, area, protection belt…)
Use on/off mechanism on the equipments and the pipeline in case of
breakdown
Use facilities preventing liquid on fire from for flooding and spreading.
Put allowed bounds to the areas of fire fighting compartments.
Use safe layers for equipments and pipelines.

3.5. The fire fighting facilities must have the ability of restraining the size of fire as
well as conform to the following stipulations:
The permitted and not permitted equipment categories used for fire fighting.
The category, amount, arrangement and maintenance of local fire fighting
facilities
Maintenance regulation for special fire fighting substances
Water source and firewater supply facilities.
The minimum permitted amount of fire fighting substances (powder, mix
gas…)
Increasing rate required for technical fire fighting facilities.
Category, capacity and quick response property of the fire fighting system
Location and maintenance for fire fighting facilities
Check and serving regulations for fire fighting equipments and facilities.
Use the structures with suitable fireproof level for the constructions.

3.6. The structure of constructions must have a suitable fireproof level to
guarantee that the force proof and holding-up abilities can be maintained
continuously in the enough time for people to escape or reach for shelters.
This fireproof level must be determined at the condition without the influent of
fire fighting facilities on the fire.
To prevent the development of the fire, the determination of this fireproof
level of the structure also bases on the fire dangerous property of the
process of manufacturing.

3.7. Every construction must have the technical plan and sensible arrangement
to guarantee that people can escape quickly from the dangerous area before
the dangerous and harmful factors reaching to the permitted limit.
To guarantee for people escaping must:
 Put the amount and dimensions of the exit for the emergency door.
 Guarantee the convenient exits for people

3.8. Human protection facilities must guarantee the safety for the human during
the time affected by fire dangerous factors. It is required to have the human
protection facility in case of escaping difficulties or not necessary.

3.8.1. Must equip fire protection facilities to fire fighters.

3.8.2. Human protection facilities may be shelters, compartments, guardhouse or


structures of construction.

3.9. The smoke discharge system must guarantee that no smoke in emergency
exits during the enough time for all people escaping.

3.10. Every enterprise must have communication equipment or fire alarm to rely on
for informing timely when fire just occurs.

3.11. Construction must have necessary technical facilities (compartment, safe


ladder, outdoor fire fighting ladder, emergency door…) to guarantee the
ability to stamp out a fire and the safety for fire fighters. These facilities must
maintain the working abilities.

4. Organization methods to guarantee the fire safety

4.1. Leader or manager of the enterprise is responsible for setup the organization
and technical methods of fire safety’s guaranty for his/her enterprise.

4.2. Every enterprise have to setup the detailed fire fighting methods to stamp out
a fire timely in case of happening and reduce human and material losses to
the minimum.

4.3. Organize the fire protection and fighting groups


Regulation of fire protection and fighting group must base on the condition of
enterprise and be guided by the Fire Head Department of the government.

4.4. Train of stipulations and fire protection and fighting techniques for the staffs.

4.5. Disseminate the fire safety standards, procedures and necessary guides
when working with inflammable substances.

4.6. Use the means of propagandic communication to make compulsory.

4.7. Inspect the implementation of fire protection and fighting stipulations

5. The detail requirements for building up the fire safety standards

5.1. The specific stipulations and requirements must be studied and complied
conformity with this standard and others.

5.2. The fire safety stipulations and requirements of branches, enterprises and
regional must have:
The detailed fire protection and fighting methods.
The categories, amount and operating requirements of fire fighting
equipments

5.3. The standards of fire fighting equipments must have:


The qualitative and quantitative norms of the fire fighting equipments
Technical requirements of fire fighting structures

5.4. Must write the fire dangerous index clearly in the standards and technical
requirements of products and inflammable substances and materials.

APPENDIX 1
TERMS AND DEFINITIONS

facilities to eliminate the chance of fire occur
4 Fire fighting system The collection of requirements, methods and facilities
to prevent and reduce the fire spread, the harmful and
dangerous factors to man, reduce the human and
material losses to minimum.
5 Firefighting The activities of firefighting forces and facilities to
prevent the fire spreading and stamp out it.
6 Inflammable property The inflammable ability of material in the fire condition
7 Smoke discharge The collection of methods of organization and
system technique to discharge smokes out of houses and
construction in case of fire
8 Fire source The energy sources cause the materials burning
9 Inflammable The environment consists of mix inflammable
environment substances and oxidized substance
10 Emergency exit The way to the emergency door (TCVN 3991 – 1985)
11 Fireproof limit Interval time (hour or minute) from the beginning of
fire essay of the sample according to the standard
until occurring the bound status of the structures and
components

APPENDIX 2
THE BASIC INDEX OF FIRE DANGEROUS SUBSTANCE

Symbols using in the tables of this standard:

M: Molecular weight. The molecular weight of specific substance is


determined conforming to International agreement of pure chemical and
applied chemical in 1971.

For technical products and compounds, their molecular weight is


determined form chemical components or chemical formulation.

A, B, C: Constants of Antian equation (1) giving the relation between saturated


steam pressure of substances (composition) and temperature (t):

tbo: Burning temperature in tight glass
 d0 : Lower limit burning concentration of steam or gas at the atmosphere
pressure and temperature of 25 0C (calculated by 2 volumes). This quantity
is used for calculating the lower limit burning concentration of any
substance at any temperature (t) by the following formulation (2):

 ,0t , t : Lower limit burning concentration of steam or gas at the atmosphere


pressure and the temperature (t) (% volume)

Ka,t: Safe coefficient at lower limit burning concentration. This safe coefficient is
used for calculating the allowed limit of the safe explosion concentration by
the following formulation (at composition’s fireproof safe level of 0.999)

In case of GCNAN calculating for inhomogeneous compounds, including
compounds and burning steam, the value of safe coefficient is presented
on the table 1 and 2 must multiply by 5.

D0: Diffuse coefficient of gas (or steam) in the atmosphere at pressure of 1 at


and temperature of 00C (cm2/s). This diffuse coefficient D0 is used for
calculating the diffuse coefficient Dt at any temperature T as follows:

n: Experimental index, the value of this index is on the last column of table 1
and 2.
CKC: Fireproof substance – cannot be burn in the normal condition.
ckc: Hard-to-fire substance – burned when having fire source but cannot
maintain when bringing out the fire source.
CC: Flammable substance – Fire maintained after isolating from the fire source
CCL: Flammable liquid - Fire maintained after isolating from the fire source and
the burning temperature higher than 51 0C (in tight glass) or higher than
560C (in open glass).
CLDC: Combustible liquid - Fire maintained after isolating from the fire source and
the burning temperature higher than 61 0C (in tight glass) or higher than
660C (in open glass).
CCK: Flammable gas – can create a fire and explosion combination with air at
temperature not higher than 550C
CNN: Dangerous explosion substance – can explode or be stimulated without
oxygen in the atmosphere.
