Dole Occupational Health and Safety Standards 1989, As Amended
Introduction
The main objective of this provisions is to protect every workingman against the
dangers of injury, sickness or death through safe and healthful working
conditions, thereby assuring the conservation of valuable manpower resources
and the prevention of loss or damage to lives and properties, consistent with
national development goals and with the State’s commitment for the total
development of every worker as a complete human being. Such as, RULE 1080
PERSONAL PROTECTIVE EQUIPMENT AND DEVICES, RULE 1090
HAZARDOUS MATERIALS, RULE 1120 HAZARDOUS WORK PROCESSES.
Body
I. RULE 1080 PERSONAL PROTECTIVE EQUIPMENT AND DEVICES
A.) This provision is applicable for on-board seafarers because it aims to protect
seafarers with the protective equipment for the yes, face, hands and feet, protective
shields and barriers whenever necessary by reason of the hazardous nature of the
process or environment, chemical or radiological or other mechanical irritants or hazards
capable of causing injury or impairment in the function of any part of the body through
absorption, inhalation or physical contact.
B.) All personal protective equipment shall be of the approved design and
construction appropriate for the exposure and the work to be performed.
C.) The employer shall be responsible for the adequacy and proper maintenance of
personal protective equipment used in his workplace.
D.) No person shall be subjected or exposed to a hazardous environmental condition
without protection.
A.) This provision is applicable to on-board seafarer because, they shall apply to all
workplaces in which hazardous substances in solid, liquid or gaseous forms are
manufactured, handled and used or in which flammable, irritating, offensive or toxic
dusts, fibers, gases, mists or vapors are generated or released in quantities injurious to
health.
III. RULE 1120 HAZARDOUS WORK PROCESSES
A.) This provision aims to protect on-board seafarers and obey the following
precautions and safety measures shall be taken:
1.) he area shall be checked visually to ensure that the water level is below 15
cm. (6 in.) and if water is present, a dry wooden platform shall be available for use;
2.) the air in the area shall be checked for:
2.1) explosives gases, fumes and vapors;
2.2) oxygen content and;
2.3) carbon monoxide, if any burning or burning products involved.
3.) if any of the above is present over normal levels, the area shall not be entered
until ventilation by blower is effected.
4.) approved types of breathing apparatus and other personal protective
equipment shall be provided and made available for use by the worker or workers
entering a confined space.
5.) no worker or group of workers shall enter a confined space unless a watcher
is available who is familiar with the job and in contact with the men at regular intervals
and equally provided with breathing apparatus for ready use in case of emergency.
Conclusion
This selected provisions are the provisions are applicable for the on-board
seafarers that can help the seafarers for their Occupational Health and Safety
Standards. It can help them when something bad happen while on-board. This
activity contributes to achieve the requirements of Chapter Vl of the 1978 STCW
Code as amended.
