Coal Demand
• SCCL is strategically located in the southern region of the country.
• Currently, it is able to cater to the coal demand of 4 southern region states viz., Telangana,
A.P, Karnataka, Tamilnadu and the state of Maharashtra.
• The current coal based installed generation capacity of these 4 states is 41 GW excluding
Maharashtra whose capacity is 27 GW.
• The total coal requirement of the 4 southern region thermal plants (excluding MS) works
out to around 184.5 Mt.
• Considering 70% load, the coal requirement would be around 120 -130 Mt per annum.
• SCCL’s supply by 2023-24 with the available resources would be around 80 Mt and there
would be a gap of around 50 Mt.
• Unless, new coal resources are made available to SCCL outside the state of Telangana, it
would not be possible to enhance the production to the level of 120 Mt by 2025.
• By endorsing new blocks SCCL may be vested with the responsibility to cater the coal
requirement of Southern region states and CIL may concentrate on the rest of the country.
HELP REQUIRED
Considering the following strengths of SCCL
Financial strength - Available reserves Rs. 10,000 Cr.
Core competence – Mining experience and expertise
Professional management – Timely execution of Mining, Rail and Power
projects
Track record of diversification – Thermal generation and Solar plants
MoC may urgently allocate some 3 to 4 big coal blocks which can sustain 50 Mt
per annum of coal production outside the state of Telangana.
Permit reservation of coal bearing areas in GVCF for which 6 proposals for a coal
production capacity of 16 MTPA are already under consideration of MoC.
Facilitate land acquisition for new projects in Odisha.
Expeditious implementation of rail infrastructure for coal evacuation in Talcher
coal fields from new blocks viz., Common rail corridor project of MCRL to cater to
Naini and New patrapara blocks in addition to the blocks allocated to other
agencies.
Facilitation for expeditious processing of FC and EC for new projects.
