NARRATIVE REPORT

MOST ESSENTIAL LEARNING COMPETENCIES

The coronavirus COVID-19 pandemic is the defining global health crisis of our time and
the greatest challenge we have faced so far. This pandemic poses a great impact to education
as well, not just to the health sector. However, amidst this pandemic the Department of
Education still push through with providing continuity of education to all learners while abiding
health protocols and adapting to the challenges brought about by COVID-19. Thus, the most
essential learning competencies (MELCs) was introduced and adapted by all public schools. This
serves as a primary reference for the school in determining and implementing learning delivery
modalities that are suited to the local context and diversity of learners. Schools are advised to
utilized the MELCs in creating learning activity sheets, self-learning modules, and other
instructional materials. Moreover, schools are enjoined to adhere to the content of the MELCs
and refrain from creating a new list of learning competencies for different learning areas.

Relative to this, an online meeting reiterating the MELCs was conducted by the senior
high teachers of Maria Macahig Memorial High School on June 22, 2020 at 10:00 o’clock in the
morning through Zoom appplication. This meeting aims to explain the concept of the listing of
the MELCs and how the teachers can ensure the delivery of these across the learning
modalities. This activity also aims to answer questions related to how teaching will happen
considering the sets of learning compentencies. Thereby, all senior high teachers of Maria
Macahig Memorial High School are instructed to review the MELCs especially those subjects
they are handling and specializing. They are also encouraged to provide a hard copy of the
MELCs in their respective subjects for their personal use.

Attached herewith are the pictures and the minutes taken during the Zoom meeting.

MEETING AGENDA:

1. Minutes about the Teleconference Meeting last Saturday, June 20, 2020.
 Teachers can work from school starting June 22, 2020 however, senior citizens,
pregnant women and high-risk individuals who are susceptible to diseases are not
advised to report.
 Teachers residing far from the school are also allowed to work from school, but they
need medical certificate upon going to work. Since, medical certificate takes time to
obtain and is only valid for one (1) day thus, teachers (living far from school) are
encouraged to still work from home.
 All teachers working from home should continue to submit accomplishment reports
with required MOVs per week. Teachers should always be honest. Work week plan c/o
School Head.
 Schedule for work:
o Work from Home – 8am to 5 pm
o Work from School – 8am to 3pm
 Teachers who will report/work from school will have skeletal schedule. Three (3) days
alternate duty.
 Skeletal Workforce:
o 1st batch – Monday, Tuesday, Wednesday

 Download Division Memo 286 and DepEd Order No. 11 s. 2020 – Guidelines on
Alternative Work Arrangements in DepEd
 For Financial problem, teachers may seek help to ADAs first. They are discouraged to
NOT go directly to the Division Office especially if they are under work from home
schedule.
 If anyone wants to acquire service record, they may see the PSDS.
2. Enrollment Procedures
 Teachers should encode in LESF and TALA or in LIS and TALA.
 LIS encoding – ONLINE
 LESF encoding – OFFLINE
 If a teacher receives an enrollment form from Grade 7 to Grade 12 parents directly,
he/she should encode in the LESF offline. Do not give it to the teacher concerned to
avoid double enrollment.
 Note: Inform parents/students not to send the enrollment form to other teachers to
also avoid double enrollment.
 If a teacher receives enrollment form from her/his previous advisory, he/she should
directly tag it in LIS online. LIS tagging – Tagged the student in second semester to check
if the student is regular, irregular, promoted or not. For LIS account, Mae Sherida
Magalso’s account can be used.
 Do not encode in LESF if you have already encoded the student’s enrollment details in
LIS.
 For reporting, tally all data which are encoded in TALA and LIS or TALA and LESF. Give
the Grade Level, M/F and Total. Send this data to Sir Alan Janito daily.
 Teachers who are not advisers and previous Grade 12 teachers should not encode in LIS.
 ONLY Grade 11 advisers can encode in LIS.
 For missing information, contact parents/students to ask for the lacking details (it is for
TALA/LESF to continue).
3. MELC – Most Essential Learning Competencies
 Teachers are advised to review the MELCs especially those subjects they are handling
and specializing.
 MELCs is just like Curriculum guides but with the most essential guide.
 Teachers are encouraged to print the MELC of their respective subjects.
4. Duties during work from school
 Distribute cards to parents who will request for it.
 All cards/forms should be in school and should have been checked already.
 For teachers who are advised to work from home opted to go to school on his own,
he/she should bring medical certificates upon going to school.
 Starting tomorrow no students or minors should come to school.
 Only 50% of personnel are allowed to work from school.
5. Readiness of the School
 Hand washing facilities, disinfectant and water supply should be ready.
 As per Mrs. Magalso - water galloon with faucet, basin, deeper and pail were already
purchased.
 Wearing of face masks all the time should be observed. Note: Masks cannot be covered
in MOOE.

ISSUE/CONCERNS:
 To purchase one roll of plastic cover for teachers just like in stores to provide protection.
 About the question final number of school days – clarified
