This chapter summarizes the findings, conclusions, and recommendations of the study. The findings show that special education programs in Pangasinan, Philippines are highly accessible and implemented effectively with stakeholder participation and a focus on quality for students with special needs. Chapter V

SUMMARY, CONCLUSIONS AND RECOMMENDATIONS

This chapter presents the summary of this study, the conclusions

drawn and the recommendations raised based on the findings.

Summary of the Findings

On the basis of the statistical and qualitative analysis, the

researcher points the following findings:

1. In relation to accessibility, based on the quantitative analysis

back up with an interview, it shows that the Special Education

Program in Pangasinan were very highly implemented in terms of

special education program management.

Given the descriptive equivalent of very highly implemented,

participation of stakeholder is very visible. It goes to show that

school administrators in the province reflected the abilities of

being a transformational leader in promoting an effective

administration of the identified SPED Centers in the province.

In terms to the quality in relation to children with special

needs Special Education programs are supervised regularly by

the school head, and The school administrators and the

community insure the sustainability of Special Education

programs having a descriptive equivalent of very highly

implemented

2. With regards to the significant difference exist and the

computed value, therefore null hypothesis indicating that there is

no significant difference exist between the extent of

implementation of the SPED center in the province along with

access, participation and quality is accepted. This implies that

the 3 aspects have the same extent of implementation based on

the data gathered from the school administrators in the province.

3. The major challenge encountered by the school administrator in

special education programs management with respect to access is

the lack resources for determining learning academic strengths of

students with special needs. They also stressed that they

experienced lack of materials that addressed specific needs within

the context of their schools.

In respect to the participation of stakeholder the result

revealed that developing special education teacher which is not

specialized in handling special education classes is a challenge to

them.

In terms of Quality in Relation to Children with Special Needs

one of the major challenge in handling programs is the allocation

of funds.

Conclusion

In the light of the findings made, the following conclusions were

drawn:

The existence of the Department of Education Order No. 26, s.

1997 aims to provide access to basic education among children with

special needs, namely, the gifted/talented, the mentally retarded, the

visually impaired, the hearing impaired, the orthopedically

handicapped, the learning disabled, the speech defectives, the

children with behavior problems, the autistic children and those

with health problems through the formal system and other

alternative delivery services in education, benefited the group of

school principals in managing the special education programs of the

department.

The Public School administrators have common challenges

encountered with regards to access, participation of stakeholders

and quality.

Lacked of trained non Sped teachers who will served as an

alternative teacher was the prevailing challenge in managing such

program

Recommendations

In the light of aforementioned findings and conclusions, The

following recommendations are hereby offered:

1. The proposed developmental program by the researcher to

strengthen the special education program and must be tried -out by the

School Division Offices in the province offering special education

programs.

2. As a teacher who served as a researcher at the same time

Special Education coordinator strongly recommend the conduct of

parallel study in Special Education programs to become proactive,

productive professionals in dealing with such programs.
