PANCHAYAT RAJ DEPARTMENT

Notification No.2560/CPR&RE/B2/2017, Dated: 16.09.2021

RECRUITMENT UNDER SPORTS QUOTA

DIRECT RECRUITMENT FOR THE POST OF


JUNIOR PANCHAYAT SECRETARIES

This Notification is issued in continuation to the Notification


No.2560/CPR&RE/B2/2017 Dated: 31.08.2018 and in accordance with the orders
dt.27.12.2019 of the Hon'ble High Court of Telangana in C.C.No.714 of 2019 in
W.P.No.46869 of 2018, in which it was ordered that

“… to cancel the selection of 98 appointments under the Sports quota as Junior


Panchayat Secretaries already made by the respondents in violation of the
undertaking given to this Court on 26.12.2018 in W.P.No.46869 of 2018 and
batch. The respondents are also directed to notify afresh the said posts filled up
under sports quota earlier including the balance of posts which were unfilled as
per Notification dt.31.08.2018, invite applications from the eligible persons, apply
the minimum pass mark of 35% i.e. 70 out of 200 marks in the written test, and
proceed to make appointments strictly on the basis of the merit of the candidates
in the sport concerned as per the Annexure to G.O.Ms.No.74, Dt.09.08.2012 and
not on the basis of the marks obtained by the candidates in the qualifying
examination”.

Now, applications are invited for recruitment under Sports Quota only in the
Online application, available on the website https://epanchayat.telangana.gov.in, by
visiting the JPS Sports quota recruitment tab, from the eligible candidates between
18.09.2021 and 08.10.2021 for the recruitment under Sports Quota to the post of
Junior Panchayat Secretary. The last date for payment of fee is 08.10.2021.

1. The candidates, who have applied earlier to the notification


No.2560/CPR&RE/B2/2017 Dated 31.08.2018 have to apply again afresh. However
age relaxation will be given to the candidates who have already applied vide
notification No. 2560/CPR&RE/B2/2017, Dated 31.08.2018 subject to furnishing of
Hall Ticket Number or Application Number allotted earlier.

2. AGE : Minimum ‘18’ years and Maximum ‘44’ years (as per Hon’ble High Court
orders, Dt.27.09.2018 in the W.P.No.34493 of 2018 and batch cases) of age as on
date of this Notification.
The upper age limit prescribed above is however relaxable in the following cases :

(b) Mode of Payment of Fee :

1. The Fee mentioned in the above paragraph is to be paid through Payment


Gateway or Net Banking/ Credit card /Debit Card. The list of Banks providing
service for the purpose of online remittance of Fee is available on the
website.
2. The fee once remitted shall not be refunded or adjusted under any
circumstances. Failure to pay the fee will entail total rejection of application.
3. IPOs / Demand Drafts are not accepted.

4. (a) WRITTEN EXAMINATION CENTRES: Written examination will be conducted in


the (6) regional centres at Hyderabad, Nizamabad, Karimnagar, Warangal,
Nalgonda and Mahabubnagar.

5. Scheme & Syllabus of examination is attached as Annexure-I. Instructions to candidates


are attached at Annexure- II and details of district wise vacancies are at Annexure- III of
this notification.

6. JOB DESCRIPTION:
The Junior Panchayat Secretary shall discharge the duties and perform the
responsibilities assigned to the Panchayat Secretary under Telangana Panchayat Raj
Act, 2018 (Act.No.5 of 2018) and any other Duties and responsibilities entrusted by the
Government, Commissioner, PR&RE and District Collector from time to time.

7. BASIC SERVICE CONDITIONS :

7.1 The current monthly consolidated remuneration is Rs.28,719/-.


7.2 The Junior Panchayat Secretary shall have to work on consolidated remuneration
basis for a period of Four (4) years (vide G.O.Ms.No.26, PR&RD Dept.,
Dt.15.07.2021).
7.3 The agreement will be renewed every year based on annual evaluation of
performance of the individual.
7.4 The services of those Junior Panchayat Secretaries who show satisfactory
performance will be regularized after completion of 4 years as Panchayat Secretary
Grade-IV.
7.5 The performance will be assessed in accordance with the guidelines issued by the
Government on the basis of Telangana Panchayat Raj Act, 2018.

8. HOW TO UPLOAD THE APPLICATION FORM :

8.1 The User Guide is available for Online Submission of Applications. The process is
described in brief which is as follows:

I STEP: Visit the WEBSITE https://epanchayat.telangana.gov.in, by visiting the


JPS Sports quota recruitment tab and apply online. Candidates have to
ensure that there are no mistakes in it. The Government bears no
responsibility for the mistakes, if any, made by the candidates.
II STEP: The candidates who are applying should upload their Sports
achievement certificates at their highest level along with concerned
forms, (Form-1 or Form-2 or Form-3 or Form-4) as applicable in
Annexure–III of G.O.Ms.No.74, YAT&C (Sports) Dept., Dt.09.08.2012,
after selection of the relevant Sports discipline in Annexure-I and
priorities of Sports and Games in Annexure-II.
III STEP: After entering the details in the Portal, the applicant will proceed to
payment gateway.
IV STEP: The applicant should pay the prescribed fee as specified through any of
the three modes viz., Debit Card, Credit Card or Net Banking.
Separate instructions have to be followed for each mode of payment.
V STEP: After payment of fee and after filling the entire application form, the PDF
Application will be generated which contains the particulars furnished
by the candidates.

8.2. The Application ID No. in the PDF Application form submitted has to be quoted for
future reference and correspondence.
8.3. Hand written / Typed / Photostat copies / Application Form printed outside will not
be accepted.

NOTE :

1. The Government is not responsible, for any discrepancy in Bio-data particulars


while submitting the application form through Online. The applicants are therefore,
advised to strictly follow the instructions and User guide in their own interest before
submitting the application.
2. The particulars furnished by the applicant in the Application Form will be taken as
final, and data is processed, based on these particulars only by Computer.
Candidates should, therefore, be very careful in Uploading / Submitting the
Application Form Online.
3. Incomplete/incorrect application forms will be summarily rejected. The information
if any furnished by the candidate subsequently in any form will not be entertained
by the Government under any circumstances. Applicants should be careful in
filling-up the application form and submission. If any lapse is detected during the
scrutiny, the candidature will be rejected even though he/she comes through the
final stage of recruitment process or even at a later stage.
4. Before Uploading/Submission of Application Form, the Candidates should carefully
ensure his/her eligibility for this examination. No relevant column of the application
form should be left blank, otherwise application form will not be accepted.

9. GENERAL PROVISIONS:

9.1. Applicant must compulsorily fill-up all relevant columns of application and submit
application through online only. The particulars made available in the website will be
processed through computer and the eligibility decided in terms of notification.
9.2. The applications received online in the prescribed proforma available in the website
should be filled within a stipulated period of time and the Government will not be held
responsible for any kind of discrepancy.
9.3. Applicant must upload his / her own scanned photo and signature through J.P.E.G
format and the Sports Certificates must be uploaded in PDF format only. (Maximum
size up to 1 MB only)
9.4. The applicants should not furnish any particulars that are false, tampered, fabricated
or suppress any material / information while submitting an application through online.
For such illegal activities, criminal action shall be initiated against them.
9.5. All the essential certificates issued by the competent authority of Telangana State
shall compulsorily be kept with the applicants to produce as and when required to do
so. Failure to produce the required certificates on the day of verification will lead to
disqualification of candidature.
9.6. Important – The claim of the candidates with regard to the date of birth, educational/
technical qualifications, sports merit, experience and community are accepted only
provisionally on the basis of information furnished by them in their application form
and is subject to verification and satisfaction of the Government. Mere admission to
any test or inclusion of the name of a candidate in a Merit List will not confer on the
candidate any right for appointment. The candidature is therefore, provisional at all
stages and the Government reserves the right to reject candidature at any stage of
the selection even after the advice has been made.
9.7. The applicants should be willing to serve anywhere in the District allotted.

The following certificates must be kept ready by the candidates for the
purpose of verification after final selection
i) Aadhar card or other ID proof as indicated in application.
ii) Proof of Educational Qualifications.
iii) Date of Birth Certificate / S.S.C.
iv) School Study Certificates.
v) Local area certificate in case of no School study
vi) No Objection Certificate from Employer (if anywhere employed)
vii) Other certificates, if any.

The following Certificates should be obtained from the Competent Authority in


Government of Telangana in prescribed proforma for the purpose of
verification.

i) Community Certificate.
ii) Non-Creamy Layer Certificate as per Form- VIIB / Creamy Layer Certificate as
per Form-VIIC.
iii) Certificate of Residence / Nativity (where the Candidates not studied in School
/ Private Study).
iv) Sports Certificates along with prescribed forms mentioned in the
G.O.Ms.No.74, YAT&C Dept., Dt.09.08.2012.

10. IMPORTANT LEGAL PROVISIONS GOVERNING THE RECRUITMENT PROCESS :

10.1. Vacancies: As shown in Annexure-III of this notification.


10.2. As per G.O.Ms.No.107, GAD (Ser.D) Dept., Dt.27.07.2018 roster points of 48 and
98 are reserved for sports quota in Direct Recruitment. All the vacancies in this
limited recruitment are meant for local candidates only, as 5% of vacancies for
which non locals can compete have already been filledup.
10.3. Since this is a limited recruitment under sports quota, only the candidates with
sports certificate as per G.O.Ms.No.74, YAT&C (Sports) Dept., Dated. 09.08.2012
shall apply.
10.4. Employed :- The persons already in Government Service/ Autonomous bodies/
Government aided institutions etc., whether in permanent or temporary capacity or
as work charged employees are required to inform in writing to the Head of Office /
Department, as the case may be are and required to submit the “No objection” from
the concerned Head of Office / Department to the Government as and when
required to do so.
10.5. Caste & Community : Community Certificate issued by the competent authority
(obtained from Government of Telangana State) in terms of G.O.Ms No. 58, SW (J)
Dept., dt: 12/5/97 read with G.O. Ms. No. 5 Scheduled Castes Development
(POA.A2) Dept., Dt. 08/08/2014, G.O. Ms. No. 11 Scheduled Castes Development
(POA.A2) Dept., Dt. 17/09/2014 and G.O. Ms. No. 2 Scheduled Castes
Development (POA.A2) Dept., Dt. 22/01/2015 should be submitted at appropriate
time in respect of SC & ST Candidates. Candidates belonging to Backward Classes
are required to produce Community Certificate (BC-A, BC-B, BC-C, BC-D& BC-E)
from Competent Authority i.e., from Tahsildars in the State of Telangana not below
the rank of Deputy Tahsildar through E-seva/ Mee-seva (G.O. Ms. No. 16 BCW(OP)
Dept., Dt. 11/03/2015) and orders and instructions issued by the Government from
time to time. As per explanation under Rule 2(29) of General Rules for State and
Subordinate Service Rules: No person who professes a religion different from
Hinduism, the Sikhism or Buddhism shall be deemed a member of Schedule Caste.

10.6. Reservation:-
i) The Reservation and eligibility under Sports quota in terms of General Rule 22
& 22 (A) of State and Subordinate Service Rules are applicable.
ii) The reservation to the meritorious sports persons will apply in Direct
Recruitment as per Rule 22 of State and Subordinate Service rules in terms of
G.O.Ms.No.107, GAD (Ser.D), Dt.27.07.2018 and instructions & guidelines
issued in G.O.Ms.No.74, YAT&C (Sports) Dept., Dated: 09.08.2012.
iii) No Special reservation is applicable to the categories of Women, SC, ST, BC,
Disabled and Ex-Servicemen, since this is a limited recruitment under Sports
quota. Therefore only the candidates with Sports certificate as per
G.O.Ms.No.74, YAT&C (Sports) Dept., Dated. 09.08.2012 are eligible as on
date of this Notification needs to apply.

10.7. Distance Education : The Candidates who have obtained Degrees through Open
Universities / Distance Education mode are required to produce the proof of
recognition by the University Grants Commission / AICTE / Distance Education
Council as the case may be. Unless such Degrees had been recognised by the
relevant Statutory Authority, they will not be accepted for purpose of Educational
Qualification. The onus of Proof of recognition by the relevant Statutory Authority
that their Degrees / Universities have been recognized rests with the Candidate.
11. RESERVATION TO LOCAL CANDIDATES: The notified vacancies are for Local
Candidates only. The post of Junior Panchayat Secretary is a District cadre post as
per G.O.Ms.No.204, GA (SPF-II) Dept., dated 04.08.2021. Reservation to the Local
candidates in concerned Districts is applicable as provided in this Notification. Local
candidate will be decided on the basis of study in which maximum period studied up to
7th Class and in terms of the Rules issued in G.O.Ms.No.124, GA (SPF-MC) Dept.,
dated 30.08.2018 (link provided). The candidates claiming reservation as Local
candidates should obtain the required certificates. The relevant certificates may be got
ready with authorized signature and kept with the candidates to produce as and when
required.
12. PROCEDURE OF SELECTION :
The final selection for the post will be from among qualified candidates ( Minimum
35 Marks in each Paper ) in Written examination and in terms of instructions &
guidelines issued in G.O.Ms.No.74, YAT&C Dept., dated 09.08.2012 read with
G.O.Ms.No.107,GAD (Ser.D) Dept., Dt.27.07.2018.
12.1 The selection of candidates for appointment to the posts will be made by OMR
based objective type examination.
12.2 The applicants have to appear to written examination of Paper-I & Paper-II of
Objective Type and the final selection will be made in terms of instructions &
guidelines issued in G.O.Ms.No.74, YAT&C Dept., dated 09.08.2012 read with
G.O.Ms.No.107, GAD (Ser.D) Dept., Dt.27.07.2018, subject to the condition
that candidates securing minimum qualifying marks in each paper.
12.3 There will be negative marks for wrong answers marked in the objective tests of
Paper-I & II. For each question for which a wrong answer is given by the
candidate, one fourth (1/4) of the marks assigned to that question will be deducted
as penalty to arrive at corrected score. If a question is left blank, i.e., if no answer
is marked by the candidate, there will be no penalty for that question.
12.4 All the vacancies are District specific. Candidates will be selected as per vacancies
available in District, Nativity, Merit and Sports reservations.
12.5 The appearance in both papers in the Written Examination as per rules is
compulsory. Absence in any one of the papers / both papers, will automatically
render the candidature as disqualified.
12.6 Candidates have to produce Original documents and other particulars on the day
of verification itself. If candidate fails to produce any of the required certificates and
if the particulars furnished by him / her in the application do not tally with the
Original documents produced by him / her, then his / her candidature will be
rejected/disqualified without any further correspondence.
12.7 The appointment of selected candidates will be subject to they being found
medically fit in the appropriate Medical Examination.

13. DEBARMENT :

13.1 Candidates should make sure of their eligibility to the post applied for and that the
declaration made by them in the format of application regarding their eligibility is
correct in all respects. Any candidate furnishing incorrect information or making
false declaration regarding his/her eligibility at any stage or suppressing any
information is liable to be debarred for five years from appearing for any of the
examinations conducted by the Government, and their candidature for the
recruitment would be summarily rejected.
13.2 The Penal Provisions of Act 25/97 published in the Telangana Gazette No.130,
Part-I.A Extraordinary dated: 01.06.2016 shall be invoked if malpractice and unfair
means are noticed at any stage of the Recruitment.
13.3 If any candidate is or has been found impersonating or procuring impersonation by
any person or resorting to any other irregular or improper means in connection with
his / her candidature for selection or obtaining support of candidature by any
means, such a candidate shall in addition to rendering himself/ herself liable to
criminal prosecution, shall be debarred permanently from any exam.

14. THE GOVERNMENT DECISION IS FINAL :

The decision of the Government in all aspects and all respects pertaining to the
application and its acceptance or rejection as the case may be, conduct of examination and
at all consequent stages culminating in the selection or otherwise of any candidate shall be
final in all respects and binding on all concerned. The Government also reserves its right to
alter and modify time and conditions laid down in the notification for conducting the various
stages up to selection, duly intimating details thereof to all concerned, as warranted by any
unforeseen circumstances arising during the course of this process, or as deemed necessary
by the Government at any stage.

website and satisfy themselves as to their eligibility for this recruitment
carefully before applying and enter the particulars completely online.

available in the website will be processed through computer and the
eligibility decided in terms of notification and confirmed accordingly.
3. The applications received online in the prescribed proforma available in the
website and within the time shall only be considered and the Government will
not be held responsible for any kind of delay /discrepancy on part of the
candidate.
4. Applicants must compulsorily upload his / her own scanned photo and
signature in JPEG format and also upload their Sports Certificates in PDF
format only.(Maximum size up to 1 MB only)
5. The applicants should not furnish any particulars that are false, tampered,
fabricated or suppress any material information while making an
application through website.

form will not be entertained.
7. The applicant shall produce all the essential certificates issued by the
competent authority, for verification by the Government, as and when
