Public Personnel Administration


Second Semester, Academic Year 2021-2022, Wednesday 5:30pm to 8:30pm

COURSE DESCRIPTION

This course deals with the totality of concern with human resources of an
organization. This concern consists of the act of selecting new employees and utilizing the
earlier employed to gain the maximum of quantity and quality in output and services from
the workforce.

Thus, the course would take into consideration the entire spectrum of an
organization’s interaction with its human resources from recruitment activity to
retirement process.

The approach of this course is from macro perspective (national) instead of micro
(particular institution). This does not mean of course that we will disregard the latter in
class discussions. This being so, it would be well if students of this course imagine
themselves as personnel administrators.

Objectives:

1. To understand the meaning, nature and scope of personnel administration


2. To gain knowledge on important concepts, functions and challenges of personnel
administration and or human resource management
3. To have a full grasp of the entire spectrum of an organization’s interaction with
its human resources from recruitment activity to retirement process.

COURSE METHODOLOGY

Lecture-discussions, group dynamics and oral reporting by students will be used.


Profound and comprehensive oral reports, reaction papers and active class participation
are expected from each student.

COURSE REQUIREMENTS

1. Final Examination - 25 percent


2. Oral report - 25 percent
3. Class Participation - 15 percent
4. Assignments - 15 percent
5. Class Attendance - 20 percent
