INTRODUCTION

The purpose of this document is to provide project specific project quality plan (PQP) addressing the contract
quality requirements. Project execution instruction and to establish the quality management system for complying
with the quality requirements of proposed project.

The PQP identifies the systems/ activities required, which are to be specified in the project procedures to meet the
requirements of Godrej properties ltd. (GPL) and serves as a reference for the preparation of project procedures
by the contractor.

This document is intended to define the purpose or contents of a PQP ( project quality plan) with detailed
description of required PQP elements. It also includes planning and performance of project through internal &
external quality audits through the project at all work location, review and monitoring of vendor quality assurance
(QA) requirements, quality surveillance of any project- related activates including review of quality assurance and
quality control (QA/QC) activities of the project / site during construction.

SCOPE

This project quality plan is prepared and formulated as a management summary of quality related actives required
to meet the teams of contract. This project quality plan sets out the management practices and describes the
quality management system for an organization. This document also identifies the quality assurance quality
control (QA/QC) steps to be used in construction management, including monitoring action, reporting
mechanisms, and documentation formats. It presents how modifications to the construction procedures will be
directed, as necessary, in response to results of monitoring actions. Further, it defines the quality assurance
methods and protocols for project personnel to ensure they have a complete understanding of monitoring,
feedback, and adjustment mechanisms.

The contractor will use this PQP together with the contract agreement and specifications to develop a
construction plan and schedule.

The primary objectives are.

 Completion of the project as per the targeted schedule by implementing GPL contract document, method
statement, SOP, checklists, ITP, BOQ, technical specification and practices of national & international
standards.

 Review, scrutinize and finalization of the design, plan, drawing, BOQs (bill of quantities) and construction
of the project
 Oversee and manage the project delivery within the time and budget constraints by using optimized /
innovative design and construction techniques.
 Enforce construction quality as per GFC drawing, design and technical specifications.

The procedures in this PQP shall be implemented at all times by the identified responsible staff, which shall be
open to internal audit and to external audit by a client and consultant. the key aspect of quality management
system comprising of quality assurance and quality control which will be followed by the contractor and
ensured by GPL/PMC. The following are the key step to be followed for quality assurance and inspections.

 Approved project quality plan (PQP) which shall be reviewed & for effective implementation at site.
 Provide effective supervision of the works order to ensure the quality and conformity with the standards
and specifications prescribed in the contract agreement and project quality plan(PQP).
 The contractor is responsible for carrying out the construction of the works strictly in accordance with the
approved drawing and specifications. The GPL/PMC has the responsibility to supervise the works and
ensure that the works are carried out strictly in accordance with the issued good for construction drawings
(GFC), BOQ, and technical specification along with approved work method statements.
 Inspect all work sites regularly to ensure that the work is being implemented in accordance with the
approved standards and that quality control procedures set forth under the contract and approved
method statement, checklists & ITP are followed.
 Ensure that proper records of required no. of tests conducted against approved ITP are maintained.
 Inspect interim work as required to accept or reject before permitting the contractor to proceed with
further works.
 Contactor quality manager must be submitting quality MIS through GPL approved format every month to
GPL/PMC.
 Inspect work to ensure that any defects in material or workmanship are properly identified in a timely
manner.
 Contractor will conduct monthly inspections and site coordinate for all works to review the overall
progress and quality of the works.
 If any construction activity of construction material is substandard or unacceptable, then GPL/PMC will
issue non- conformance report and GPL/PMC has a right to hold an appropriate amount against submitted
RA bill until the contractor rectifies the deficiencies up to satisfaction of GPL.

 Achievement of doing thing right at the first time construction require planning and commitment by all
parties and mitigates delays, repairs and rework (time, cost, materials, labours & equipment).
Contractor has established procedure for monitoring measuring and analyzing of these processes and to take
necessary action to achive planned result and continual improvement of these processes. It has also
maintained relevant procedures to identify and exercise required control over out sourced processes if any.

PROJECT QUALITY/ CONSTRUCTION INTERNAL & EXTERNAL AUDITS


The contractor shall establish and document an auditing system to verify & implementation of their (or their
sub contractor’s) system as per project quality plan and contract/ technical specification. The auditing system
shall be used to make a determination regarding the effectiveness of the project quality management system.
The contractor’s auditing shall be planned, performed and documented in accordance with written
instruction, procedures or checks to be included in the quality plan. The audit scope, frequency and method
shall be defined in the quality plan. Audits shall be performed by qualified and properly trained personnel
who are familiar with the QC system, auditing procedure and techniques. Selection of auditors and the
conduct of audits shall ensure the objectivity and impartiality of the audit process. Auditors shall not audit
their own work. The auditing system shall over all the quality- affecting activities for construction, as well as
laboratories and shall be applicable to the onsite and offsite location, including all subcontractors. The results
of the audits shall be documented and reported to the GPL/PMC. All non- conformance conditions identified
during the audit shall be re- audited to verify the corrective actions taken by the appropriate organization
were effective.
Project quality internal & external audit shall be carried out by GPL internal & external auditor in accordance
with the project quality management system requirements, BOQ, technical specification & contract
document.
 The auditors will document audit results and report to the project manager of GPL/PMC.
 The contractor’s project quality manager will maintain an audit finding log.
 GPL team will be conducting surveillance on selected areas which shall be supported by contractor’s
PM.
 Non- conformance tracking correction, RCA, corrective action and preventive action shall be prepared
& submitted by contractor to GPL/PMC for final closure of NCRs at GPL end.

GPL internal & external auditor will perform internal & external audits to verify whether quality activities
comply with planned arrangement and to determine the effectiveness of the project quality management

system. The contractor’s quality manager shall maintain records on the performance and adequacy of each
project’s quality activity.

Audits shall be scheduled on the basis of the status and importance of the activity. The audits and follow- up
actions shall be carried out.

Any major non- conformance arising from the external & internal quality audits shall be brought to the
attention & closure for the same shall be done immediately or within specified time period (15 days or
accepted by GPL).

AUDIT REVIEW AND PERFORMANCE IMPROVEMENT

Audit’s report shall be reviewed thoroughly & systematically to improve the project quality management
system and to minimize and need for preventive actions. This may include learning from error report, non-
conformance report, best practice reports etc. the learning will be applied and implemented through quality
training sessions.

Contractor’s quality manager will be responsible for the maintaining and implementation of learning. All
discipline’s learning implementation shall be systematically checked and monitored through the internal &
external quality audits and surveillance for continual improvement.

QUALITY RECORDS

The contractor’s quality manager shall follow established procedure for identification, collection, indexing,
filing, storage, maintenance and submission of quality records.

Quality records are to be maintained to demonstrate achievement of the required quality and the effective
operation of the project quality management system.

All quality records shall be legible and identifiable to the project involved. Quality records shall be strored and
maintained in such a way that they are readily retrievable in facilities that provide a suitable environment to
minimize deterioration or damage to prevent loss of the records and in fire proof cabinets. Retention time of
quality records shall be minimum of 05 years or as specified in contract document in hard copies and soft
copies shall be submitted to GPL. Quality records shall be made available for evaluation by the GPL/PMC at
regular intervals as & when required by GPL.

CONSTRUCTION PROCESS CONTROL

SCOPE OF APPLICATION

This section applies to process control of overall project such as planning, processes, used by vendor or
commissioning processes, construction and special processes which directly affect quality.

RESPONSIBILITY AND AUTHORITY

Contractor’s project manager is responsible for ensuring that construction processes, which affect quality, are
carried out under controlled conditions by taking all quality measures. Contractor’s project manager will
assure that personal performing special processes are qualified for assigned tasks.

Contractor’s quality manager is responsible for verifying that personnel, procedures, and equipment for
special processes are qualified.

MANAGEMENT OF PROCESS CONTROLS

During project setup, contractor’s quality manager implements the approved PQP covering all construction
activities and applicable processes which directly affects quality.

THE CONTROLLED CONDITIONS SHALL INCLUDE THE FOLLOWING:

 Audit report internal & external with compliance statement,


 Inspection checklists and report,
 Internal audit report,
 Mock-up approval for each activity.
 Non- conformance report.
 Material receiving report and
 Monitoring and test data.

These records will be stored in files maintained in the project document control files. All original documents
pertaining to project information will be maintained in the project file located at the project office.

Log of all files, records shall be prepared and submitted by GPL/PMC periodically & as and when required by
the GPL.

The document control manage have primary responsibility for the centralized document control file for the
project and construction documentation.

All contractors all maintain a fire- resistant storage facility at the processing facility site. The facility shall
contain all work inspection report, test records, contract documents, project, and daily field reports.

All records shall be available for inspection and audit, at any time.

GPL/PMC will ensure that the contractors, subcontractors, and suppliers implement equivalent procedures for
the identification, collection, indexing, access, filling, storage, maintenance and disposition of quality records.

Regional office representative will verify following:-

 Quality records are legible and are stored in a readily retrievable manner in facilities that provide a
suitable environment to minimize deterioration or damage and to prevent loss.
 Retention times of quality record shall be established.

DOCUMENT CONTROL PROCEDURE

All record relevant to the project shall be maintained in the record file during the construction to which the
records apply, as otherwise designated in this section.

1) RESPONSIBILITY AND AUTHORITY

The contractor’s quality control team is responsible for maintaining documented quality system. The
contractor quality/ project team are responsible for document control.

2) QUALITY ACTIVITY

The contractor shall be responsible for maintaining the permanent records for the project that shall be
maintained for a period as specified by GPL in contracts, at a location and in facilities acceptable for
permanent storage as determined by mutual agreement of the GPL and the contractor.

The contractors quality control engineer shall, together with the GPL, prior to the start of construction,
prepare a documentation checklist for the project. Each type of record shall be given a classification on the
documentation checklist.

The documentation checklist shall designate the person responsible for preparing each particular records.

Access to record contractors PM shall ensure that the GPL representative has access to the record at all time
to that station. Only current record will be at the points of use.

3) REVISION CONTROL

Revisions will be distributed promptly and superseded documents will be withdrawn. All document issues, re-
issues, withdrawals or losses shall be noted and record kept as stipulated.

4) DISTRIBUTION MATRIX

A distribution matrix will be developed that indicated the distribution of type of document.

CONTROL OF DOCUMENT

The outline of the control of documents is as follows:

Personnel responsible for control of project documents

The contractor’s project manager shall determine the project documents to be controlled and assign
personnel responsible for control of the documents. The personnel shall establish and maintain documented
procedures for controlling the documents.

Review and approval of project documents

Project documents shall be reviewed and approved for adequacy of quality requirements by the contractor’s
quality manager & project manager prior to submission for final approval to GPL.

Document number and register

Documents shall be individually numbered and registered .in the event of revision, revision number shall be
given and registered .documents shall be controlled based on this register. Only revised project procedure
numbers shall be in clouded on the register.

Procedure for document distribution and use shall be established and maintained to ensure that relevant
version of applicable documents are available at point or use. All documents transmitted to gpl shall be
recorded /maintained through tracker/log.

Distribution and use of revised documents

When documents are revised, revised versions shall be distributed or notified to personnel in charge of
departments affected by the revisions. Distribution list shall be maintained accordingly.

Obsolete documents

To prevent the unintended use, obsolete/ superseded documents shall be removed. If they are retained for
any purpose, suitable identification (marked as separated/void, reference) shall be applied.

Design document register

Design document register shall be updated whenever design documents are issued or revised. Department
using design documents shall confirm the latest version through the design document register or master
index.

Change and modification

Change in or modification to the project documents shall be reviewed and approved by concerned / GPL
personnel. Reasons summary and change portions shall be indicated in the documents or in their attachments.
Where only part of the documents has been changed or revised the issuing heads i.e. contractor / GPL may
provisionally notify the affected departments of only changed or revised parts.

CONTROL OF RECORDS

The record shall be retained and maintained in accordance with contract requirement. The quality manager
shall identify the record to be transmitted to GPL upon completion of the project and shall transmit the
appropriate records.

The contractor’s quality manager also shall be responsible for identifying the records to be retained, retention
time and disposal method, for arranging their protection and controlled retrieval in accordance with the
contract requirement.

Specificities to quality records

 Prior to be registered, quality record must be signed by the entitled authority for validation and
approval. Any further revision shall have the same treatment.
 A non- signed record is not legally recognized and consequently not valid.
 The quality record must be signed by authorized entity only which has the right level of authority.
 All appropriate references must appear on record with date (DD/MM/YY).
 Copies must be certified as authentic copy of the original and certified as such by the right level of
authority as described in the list of authorized signatures.
 Person authorized by contractor project manager under the guidance of project quality control
manager will keep the custody of the entire controlled document and safe and clean environment.
 Documents like approved inspection request forms, checklist, test results, material approval forms,
RFIs, etc. must be filed and stored as soft copy’s for ready references at all times.
 Documented work instructions defining the manner of executing the work to ensure that an
acceptable level of quality is maintained at all times. The instructions shall also specify equipment,
materials, skills and working environments required to comply with applicable standards, codes and
technical specifications.
 Monitoring and control of suitable process and work characteristics during execution of the work.
 Clear identification of the required approval of processes.
 Criteria for workmanship which shall be stipulated, to the greatest practicable extent, in method
statements written standards, industry best practice or by means of representative sample on mock-
ups.

MEASURING & TEST EQUIPEMENT

The contractor shall ensure that any measuring and testing equipment used on or off site are calibrated to
ensure it conforms to required standards and that it is operating correctly. Quality lab established &
equipment kept in the laboratory for testing shall be of approved make/ brand and properly calibrated with
traceability certificate. The entire calibration certificate with traceability should be kept handy and furnished
to GPL/PMC In –charge as and when required.

This section provides procedures for tracking construction defet (non – compliance) from identificastion
through acceptable corrective action. It defect the controls and related responsibilities and authorities for
dealing with noncompliant materials & works.

DEFECTS IDENTIFICATION

Defect occurs when a material, performed work, or installation does not meet the plans and / or specifications
for the project.

CONTRACTOR QC DEFICIENCY IDENTIFICATION & CONTROL

When material, performed work, or installation is found deficient, the contractor quality manager & project
manager shall ensure that the non- conforming material, work, or installation is identified and controlled to
prevent unintended use or delivery. The GPL/ PMC will notify the contractor of any non compliance with any
of the foregoing requirements. The contractor shall, after receipt of such notice, immediately take corrective
action.

Contractor’s project manager has the responsibility to control the schedule of purchased products to meet the
needs of project schedule.

 Purchase order and requisition status


 Vender’s technical document status (TDS/MTC/ETC)
 Manufacture and delivery status
 Expiry & material status

NON- CONFORMANCE CONTROL

Contractor’s quality manager, GPL/PMC, vendor’s inspector or third party inspector who detects non-
conformance of purchased products with respect to contract and project specification shall have a right to
prepare a non- conformance report and shall report it to contractor’s project manager or GPL/PMC for
resolution.

Contractor’s project manager or GPL/PMC shall review, the corrective action plan proposed by the
manufacture / contractor confirming to the specification to obtain approval of the non- conformance report in
writing.

DOCUMENTATION & REPORTING

Prior to start of each & every activity, the contractor will be required to submit various work plans,
methodology, SOPs, formats (GPL standard formats), checklist, organization chart, logistic plan, etc. for
approval.

The three actions that may be taken for each submittal are:

 A- approved:- submittal meets contract requirements. Proceed with work, no action required from
contractor.
 B- approved with comments:- submittal meets contract requirements with comments. Work can be
started incorporating the given comments.
 C- not approved / rejected:- submittal is inadequate and does not meet contact requirements. Revise
the complete submittal and resubmit for approval. No work will begin in the field until the revused
submittal has been approved.

CONTROL OF QUALITY RECORDS

The contractor quality team verifies QA record accuracy and maintains copies of all quality, related
documentation. This includes, but may not be limited to:

 Daily, weekly & monthly quality report,


 Daily material received report from store,
 Reconciliation report for all materials but not limited to cement, steel, grouts, waterproofing, ATT
chemical, fly ash, admixture, gypsum plaster adhesive, etc.
 A record of all off site inspections shall be produced GPL/ PMC may instigate off site inspections and
audit in addition to those specified.

QC TESTING

As required by the contract specifications and as per GPL standard ITP for north zone, the contractor shall
establish a test program to ensure that all required testing is properly identified, planned, documented and
performed under controlled and suitable environment conditions, including cleanliness. Testing shall be

performed in accordance with relevant nationalize code. Such test procedure shall incorporate or reference
the requirement as contained in the contract technical specifications, IS code, and relevant standards.

The contractor shall be responsible for establishing a system of daily test report that will record all QC test
results. Test results from each day’s work period shall be submitted to the GPL/ PMC prior to the start of the
next day’s work period. When required by the technical specifications, the daily test report. GPL/PMC will
review test results on a random regarding potential corrective and preventive action.

QA TESTING

The contractor quality manager will be responsible for the quality assurance of materials sampling and testing
program. Quality assurance testing is provided for the verification of the adequacy and effectiveness of the
contractor’s QC testing.

Quality assurance testing will be performed by quality assurance staff to validate the contractor’s QC sampling
and testing. More frequent testing during initial start-up may be necessary to verify the process is under
control and complies with the technical specification of the contract agreement. When quality assurance and
quality control test result do not compare or have wide variance, additional testing may be needed to validate
the results. Additional test (if required) to be performed at site lab. Or the third party testing lab. Will be at the
direction of the GPL/PMC. The need for quality assurance testing shall be based on the following
considerations:

 Importance of the item as to reliability, etc.


 Deficiencies are discovered.

Quality assurance testing shall be performed in accordance with the following:

Contractor’s quality manager shall develop a weekly quality test and inspection schedule using the
construction activity forecast as a guide. The schedule shall:

 Identify the QA test activities.


 Identify the hold points.
 The weekly quality test schedule shall be distributed to the GPL/PMC.

CONSTRUCTION ACCEPTANCE CRITERIA

Construction acceptance criteria for materials qualifications, inspection, and testing are established by
technical specifications. Criteria for materials and equipment have been set by the GPL/PMC in accordance
with the applicable codes and standards, considering manufacturers’ recommendations.

Project quality plan ongoing QA monitoring and oversight of contractor QC inspections and testing will be
performed.

Contractor will accept & implement GPL approved inspection testing plan, as a separate entity to the project
quality plan.

This plan shall address:

 Pre- construction submissions and approvals:


 Testing and compliance to specification and or industry standards.
 Commencement of work including the taking up of works undertaken by other trades for
incorporation into the planned works.
 Item for inspection and testing and test requirements.
 Level and frequency of inspection and testing.
 Acceptance criteria.
 Responsible person.
 Hold points.
 Witness and third party inspections.
 Verifying record and specified documents.
 Location of verifying records.

Complete record resulting from the implementation of the inspection regime will from part of the handover &
after care documentation.

GENERAL CONSTRUCTION INSPECTION AND VERIFICATION REQUIREMENTS

QA inspection and testing will be used to verify the adequacy and effectiveness of the contractor QC program.
Contractor QC controls verification, and acceptance testing plans set out the contractor’s specific QC testing
and inspection plan. Materials qualification testing will be done prior to construction to verify that the

materials comply with requirements of the specifications. The contractor will obtain representative sample of
the materials designated as the proposed source of the materials. Test sample will be sent by the contractor
to the testing laboratory. The testing laboratory will report all test result for determination of material
meeting the acceptance criteria. GPL/PMC representative will periodically inspect material being used. If
determined that the characteristics of the material being used differ from the material initially testing,
GPL/PMC reprehensive will direct the contractor to repeat the qualification testing. If the new material
qualification test results meet the criteria of the technical specification as determined by the GPL the new
material may be used for the work otherwise previously approved materials must be used or other acceptable
materials must be slumped and tested as noted above prior to incorporating into the work.

INSPECTION

The contractor shall establish a program for inspection of activities affecting quality and shall cover all
construction site and laboratory operations, including both onsite and offsite operations. Inspections shall be
performed to verify compliance with documented instruction, drawings, procedures, and specifications as
required by the contract. All inspections shall be documented by the contractor.

A four- phase inspection program shall be followed for each definable feature of the work.

The four phase of inspection are:

Preparatory inspection

The contractor and the GPL/PMC perform preparatory inspections prior to beginning any work on any
definable feature of the work.

 Ensure that preparatory inspections include a review of contract requirements.


 Ensure that all materials and / or equipment have been tested, submitted, and approved.
 Ensure that provisions have been made to provide required testing.
 Examine work area to ascertain that all preliminary work has been completed.
 Examine materials, equipment, and sample, to ensure that they confirm to approved shop drawing or
submittal data, that all materials and or equipment are on hand, and that all monitoring and
measuring equipment is properly calibrated and in proper working condition.
 Record preparatory inspections in the contractor’s QC documentation.

Initial inspection

The contractor and the GPL/PMC perform an initial inspection as soon as a representative portion of the
particular feature of work has been accomplished.

 Examine the quality of workmanship.


 Review control testing for compliance with contract requirements.
 Review dimensional aspects of the work.
 Record initial inspection in the contractor’s QC documentation.

Follow –up inspection

The contractor and the GPL/PMC perform following –up inspection daily.

 Ensure continuing compliance with contract requirements.


 Ensure continuing compliance with control testing until completion of particular feature of work.
 Contractor quality record follow-up inspection in daily QC reports.
 The GPL/PMC inspection staff record follow-up inspection in their daily inspection report.
 Conduct final follow- up inspection and correct test deficiencies prior to the addition of new feature of
work.

Completion inspection

The contractor and the GPL/PMC perform a completion inspection of the work.

 Develop a punch list of item that do not conform to the approved plans and specifications.

 It is the responsibility of the contractor to demonstrate that the work they have undertaken complies
with statutory regulations, specified requirement and agreed standards.
 The contractor will not be permitted to proceed with covering up work elements until the preceding
operations. The hold points will be defined and clearly scheduled to ensure all parties are in
agreement prior to commencement.
 The contractor will be required to keep maintain hold point of this quality records to verify the work
undertaken are fully compliant with the contract requirements.
 The contractor will request inspections from GPL/ PMC after satisfactory inspection then only
contractor can start work execution. These inspections shall be recorded by the contractor with the
relevant sign offs from the GPL/PMC on relevant checklist.
 In addition, this also applies to inspections by external agencies required as part of the statutory and
contractual requirements. These activities will be co- ordinate by the contractor in full coordination
with the GPL/PMC.

 Contractor quality control check will be undertaken against an approved checklist format and
inspection regime. The contractor shall provide an example of all checklists to be used and agreed by
the GPL/PMC as part of the approved project quality plan.
 Contractor is responsible to ensure that the work inspection is completed, remedial action addressed
and installation/ erection/ material meet specified requirements. This will be verified by GPL/PMC at
the time of inspection.

OFF- SITE INSPECTION

 Contractor will schedule and program inspection of off- site item activities including fabrications out-
sourced items, material off- site mock- ups, testing and witnessing etc. as required by the project
specification. The contractor supplier is to notify the dates for such inspections, by providing adequate
notice to GPL/PMC team.

PROJECT TEAM ORGANISATION AND RESPONSIBILITIES

All member involved in a project have a responsibility for process/ product quality.

Quality applies to the contractor’s and subcontractor’s engaged at project site.

 The contractor’s have the first responsibility to ensure that their products and methods achieve the
specified quality standards.
 The contractor’s are obligated to document and submit a project quality plan (PQP) for approval which
is designed to ensure that the project specific requirements are complied with.
 The contractor’s must submit detail of their proposed method statement’s materials, checklist, ITP,
mock –up for approval of GPL before proceeding.
 The contractor’s are obligated to provide documentary evidence that demonstrates compliance with
required specifications and standards. This will involve the use of GPL approved laboratories and
testing agencies.

contractor’s products meet the specified quality standards.

 The GPL /PMC engineer is responsible to check that the contractors and suppliers are meeting their
obligations in accordance to design intent.

Project organization is a structure that facilitates the coordination and implementation of project activities. Its
main reason is to create an environment those Fosters interactions inter actions among the team member
with a minimum amount of disruptions, overlaps and conflict.

In regards to the quality management system, contractor’s quality manager responsible to establish and
implement the controlled quality management system.

The following define the responsibilities of the contractor’s quality manager. He interfaces with all major
project function of project task force as well as operational staff members, assuring all deliverables are
executed in accordance with this PQP.

Specific duties & responsibility include:

 Amending re-issue and monitoring the execution of PQP as when where required.
 Scheduling, planning, execution and reporting of internal project quality audits and quality
surveillance activities.
 Developing and issuing audit reports & observation reports.
 Maintenance of audit finding (Non- conformance) log and the tracking of raised GPL/PMC
conformance to final resolution rectification.

 Quality planning identifies the standards relevant to the program project and determines how to
satisfy them.
 Quality assurance is concerned with evaluating the overall program projects performance on a regular
basis in order to provide confidence that the project will satisfy the relevant quality standards.
 Quality control deals with monitoring the specific program projects results to determine if they
comply with relevant standards and identifying ways to eliminate causes of unsatisfactory
performance.

The objective is to construct projects which shall meet the required standards and regulations, performance
and durability in a timely and cost effective manner in accordance with project specifications.

Achievement of doing thing right at the first time as quality require planning and commitment by all parties
and mitigates delays and unnecessary rework (time and materials)

The project quality management system (PQMS) introduced in this document following the general quality
principles of planning, developing, communicating and implementing the adequate process controls.

Implementation and the performance of its activities and deliverables are monitored and audited. The results
are reviewed and are taken into account and contribute to the continuous improvement of the PQMS.

COMPLIANCE WITH HANDLING, STORAGE, PACKGING, PRESERVATION & DELIVERY REQUIREMENTS

GPL/PMC will inspect the construction contractor’s activities to ensure technical compliance in identification,
handling, storage, packaging, preservation, and delivery of materials, parts, assemblies, and end products.
Related quality record and documents will be maintained and controlled by the contractor.

Delivery, storage and material movements are to be agreed prior to commencement on site. This will be in
accordance with the logistics plan for the project and referenced in project quality plan and method
statements. Contraction shall ensure they provide appropriate controls and in accordance with manufacturers
suppliers instructions for the transportation and handling of materials to prevent misuse, damage or
deterioration.

As per GPL standard SOP-08 for storage & handling of construction materials at project site; contractor is
responsible for checking and checking and accepting materials or components delivered. The GPL/PMC will
randomly inspect materials to ensure compliance. The following will be inspected and reported to GPL by the
GPL/PMC supervision team.

conforming materials shall be clearly marked identified to prevent their use.

This PQP will commence from the commencement date of the project and is applicable to all work.

and waterproofing underground MEP services, construction pile cap, grade beam and grade slab,
columns, slabs, etc.)
