Limited (PSCDL) (henceforth referred to as PSCDL in this document / “the

This EOI is intended to understand the technological options available City in

the open market for the project of “Installation of Smart Poles in Puducherry
Smart city area.

This EOI is not an agreement or an offer by the Authority to the

Applicants or any other person. The purpose of this EOI is to gather
information from open market in a transparent manner by PSCDL, which
may be useful in the formulation Request for Proposal (RFP).

This EOI includes statements, which reflect various assumptions and

assessments arrived at by the Authority / Employer in relation to the Project.
Such assumptions, assessments and statements do not purport to contain all
the information that each bidder may require. This EOI may not be appropriate
for all persons, and It is not possible for the Authority/ Employer, its
employees or advisers to consider the objectives, technical expertise and
particular needs of each Applicant who reads or uses this EOI. The
assumptions, assessments, statements and information contained in this
EOI, may not be complete, accurate, adequate or correct. Each Applicant
should, therefore, conduct its own investigations and analysis and should

Applicant for the project and the Authority reserves the right to reject all or any
of the proposals / terminate the process at any time without assigning any
reasons whatsoever.

to cancel any tender process at any stage without assigning any reason.

The Applicant shall bear all its costs associated with or relating to the
participation in this process regardless of the conduct or outcome of the
process.

INVITATION FOR EXPRESSION OF INTEREST FOR INSTALLATION OF SMART

POLES IN PUDUCHERRY SMART CITY.

Introduction:

1. Puducherry Smart City Development Limited (PSCDL), is a Special

Purpose Vehicle (SPV) set up to implement Smart City projects under
Smart City Mission (SCM), a flagship program of Ministry of Housing and
Urban affairs. PSCDL proposes development of physical infrastructure for
sectors such as education, health, and commercial, ICT etc., in the Area
Based Development (ABD) area and across pan-city providing various
smart features / infrastructure in line with the SCM guidelines. Installation
of Smart poles in Smart city area is one of the important projects of Smart
City scheme.

2. The Smart poles are one of the main sources of Data acquisition engine,
which aggregates static and real-time data feeds from different sensors/
IoT devices like cameras, metering devices, telematics devices, etc. This
includes, for example, data on air and water quality, ambient luminosity,
disasters, traffic, solid waste, etc. This enables other functional layers of
ICCC to aggregate, process and consume the data for deriving
information.

3. PSCDL proposes to understand the technological/design options available

in the open market with respect to Smart poles. PSCDL invites Expressions
of Interest(“EOI”) from interested firms for the purpose of Installation of
Smart Poles in Puducherry Smart City area.

4. Interested applicants are requested to submit their responses in the

formats under „Forms‟. They may also provide documents in support of
their approach, achievements / claims and compliance to eligibility
criteria.

The Objective:

1. Objective of this EOI

a) Smart Pole Concept: The Smart Pole aims to create a future ready
(4G and above) Telecom infrastructure combining with other services
proposed under the smart city mission in Puducherry. It allows city
authorities to offer space for erecting Smart Poles to network service
providers for telecom infrastructure.

b) Mobile wireless 4G LTE infrastructure, Wi-Fi application,

Advertisement, Bill-boards, Environmental Sensors etc. are some
other features that may be attached to the smart poles. Further, upon
establishing connectivity throughout city to Central Command &
Control Centre through optical fibre cable networks, smart poles have
a role to play in operation and maintenance of Smart urban
infrastructure.

c) All this functionalities / features / equipment creates a significant

commercial potential for its implementer. Thus, this project can result
in a “win–win” situation for the citizens, government and businesses.

d) Consortium / Joint venture are not allowed.

2. The Process
a) This EoI Document is an invitation to the prospective Applicants to
submit their Applications and is not an offer and does not carry any
commitment to engage with such Applicants who submit the same.
Moreover, this EoI Document is for gauging and analyzing the market
conditions and Project requirements, which would help PSCDL in
formulating detailed technical specification, design aspects,
commercial specifications for preparation of the RFP. Moreover, the
EoI Document will facilitate to understand the modalities and
challenges related to the Project implementation.
b) For evolving the best techno-economically feasible solution allowing
non-proprietary functionalities / features / equipment / technology, it is
essential to identify all system components, their operational
requirements as well as capabilities, their mutual compatibility /
interoperability, and formulating the minimum essential specifications,
PSCDL has planned to invite an open and interactive participation of
all solution providers.
c) It is envisaged that firms operating in Telecom technology, Internet
Service Provider (ISP), operation & maintenance service providers,
advertisement & publicity houses, and others will emerge to meet the
long-term objectives of this project.
d) The Applicant need to give a detailed technical presentation to
PSCDL covering the following
i. Details on technical solution envisaged in the project,
ii. Indicative approach to be adopted
iii. Suggest with proper justification, the various revenue models
which can be part of the EOI
e) PSCDL will receive EOIs from full / part solution providers
(“applicant”) who will participate in technical discussions with PSCDL
demonstrate their solutions / capabilities / functionalities / features
through detailed presentations. This presentation should provide a
representative solution to integrate various features / aspects /
functionalities / applications of the project as per the objective(s) set
above. It is pertinent to mention that the service provider should have
experience in implementing Smart pole in India or abroad. PSCDL
may visit these locations at its discretion of existing implementation by
the service provider. The Service Provider should provide a
comprehensive live dashboard of similar implementations.

f) For Wi-Fi services to Citizens / Visitors, the applicants have to provide

the statistics of the number of persons connected online on each
hotspot, duration of the Wi-Fi usage, data downloaded, etc.
g) Subsequent to this EOI and the finalization of the Project details,
PSCDL proposes to issue a Request for Proposal (RFP) for selection
of contractor for development of the Project. The applicants shall
involve in formulation of technical specifications of various system
components for long term sustainable implementation of the project,
which shall be compiled in the RFP document.
h) The applicants shall also provide their inputs for identification and
quantification of revenue streams, making their own assessments of
revenue potential. Details, as necessary, may be shared with PSCDL
for suitable incorporation in the RFP document.
i) During the presentation as per „Key Events and Tentative Dates, each
applicant shall discuss their recommendation of solution(s) for Smart
City – Puducherry and also exhibit their technical approach,
methodology and work plan for the implementation of:
i. Smart Pole with LED streetlight & traffic signal
ii. Wi-Fi Services
iii. Optical Fiber Cable network requirement (will be sourced from
existing grid)
iv. Video Surveillance/ CCTV camera / Poles
v. Smart Bill Board
vi. Public Address System
vii. Environmental Sensors
viii. EV Charging Points
ix. Provision for Solar Panel
x. Connectivity to Central Command and Control Centre
xi. Plans for Managing the Complete Network
xii. Traffic cameras / signaling system
j) Applicant shall also elaborate on (i) Efficiency, operability,
maintainability of features involved, (ii) Collaboration model among all
ecosystem of stakeholders, (iii) Procurement & Financing Models

clients, contract values or any proprietary information etc. will be
treated as confidential information.

3. Design Parameters
Desired design parameters of the complete system are as below. The
applicant should strive to exhibit most of these to confirm suitability of
their products / services for the project. The design of the smart pole
should be sleek and aesthetic. The frame should hide remote radio
units and antennas inside the pole and macro radios, baseband units,
transmission equipment, extra capacity, power, batteries and additional
equipment underneath. All equipment being used should comply with
relevant ISO standards.
a) Smart LED Lighting: The smart LED lighting should be energy
efficient. The lighting should be anti-glare. The installation should
comply with IP 66. The Lighting Management System (LMS) should
be able to send commands to the smart street lighting system based
on the data analytics to increase / decrease the luminosity as per
the daylight and weather conditions, volume of population, traffic
etc.
b) Mobile / broadband Infrastructure: Mobile / broadband
infrastructure should be at least 4G LTE compliant and should be
platform independent so that any mobile operator is able to rent
space on the poles on non-discriminatory basis. The applicant is
expected to give a detailed design based on their technology with
explanation.
c) Power Back-up: There should be power back-up to ensure round-
the-clock functioning. The service provider should give a detailed
breakdown of the power consumption of the equipment being used
and accordingly work out back-up.
d) City Surveillance System: This shall include observation by
means of electronic equipment, namely, CCTV cameras and assist
in decision-making.
e) Wi-Fi Hotspot services: Applicant to provide modality on providing
Wi-Fi hotspot service to citizens.
f) Environmental sensors: Environmental sensors fitted on the
smart pole will provide real time data for analysis and reporting.
g) Public Announce System: Public Announce system on the smart
pole will help the city authorities to convey important announcements
from City operation center.
h) EV Charging Point: Facility for installing EV Charging point on the
smart pole will make the City future ready for EV Vehicles.

i) Security: The physical and data security shall be the responsibility

of the service provider. Cyber Security / ISO 27001 standards as
applicable to Smart City project should be complied with.
j) Integrated Command and Control Centre (ICCC): A ICCC facility
will be set up centrally as part of the smart city project by PSCDL.
Applicant needs to provide details about their approach for
integration of the Smart Pole Software solution with ICCC and
monitoring & managing the smart pole infrastructure. Applicant also
needs to provide approach about managing the Smart Pole Solution
till the time ICCC facility comes up.

4. Instructions to Applicants
General Instructions
a) PSCDL proposes to adopt a two-stage process (collectively
referred to as the “Bidding Process”) for selection of the bidder. The
first stage (“EoI Stage”) involves submission of EoIs by interested
Applicants. In the second stage (“RFP Stage”), PSCDL will issue an
open RFP for selection of Contractor.

b) As part of the EoI Stage, PSCDL invites EoI from Applicants who
meet the Eligibility Criteria (“Eligibility Criteria”) as provided in sub-
section 7.2 and interested in participating in the Project.

c) Applicants are required to carefully read all the contents of this EOI
Document and thereafter to provide the required information, as per
the checklist provided in Annexure 8.

Submissions in the EOI

Applicants should submit the following as part of their EoI submission:
a) Letter comprising application for EOI as per Annexure 1
b) Details of Applicant as per Annexure 2
c) Technical Capability of the Applicant as per Annexure 3
d) Project credentials as per Annexure 4
e) Financial Capability of the Applicant as per Annexure 5
f) Concept Note as per Annexure 6
g) Declaration By the Applicant For Not Being Blacklisted/Debarred as per Annexure 7
h) Power of Attorney for signing the EoI as per Annexure 8
i) Checklist for the EOI submission as per Annexure 9

The following also to be noted during the submission of EoI:

a) The EOI must be signed by duly authorized person holding the power of
attorney in case of limited company / corporation. A certified copy of the power
of attorney shall accompany the EoI;

b) The applicant must satisfy the order issued by the Department of Industrial
Policy and promotion, Ministry of Commerce and Industry on Public
procurement (Preference to Make in India) order 2017 dated 15th June 2017.

Number of applications and costs thereof

No Applicant shall submit more than one EOI. The Applicants shall be responsible
for all costs associated with the preparation and submission of EOI documents.
PSCDL shall not be responsible or in any way liable for such costs, regardless of
the conduct or outcome of the Bidding Process.

Acknowledgement by Applicant
It shall be deemed that by submitting the application, the Applicant has made a
complete and careful examination of the EOI, and accepted the risk of
inadequacy, error or mistake in the information provided in the EOI or furnished or
on behalf of PSCDL. PSCDL shall not be liable for any omission, mistake or error
in respect of any of the above or on account of any matter or thing arising out of or
concerning or relating to the EOI or the Bidding Process, including any error or
mistake therein or in any information or data given by PSCDL.

Right to accept or reject any or all Applications

Notwithstanding anything contained in this EOI Document, PSCDL reserves the
right to annul the EOI Process at any time without any liability or any obligation for
such annulment and without assigning any reasons therefore. PSCDL reserves
the right to reject the EOI if:
a) At any time during the submission process or thereafter, a material
misrepresentation is made or discovered, or
b) The Applicant does not respond promptly and diligently to requests for
supplemental information required for the evaluation of the EOI; or
c) Non-compliance with any clause and provision prescribed in this EOI
Document, including requirements specified in the annexures appended
herein.
Preparation and submission of the EOI
By submitting an EOI the prospective Applicants who shall be deemed to
acknowledge that they have carefully read all provisions of this EOI Document
including the disclaimer, terms and conditions and annexures hereto, and have
fully informed themselves about all existing conditions and limitations.
Applicant should submit soft copy of the EOI including the information requested in
the prescribed formats along with any supporting documents online in
https://pudutenders.gov.in. Also, 2 sets of hard copy of the EOI including the
information requested in the prescribed formats along with any supporting
documents are to be submitted in the Office of the CEO, Puducherry Smart City
Ltd. The original copy shall be sealed in an envelope marked “Original” and the
other copy in an envelope marked “Copy”. Both these envelopes shall then be
enclosed in an outer envelope marked “Implementation of Smart Pole in
Puducherry, Puducherry under Puducherry Smart City Mission”. In case of any
discrepancy, the soft copy will be considered as final.

Language
The EOI prepared by the Applicant and all correspondence and documents
relating to the EOI exchanged by the Applicant and PSCDL, shall be in English
language, provided that any printed literature furnished by the Applicant in another
language shall be accompanied by an English translation in which case, for
purposes of interpretation of the application, the English translation shall govern. If
any supporting documents submitted are in any language other than English,
translation of the same in English language is to be duly attested by the Applicant.

Accuracy and completeness of EOI document

This EOI Document includes statements, which reflect various assumptions, which
may or may not be correct. This EOI Document does not purport to contain all the
information each applicant may require. This EOI Document may not be
appropriate for all persons and it is not possible for PSCDL to consider the
investment objectives, financial situation and particular needs of each applicant
who reads or uses this EOI Document. Certain Applicants may have a better
knowledge than the others for the Project. Each Applicant should conduct its own
investigations and analysis and should check the accuracy, reliability and
completeness of the information in this EOI Document and obtain independent
advice from appropriate sources.
Neither PSCDL nor its employees or its consultants make any representation or
warranty as to the accuracy, reliability or completeness of the information in this
EOI Document.

Liability

Neither PSCDL nor its employees or its Consultants will have any liability to any
Applicant or any other person under the law of contract, or, the principles of
restitution or unjust enrichment or otherwise for any loss, expense or damage
which may arise from or be incurred or suffered in connection with anything
contained in this EOI Document, any matter deemed to form part of this EOI
Document, the award of the Project and any other information supplied by or on
behalf of PSCDL or its employees, any of its consultants or otherwise arising in
any way from the selection process for the Project.

Right to extend the validity of EOI Document

PSCDL in its absolute discretion and prerogative may extend the validity of the
EOI submitted by the Applicants by according proper reasons thereof.

No obligation to issue RFP

This is a „Non-committal‟ EOI. PSCDL shall be under no obligation to issue a
Request for Proposal (RFP) to the Bidders expressing their Interest in EOI Stage.
PSCDL will prepare the Request for Proposal document and Open Competitive
Bidding method will be adopted.

Right to cancel the EOI Process

PSCDL may cancel this EOI Process at any stage without assigning any reasons
whatsoever and will not be liable to compensate any Applicant on any grounds
whatsoever. The Applicants shall not be entitled to refund of cost of documents or
other costs in case the EOI is cancelled for whatsoever reason or without
assigning any reason.

Validity of applications
The EOI submitted by Applicants shall be valid for a period of 180 days from the
EOI Due Date.

whatsoever to release or publish the RFP, it may also change or replace or cancel any
