ASSESSMENT. Answer the following questions. Answer the same in a separate document
and upload the answers. 
1.     Discuss the role of crime statistics in decision-making.
We all know that crime is dynamic and has different trends. In this case, crime statistics
play a vital role in decision-making, especially for law enforcing agencies for them to decide
about their updated protocols and strategies in crime and control prevention. Their interpretation
of the data gives them an overview of service effectivity, which in turn gives an idea about the
problems and shortcomings, and the certain things to be improved, attained or developed in their
current policies. In this way, enforcers are able to prevent erroneous designs of operations, which
will gain or attain the public’s trust to their service.
But of course, the statistics of crime is not only limited to law enforcers. It is also very
much applicable for the decision-making of the community, depending on what the data
revealed. Crime is a nuisance in the community which will affect many aspects of our daily
transactions. The higher the crime rate, the more businesses and civilians would tend to secure
themselves (e.g. deciding to buy security equipment, parents not allowing their children to go
outside at night). These decisions made by various members of the community all depends on the
crime condition in their place. And the only way to be informed about this matter is to know the
crime statistics of the location.

 3. What could have been the factors for the decrease in crime during the Duterte
Administration? Discuss. 
In year 2013 to 2016 of the Aquino Administration, the number of known crimes in
Metro Manila is about 131,839. But from 2016 to 2019 during Duterte’s term, it was briskly
down to 49,835. Given these, it is evident how the current administration is a major contributory
factor in the decrease of crime.
And according to Gen. Guillermo Eleazar, the war on drugs campaign is an effective
protocol that affects the crime rate as a whole. The main idea of this movement is that the
ultimate source of all other felonies is drugs. And in order to control this crime, there must be
zero-tolerance, even with numerous petty crimes, so that serious crimes will not take over. In
order to implement this, the campaign executed direct ‘purging’ of drug personalities as an
operation, which produced a drastic effect among the criminals. Drug syndicates started killing
their members to silence themselves from being caught. Police scalawags also killed each other
with disintegration. This reestablishment of deterrence from Duterte certainly frightened various
criminals on a regular basis, afraid to risk their lives from this ‘bloody’ process.
Moreover, this was a period when PNP really made efforts and took extra measures in
crime control and prevention as the president instructed. Strict city ordinances were strengthened
and made effective, while narrowing down the scope of monitoring areas of the PNP in their
respective districts. Basically, policies in very specific places of every corner are all considered
to be a part of the whole purging process. Gen. Eleazar firmly believes that this will continue to
lower the crime rate.
