AN ACT TO ADDRESS THE NATIONAL WATER CRISIS AND FOR OTHER
PURPOSES.

According to Sec. 4. Purposes and Objectives- The aims and goals of the Commission would be
as follows:
a. To hold national seminars upon on water issue and to conduct in-depth and
comprehensive analyses and assessments of a whole system of water procurement and
distribution;
b. Improving and promoting collaboration and communication within Congress and the
Executive Branch throughout the development and execution of the policy and planning
for the maintenance of the administration's water shortage;
c. Suggest initiatives to maintain the consistent and reliable management of the nation's
whole water source and delivery system; and
d. To perform ongoing analysis of the research on policy alternatives, solutions and
responses to water problem, particularly equally qualified perspectives from other
nations, and to suggest such corrective and regulatory steps as might be appropriate to
resolve the issue.
This Act notes the need for the government to take immediate and efficient steps to counter
the national water problem that negatively impacts the population's health and well-being, food
supply and the process of industrialization. That will help them to sustain and maintain the
source of water in the country.
REPUBLIC ACT NO. 7942
This is also known as the “Philippine Mining Act of 1995.” The State shall be the
possession of all natural deposits on public and private property within the jurisdiction of
exclusive sovereign territory of the Republic of the Philippines. It is the obligation of the
Government, through joint efforts of the government and industry, to encourage their legitimate
discovery, creation, usage and preservation in order to improve overall development in a way
which adequately protects the environment and the interests of the affected communities. This
was intended to restart the mining sector and encourage further international investment by
establishing resource extraction agreements and setting out the conditions for the purchase of
mining rights. In the Philippines, it regulates the discovery, production, refining and exploitation
of mineral resources.
The purpose of this Code was to institute land reforms in the Philippines and to create
owner-cultivation and family-sized farming as its cornerstone of Philippine agriculture; to
achieve a meaningful life clear of pernicious agricultural constraints and activities for local
producers; and to make local producers more independent, self-reliant and responsible citizens.
The major components of the Agricultural Land Reform Code were: the establishment and
promotion as the foundation for Philippine economy of the establishment of family-sized farms.

REPUBLIC ACT NO. 7900
Also known as the “High- Value Crops Development Act of 1995.” In1995, the High
Value Crops Production Act was created, known as the Republic Act 7900. It is an act aimed at
encouraging the cultivation, manufacturing, marketing and sale of crops of high value. The
program was formerly known as the High Value Commercial Crops Program and the program is
currently known as the High Value Crops Production Program since it was compatible with the
RA 7900. (HVCDP). The Department of Agriculture's High Value Crops Production Program
has been one of the flagship projects required to lead to achieving self - direction and self,
productivity expansion and enhancing the health and safety of consumers. It also facilitates the
manufacturing, refining, sale and delivery of crops of high value.
The four (4) pillars that play a vital role for the program are:

Sec. 2. Declaration of Policy- The strategy of its Government for the protection, creation
and conservation of its environmental assets was therefore proclaimed. To this end, it will assist
and promote the execution of plans, programs and initiatives developed to maintain and

characteristics to maintain humans life and growth, and also animals and plants, the County's
policy is hereby proclaimed to ensure the everlasting survival of all native plants and animals for
the Filipino citizens of present and future generations via the implementation of a national
system of managed protected areas within the classification of national park as provided for in
the Constitution.
It is recognized that such areas have shared ecological principles, albeit distinct in
character, which can be integrated into a holistic strategy reflective of our natural heritage; that
successful management of these regions is only possible by collaboration between the
government, municipal government and the private entities concerned; That such nature reserves
must be used and appreciated in compliance with the values of ecological diversity and
environmental sustainability.
This Act shall be known as the "Seed Industry Development Act of 1992" That’s aiming for
Preserving, preserving and improving the country's biological resources; Promoting and
accelerating the organization of all industries participating in the market, incorporating all their
operations and providing assistance; Allow the seed industry to be an investment avenues area;
Encourage companies to participate in research and growth of seeds and to participate in
industrial processing and sale of seeds of great quality; and Seeking security for the regional
agricultural sector toward unfair practices from foreign seeds.

This law gives us the protection in our forest including our trees in our country in order
for us to have the balance system when it comes in cutting trees. It provides adequate
information towards its state to limit the cutting of trees in forest. There is certain amount of
trees that they should cut if they have the permission to the authority. Also, there are charges in
the cut of timberland as prescribed in the said section of this law.

The People's Small-Scale Mining Policy was developed by RA 7076 with the goal of
"achieving an orderly, structured and reasonable framework for both the small-scale
development and utilization of mineral wealth in certain mineral areas to address environmental
and social, economic, technological and environmental issues associated with small-scale mining
activities." It focuses in the mineralized areas that include the deposits of gold, silver, chromite,
kaolin, silica, marble, shale, clay and related mineral resources. Small-scale mining- it is the
activities which focuses in the use of simple implementations and techniques to depend on a
manual labor and circumvent in any use of explosives in the mining industry. That they should
follow the set of rules and regulations in maintain and balancing the usage of the small-scale
mining in order to have or to established a well-organized mining.
