BACKGROUND, RATIONALE, AND


DEVELOPMENT OF MELCS

Notebook:
1. The closure of schools around the world due to the global
pandemic posed serious challenges on the delivery of quality
basic. education. As a teacher, what do you think are the
fundamental concerns in terms of curriculum standards that
need to be addressed in order to ensure learning continuity?
Cite a spec for example. Do you think these concerns could
be solved by teachers alone? Why or why not?
In my opinion, the fundamental concerns in terms of curriculum
standards that need to be addressed to ensure learning
continuity are the learning competencies that students truly
require to equip them with skills necessary for subsequent grade
levels, and thus for lifelong learning, and how these learning
competencies should be taught to them.
2. Even before the spread of covid-19 that eventually led to
the closure of schools nationwide, the congested curriculum
has been a perennial problem for teachers (Andaya, 2018).
This is perceived to be one of the hindering factors on the
poor performance of Filipino learners. Do you agree with this
observation? Why or why not?

Yes, I agree with this suggestion. During my years of teaching in


public schools, I've noticed that the K-12 Curriculum Guide
contains a wide range of competencies that must be taught to
students. This is because some learning competencies are
simply long-running.

1. What are the general and specific purposes of the
development of MELCs?

The MELC was designed to allow students to study based on their


abilities, allowing them to learn skills or competencies at their own
pace. This method is designed to meet a variety of learning levels,
resulting in effective learning outcomes via alternative learning
delivery modalities. Meanwhile, it is intended to help schools
navigate the limited number of school days as they use multiple
delivery schemes by providing ample instructional space.
2. How does curriculum review aid in the identification of
essential learning competencies?
Mapping the curriculum's essential and desirable learning
competencies. Prerequisite knowledge and skills must be
identified to prepare students for essential learning competencies.
An examination of the interdependence of prerequisite knowledge
and skills among the learning competencies for each subject area.
3. How were the most essential learning competencies identified?
What were the decisions made in order to trim down the number of
the essential learning competencies further?
The MELCs were chosen based on the gaps, issues, and concerns
identified across learning areas and grade levels. Due to the limited
number of school days and the lack of face-to-face instruction
during this pandemic, the decisions were made. As a result, the
DepEd's best option is to narrow down the learning competencies.
4. What is the importance of the MELCs in ensuring the
delivery of quality instruction?
The MELCs are designed to be aligned with national/local
standards, applicable to real-life situations, and to teach the most
important competencies that students are expected to learn
despite the pandemic. The Department of Education has ensured
that even with limited resources, time, and the absence of face-to-
face instruction, learners will be able to acquire the necessary
competencies through these MELCs.
5. What is the importance of the MELCs in ensuring the
delivery of quality
instruction?
MELCS is important in ensuring the delivery of quality education
because it accommodates the varying contexts of learners,
teachers, learning environments, and support structures while
taking into account both the content and performance standards
required for adequate instruction and learning.

Guide and corresponding list of

1. What is the importance of unpacking and combining the
MELCs?

The significance of unpacking and combining MELCs is to systematize


learning activities and effectively address the varying needs of learners as
well as the challenges of instructional delivery. We now have a clear path
forward after unpacking and combining the MELCs. This provides a more in-
depth understanding of how these MELCs are chosen. It will be extremely
beneficial to us in planning how we will more efficiently implement our LCP.
2. What is the importance of unpacking and combining the
MELCs?
Alignment on the Content and Performance Standards
The MELCS is not a departure from the standard-based design. We
must consider this to achieve a quality teaching output.
Prerequisite knowledge and skills
curriculum objective must be the hierarchy. Mastering Fundamental
knowledge Is a must before going to the other level of learning.
Logical sequence of learning objectives
We can't give a better learning idea to our students if our objective is
not a logical sequence. Planning what are the most important
objective is keyframe in achieving a better understanding of our
learners.
3. Do all the MELCs need to be unpacked or combined?
Why or why not?

The teacher may be unpacked or combined with the MELCS


depends on the sequence of the lesson, the progress, and needs
of learners as long as the content and standard will be achieved.
1. Form a group of four members within your LAC, preferably
with fellow teachers in your respective learning area.

ACTIVITY 2 2. Using the curriculum guide and a list of the MELCs, choose
MELCs in the first quarter and unpack these into learning
objectives.

3. Each team will present their unpacked learning objectives.


Discussion and processing will follow each presentation.
Suggestions and insights from each group will be considered
in enhancing the learning objectives.

Repeat the above process but instead of unpacking, each team


will now combine at least two MELCs of their choice. Group
deliberation will be observed to arrive at a consensus. Discuss
and jot down the synthesis of the presentations in your Study
Notebook.
