1. SCOPE
This procedure applies to all lifting operation on the project and temporary facilities of OHDC in
compliance to OSHAD SF 34.0 Safe USE of lifting Equipment and Lifting accessories.
2. PURPOSE
The purpose of this procedure is to outline the basic requirements for managing and controlling
lifting operations.
3. DEFINITIONS
a. Lifting operation – The operation of lifting or lowering a load using lifting equipment
b. Rigging Study - a work method statement detailing the sequence of work, the weights
involved, and equipment to be used, including location (s) and persons employed.
c. Lifting Appointed Person - a person nominated as competent to take overall control of the
lifting operation.
d. Goal Posts - is a marker that is erected underneath overhead power lines to indicate the
safe working distance between the crane and the line.
e. Safe Work Load (SWL) – The manufacturer recommended maximum weight load for a line
rope, crane or any other lifting device, equipment, accessory or component of a lifting
device. The SWL is determined by dividing the minimum breaking strength (MBS) of a
component by a safety factor assigned to that type and use of equipment.
g. Special Lift – Any lifting operation which is carried out infrequently or as one off on the site
and there is change in either the lifting equipment used or the lifting accessories. An
example of the special lift is the lifting of air condition plant on to the roof of a building which
will only be carried out once and will require a detailed lifting assessment.
4. RESPONSIBILITIES
The OHDC Construction Manager is responsible for ensuring that the overall requirements are
understood and are being followed by all parties involved in lifting operations on the Project.

Assessment and planning of lifts with regard to the selection of cranes, lifting gear
equipment, instruction and supervision.
Ensure that the equipment selected has been adequately inspected and maintained.
Ensure that an effective procedure is in place for reporting defects, taking into account
remedial actions.

The OHDC and Subcontractor’s HSE Officer and Lifting In charge of the work will be responsible
for the following:
Supervision of OHDC and any Subcontractor carrying out lifting operations.
Ensuring that work method statements and risk assessments are being carried out as
required by the nature of the lifting operation. A rigging study shall be prepared for all
oversized lifts or lifts greater than 28 tons.
Agreeing the position of the crane in relation with over head power lines, utilities etc
Before operating the equipment, he should ensure that required permit has been obtained.
Make it sure that equipment is in good working order and have been certified by a third
party.
4.7 Subcontractors
The OHDC and Subcontractor supervision in charge of lifting operations shall be responsible for
the following:
Communicate the requirements of the work method statements and permits with all their
employees
Submit the rigging study and checklist a day before the start of lifting activity.
Ensure that the areas around the lifts are barricaded.
Ensure that the lifting equipment is of the exact capacity.
Regular inspection and maintenance of the equipment including records and the third party
valid certification.
Operators have a current license in compliance with local regulations
5. PROCEDURE
Accidents involving the failure and damage of lifting equipment are frequent on construction
sites and usually very severe when they do occur.
5.1 Cranes
The arrangements for the safe and efficient management of crane operations set out in this

a) Crane operators
Banks men / riggers must be trained and competent for the task, specifically they will;
Be trained and experienced.
Be able to determine the weight, center of gravity and characteristics of a load.
Inspect and determine whether a wire rope sling or other pieces of lifting equipment are
in good operating order or not.
Be familiar with the different and correct slinging techniques.
Know the correct hand signals.
Will wear orange vest all the time for his identification.
Be authorized by the Subcontractor to carry out the work.
Ensure that tag lines are used on all loads

Cranes brought to site will be load tested and tested by a third party
Crane operators shall check their cranes daily for oil, hydraulic oil, leaks, water etc
Cranes having their configuration changed, dismantled and re-erected will also be tested
before use
The crane manufacturer’s manual will be adhered to for ongoing maintenance.
No part of a crane which is subject to lifting stresses shall be altered, welded or changed
in any way without reference to the crane manufacturer’s procedures.
Slings, shackles, belts and any other piece of lifting equipment shall have a valid
certificate and inspection color of the current quarter.
Automatic safe load indicators must be tested and thoroughly examined after erection
and/or installation of the crane before use
Anti-Two blocks will be fitted and functional to prevent the head and sheaves blocks
hitting
Every crane brought to site will have a load radius indicator fitted

5.6 Outriggers
Note: The outriggers must be extended on both sides when performing a lifting operation.
When cranes are used for piling operations a determination should be made to ensure that
the Jib and hoist ropes are not overloaded. The removal of friction and sheet piles may also
place additional stresses on the crane and a calculation is required to ensure that the safe
operational limits are not exceeded.
OHDC shall ensure with regards to the regards to the erection and use of tower cranes;
Crane bases shall be checked and signed off by competent Coordinator before the
erection of crane mast section commences.
Only competent tower crane erectors are to be employed I the erection of tower cranes
Electrical connection of the tower crane shall be made by competent electrician.
Tower crane erectors shall wear safety harnesses and clip on when working at height
during the erection of tower.
All erection components such as temporary platforms shall be removed from the crane
by the crane erector prior to handover in accordance with the manufacturer’s
instructions
A hand over certificate shall be provided by the tower crane erector when the erection
work is completed
Prior to use and after the issuance of the hand over certificate from the crane erector a
full test of the crane shall be undertaken by an approved third party Coordinator
The crane manufacturer’s erection and operating manual shall be available on site;

Where an anemometer is fitted to a tower crane a repeater shall be fitted at the base of
the crane of in the project site office
Rest platforms shall be provided throughout the mast at a frequency of at least every 9
meters. Rest platforms shall be provided with appropriate edge protection.
Where self climbing tower cranes are used the climbing section shall be lowered after
use in accordance with the manufacture’s instruction.
Personnel may only be carried on a crane, with the use of a man-cage and they shall be
tied off above the hook assembly, this practice shall be followed when the use of a hoist,
cherry picker and scaffolding are impractical.
The crane used must be fitted with dead man’s controls, and incapable of free fall
operations
Personnel may only be carried in a boson’s chair, man cage or other suitable and
tested/certified container which shall display the safe working load
Rigging of any man carrying container shall be on a single point suspension at the hook
end, and configured to prevent any spin
Personnel working from a man cage shall be tied off above the hook assembly by
safety harness and lifelines
Fly jibs on telescopic cranes shall only be erected or dismantled by a Lifting Appointed
Person, normally the crane operator
5.8.4 Excavators
Excavators will only be used for lifting loads in excess of one ton subject to the following:
Shall have a thorough inspection before use
Periodic 12 month inspections
Examined after alteration or repair
Weekly inspections
Have a safe load indicator fitted
Have the SWL (safe working load) displayed
Properly designed and installed lifting point
When wind velocities are above 32 km/h (20 mph), the rated loads and boom lengths shall
be reduced according to manufactures specifications. Wind forces are greater at height by
as much as 35% or more. All lifts above ground level must account for wind forces i.e., side

loads, down drafts, etc., as applied to the load and the boom.
OHDC shall ensure that an anemometer is available on the worksite, where cranes are used
to measure wind speed. This will be installed at the highest point of the crane where
reasonably practicable.
OHDC will stop the lifting operation when the recorded with speed reached or gusts in
excess of 38 Km/h (20.5) knots.
There is an area surrounding every power line that is referred to as the absolute limit of
approach. It is strictly forbidden to move any crane boom or load line into this area unless
the line has been de-energized or insulated. There are no exceptions. The absolute limit of
approach varies according to the following table:
Once the voltage has been identified then height restructures (goal posts), should be erected at
both sides of the overhead lines to indicate the safe working distance.
As per OSHAD CoP 34.0 following are the key information required before lifting operation;

Copies and register of all crane operator competency certificates issues by an approved

This procedure shall communicate to all OHDC staff and subcontractors before commencing
the lifting operation work. Tool Box talk will be Provide to the workers regarding lifting
operation before starting of any lifting activity.
Training on lifting procedure will also give to workers as per schedule training plan.
