CONCEPT PAPER

Welcome to the School Heads Development Program (SHDP) – Foundation Course! The
SHDP is a systematic competency-based educational leadership and management
development program that aims to enable school heads to lead and manage K-12 schools in
the 21st century.

Participants of the Foundation Course are new school heads, school heads that need
training to be promoted to principal, and other candidates who are being considered for the
position who do not have prior experience as school head. It is a three-module course that
covers the principal’s role in delivering curriculum and core programs, managing school
processes, strategic human resource management and development, fiscal management,
partnership, and leadership.

The requirements for a Certificate of Completion include complete attendance in the course
and the implementation of an Application Project as proof of learning. The project requires
the participant to identify a specific area of school operations that require improvement
and that will deliver the best impact on school measures in three (3) to six (6) months. In
this project, the principal is expected to apply learned competencies in improving the
school. The participant will be required to present significant milestones achieved at the
end of each month.

An entry requirement to the Course is the submission of a duly accomplished Concept Note
that identifies three (3) specific areas of school operations that need significant
improvement in the school. The area for consideration include:
1. Curriculum, Core, and Support Programs
2. Instructional Leadership
3. School Leadership: SBM, SIP, CI, Partnership
4. Strategic Human Resource Development
5. Fiscal Management

By the end of this three-module course, the participant will be asked to select one of
these areas as a project.

John Dewey once quoted, “Education is not preparation for life,


education is life itself.” Education play a vital role in shaping a person. It
becomes the fire that lights up the darkest roads making a person overcome
all struggles that he encounters and making him the guiding light for others.
A true educated man is someone who is able to overcome his own difficulties
and become an inspiration for others to succeed in life. Accordingly, our
government, through the Department of Education constantly acquire varied
ways to improve education for Filipinos and making every learner fully
equipped in life.
Having a deep understanding of the vision and mission of DepEd
generate a sense of commitment, responsibility and patriotism for
continuous learning. As an educational institution, the school and all its
members commit itself to adhere to the mandate of DepEd to provide
quality, equitable and complete education for all Filipino learners. It
becomes the child friendly second home to which the learner acquires
lifelong skills and values that will make him a productive Filipino citizen in
the future. That is why, all members of the academe and all stakeholders of
the school must work hand in hand to realize these dreams and goals of the
department. The parents/guardians, community members and other
stakeholders play meaningful roles in molding every Filipino learner to
realizing his full potentials, developing his capacities and inculcating values
to help him conquer his own weaknesses and struggles. Collaboratively, the
school and the stakeholders capacitate the Filipino learner of 21 st century
skills that may help him achieve his goals in life and dreams for his country.
The role of the school is to share its governance with the stakeholders
in formulating, implementing and coordinating the plans, programs and
projects of the school. The school makes sure that all their decisions and
actions are centered towards every learner so that he may develop and live
his life with the DepEd’s core values of Makadiyos, Makatao, Makakalikasan
and Makabansa.

Problem 1 An average of 259 out of 410 Grade 7 parents or
63.17%, have attended the Parent-Teacher’s
Conference during the First and Second Grading Period
this school year 2017 – 2018. This is due to lack of
parent/guardian support for the education of their
child.
Problem 2 44 out of 410 Grade 7 students or 10.73%, are
conditionally promoted or students who are at risk of
failing in Mathematics during the Second Grading
Period this school year 2017 – 2018. This is due to
habitual absences and lack of parent/guardian support
for the education of their child.
Problem 3 108 out of 410 Grade 7 students or 26.34%, are have
already acquired 25 and above absences or identified
as SARDOS (Students At Risk of Dropping Out) from
June to October for this school year 2017 – 2018. This
is due to lack of students’ interests in their studies and
lack of parent/guardian support for the education of
their child.

Problem 1 1. The 410 Grade 7 students will be the ones who will
benefit from the scheduled intensive home visitation
and raffle for parents during Parent-Teacher’s
Conferences which will be held during the Third and
Fourth Grading. The SHDP Application Project will be
an avenue to creating stronger partnership between
the parents/guardians of the children and the
teachers and other school personnel.
2. Parents are most of the time involving themselves in
Meetings and school activities when they are more
familiar with the teachers particularly the class
advisers of their children. Regular Home Visitation
may serve as a bridge between the parents and the
school, thus, parents will become involved with their
children’s education.
3. Some parents may be shy and hesitant when asked
to attend on set meetings in school. But when the
teacher visits his/her students’ house, parents will
be more open to give their suggestions and voice out
their concerns about their children’s education.
Problem 2 1. The 410 Grade 7 students will be benefitted from the
scheduled intensive home visitation which the
teachers will be conducting to further persuade
students to perform satisfactorily in their Math
subject.
2. Most of the time, parents don’t come to school to
when contacted by the teacher to talk about issue
on low grades or poor classroom behavior.
Scheduled intensive home visitation will open
opportunities for parents and teachers to meet to
collaborate for the benefit of the child.
3. The teacher upon visiting the child gets to better
understand the child’s environment and family life
or condition. He/She may be able to assess the how
and why the child is struggling with his studies.
Problem 3 1. The 410 Grade 7 students will all be saved or will not
drop-out through the scheduled intensive home
visitation which the teachers will be conducting to
further persuade students to attend their classes
and pass their subjects for the school year.

2. Learners have a sense of relief and feel happy if they
know that their teachers and their parents are
getting along well. Students are more at ease and
are more likely attend their daily classes if they know
that their teacher understands their situation at
home. They will better realize that the school is an
extension of their home and that their teachers are
their second parents.
3. Regular meetings of parents and teachers breaks the
“blaming mentality”. With regular absenteeism of
some students, parents and teachers tend to put the
blame on each other for the learner’s non-
attendance to his/her classes in school. Intensified
home visitation can turn finger pointing into
teamwork and collaboration for the child’s
education.

responsible for molding the child. The community, most
especially the parents or guardians, are considered to be part
of the development of the learners. The committed teachers
and staff of the school plus supportive parents or guardians
of the child equals an effective and productive Filipino
citizen in the future. Nowadays, the school share its
governance in running and managing the school through the
SBM (School Based Management). Collaboration of all the
stakeholders of the school is important in attaining the
ultimate goal of the Department of Education in producing
Filipinos who are Maka-diyos, Makatao, Makakalikasan
and Makabansa.

Furthermore, Project I-COPE (Intensified


Collaboration Of Parents and Educators) was
conceptualized.

This project’s main objective is to strengthen the


partnership between the school personnel and the parents or
guardians of the learners. It also aims to open opportunities
to better understand the learner’s environment and family
condition. Scheduled home visitation and raffle will be
done to achieve the ultimate goal of this project which is to
create and effective collaboration between internal and
external stakeholders of the school.

it into an average of 328 out of 410 or 80% of Grade 7

Northville High School has to do its best in bridging the
identified gap which later on will be a way to solve the
other challenges of the school.

To be able to put this concept into reality, the


administrators, staff and teachers of Northville High School
shall be working all together in creating activities and
strategies in building and intensifying teamwork with
parents or guardians for the education of the learners.
