The Supreme Court of the Philippines issued a resolution dismissing the administrative complaint against attorney Fely A. Layogan for lack of merit. The Court adopted and approved the findings, conclusions, and recommendation of the Integrated Bar of the Philippines Commission on Bar Discipline, as adopted by the IBP Board of Governors, which concluded the complaint was without basis. The resolution was signed by Justice Lopez as the designated additional member.

"A.C. No. 13052 (Lourdes D. Amos, representing the heirs of Michael
Amos, Benita F. Bas-Ilan, Mark S. Nabus, Floyd P. Costina, and Marceline B. Montes, represented by Ramil B. Montes v. Atty. Fely A. Layogan). - WHEREFORE, the Court RESOLVES to ADOPT and APPROVE the findings of fact, conclusions of law, and recommendation of the Integrated Bar of the Philippines (IBP), Commission on Bar Discipline in the Report and Recommendation I dated February 19, 2020, as adopted and approved by the IBP Board of Governors in the Notice of Resolution2 in UE No. 19-541 dated February 28, 2020. Accordingly, the administrative complaint3 against respondent Atty. Fely A. Layogan is hereby DISMISSED for lack of merit.
