Chapter 1

THE PROBLEM

INTRODUCTION

The rapid spread of the deadly virus that affected the whole world has

brought massive change to our everyday lives, causing a huge shift in the

paradigm of what used to be normal. The damage brought by the pandemic

covered all aspects of human life including health and education, as well as

the economy. As the virus is highly contagious and deadly, there were many

safety protocols to be followed. People were advised to stay at home due to

lockdowns and curfew impositions. Many became jobless as establishments

were closed, which include the schools. Because of the pandemic, people

were forced to adapt and adjust to new measures to help mitigate the spread

of the virus. Governments all over the world were pressured to carefully plan

out the necessary steps needed in order to regulate peace and order in the

country, keep it working, and most importantly, to keep every citizen safe.

Thus, the Philippines was placed on lockdown for a few months since March

of the previous year, and is still under community quarantine up to this date.

The lockdown has caused a lot of inconveniences in our daily lives. One of

which is felt very deeply by the education sector. The Department of

Education was quick to instruct schools all over the country to stop face-to-

face classes as it was restricted. Having an academic freeze was never an

option to them, so their alternative modalities were to conduct online learning

or modular learning. The modular learning modality is a form of distance

learning that uses Self-Learning Modules (SLM) based on the most essential

learning competencies (MELCS) provided by the Department of Education.

The modules include sections on motivation and assessment that serve as a

complete guide of both teachers' and students' desired competencies. Public

schools have adapted DepEd's instructions to have modular learning as tool to

be used during the school year in lieu of the traditional classes. They have

provided print outs to students, which then would be submitted after a

relatively adequate period of time. Modular learning has been in effect for a

year now, and it is only necessary to evaluate its impact on the academic

performance of students, whether it is proved to be helpful, or whether it may

not have been the best alternative that the Department of Education has

chosen.
