THE READING RECOVERY PROGRAM OF TABUK CITY DIVISION

SY 2018-2019

I. EXECUTIVE SUMMARY :

In line with the implementation of the K to 12 Basic Education Program, the

Department of Education ( DepEd) has strengthened the implementation of Every Child A

Reader Program (ECARP). This program, through Multi -literacy and Numeracy, provides

guidelines in gathering data on the reading competencies of the learners through the EGRA

and PHIL-IRI. Results of this sound assessment tools become the baseline data for planning

for evidence-based reading recovery program in order to ensure that every child is a reader

at the end of Grade 111. All possible means of assistance and encouragement shall be

extended to enable the child to read.

The Schools Division of Tabuk City enjoined all schools to develop a School-Based

Reading Program after the conduct of an inventory of the children’s reading ability and

diagnosis of those who need further reading instruction and appropriate measures to

improve the reading and reading comprehension of all learners.

In school year 2018-2019, the Phil-IRI was administered to 5, 799 out of the 10, 054

learners in the four grade levels particularly Grade 4,5,6 and 7. As presented in the graph,

50% of the pupils tested during the pre - test belong to frustration level, but this has

drastically dropped to 12 % in the post test. The decrease of Frustration level in all grade

levels is a good indication that the interventions made a stride in the result but still the 743

learners who have not shown improvement from pre-test to posttest need further help before

the onset of the school year. What is more disturbing is the presence of non- readers in the
pre-test and posttest as there are 37 non- readers in the post test over 149 in the pre- test.

Results reveal that there is a gap in the reading performance of learners in the City Division.

Recounting the measures initiated by the division to address the reading gaps

based from the findings in the pre-test, all schools exerted much effort in implementing the

various reading programs spearheaded by the school head with the special participation of

stakeholders. In the reading program, schools conducted reading remediation classes, read

-athon activities and the preparation of contextualized instructional materials. The Division

Office launched the Search for the Best Reading program Implementer with the aim of

recognizing the efforts of schools for their documented interventions and definitely will effect

increase of reading performance of their learners. The Search is a division-initiated practice

with the specific objective of improving the reading skills of learners across all subject areas,

encourage all schools to frame the programs and interventions as a pro-active to

management of potential problems in learning beginning with a sound reading program to

systematize the reading process and ensure systematic approach to bridge the gaps in

learning.

Out of the 102 schools, 8 Elementary school and 5 Secondary schools joined the

search. With the effort of Division Monitoring and Evaluation Team, 3 schools were declared

winner with Bullaguian ES for the elementary level and Nambucayan NHS and Bulo

National High School bested 1st place for the secondary level.

Indeed, the Reading Recovery Program is effective and everyone involved is made

cognizant of the aim of ensuring all at risk learners become good readers of their age.

III. RECOMMENDATIONS:

1. The Tabuk City Division will establish a stronger system that would cater the needs

of learners with reading problem and how to handle remedial classes through the

provision of technical assistance in the form of LAC , Training and mentoring.

2. Establish a data management system in reading and a monitoring scheme to have a

clear target of school needs.

3. Produce more developmentally appropriate and contextualized instructional materials

for the reading program.

4. Produce contextualized EGRA and PHIL-IRI tools.

5. Intense training for the reading teachers, coordinators and school heads with low

performance in reading.
