The National Bureau of Investigation

The National Bureau of Investigation (Filipino: Pambansang Kawanihan ng Pagsisiyasat, abbreviated

as NBI) is an agency of the Philippine government under the Department of Justice, responsible for
handling and solving major high-profile cases that are in the interest of the nation.

The NBI is created, reorganized, and modernized to enhance the investigative and detective work that it
handles.5 It has express power to request the assistance of law enforcement agencies such as the
Philippine National Police (PNP), Armed Forces of the Philippines (AFP) or any other agency of the
government in its anti-crime drive. Thus, it is fundamentally an investigative agency rather than a law
enforcement agency. Nevertheless, the NBI is considered a law enforcement agency when statute
declares it to be so, such as in the Anti-Child Pornography Act of 20096 and the Comprehensive
Dangerous Drugs Act of 2002,7 among others. The letter of the NBI failed to disclose the subject matter
of investigation, and it cannot be determined whether it is acting as an investigative agency or as a law
enforcement agency and accordingly, exercising its function pursuant to its statutory mandate.

The National Bureau of Investigation (NBI) undertakes the efficient detection and
investigation of crimes and other offenses against Philippine laws. It coordinates with
other national and local police agencies in the maintenance of peace and order. It
also acts as a national clearing house of criminal and other information for the use of
all prosecuting and law enforcement entities of the Philippines.

for preventing, investigating and combating any dangerous drugs, controlled precursors and
essential chemicals within the Philippines.

PDEA will make adjustments in filling the gap left behind by the PNP by tapping other
government agencies and the barangays as force multipliers to help in the national anti-drug
campaign as provided by law The PNP, though prevented to conduct anti-drug operations, shall
