NEWLY DEVELOPED VOLTAGE SECURITY MONITORING

SYSTEM
Abstract - A new voltage security monitoring system has beenovelaped and installed in the
energy management system of the Tokyo Electric Power CO’s (TEPCO) central energy control
center. The system has been in operation since February 1990, running at intervals of one
minute. This paper presents the background and concept of the developed system, the newly
developed algorithm, the configuration of the system and results of actual operation. A PV
(total demand, voltage) curve is used for estimating voltage stability. To determine the curve, a
new algorithm for obtaining multiple load flow solutions is developed.

INTRODUCTION
Recently, the main electricity boards in the world have growing interest in the problem of
transmission system voltage and reactive power control. The phenomena of the voltage
collapse have been studied. Therefore, they have proposed the concept of the voltage VAR
control and developed or have been studying the secondary voltage control system at
regional level.

In Japan, a new voltage security monitoring system was developed and installed in the
energy management system (EMS) of TEPCO’s central control center. This system monitors
the power system operating condition at the main EHV (500kV and 275kV ) network and
offers the correspondents the some control actions needed to maintain the voltage
security. This system has two kinds of checking functions to maintain voltage security : - On-
line voltage security monitoring function. This function is for evaluating the voltage stability
of the present power system and that of a near future system. Voltage stability valuation
functions at peak load. In order to maintain voltage stability through the day, this function
predicts the voltage stability at peak load as it is the time that it is most likely to Encome
unstable.

Concept: allowing two viewpoints : (1) How to evaluate voltage security on the power
system operating condition. (2) How to maintain voltage security even if a single
contingency occurs. The correspondents in the central control centers and the area control
centers should check whether the voltage security of bulk power system can be maintained
or not, and take suitable control actions in order to maintain the voltage security if
necessary. Since voltage uncertainty is liable to take place when the load increases suddenly
by a relatively small amount in a heavily loaded system, it is helpful for dispatchers to use
an index which shows the status of voltage stability and the maximum amount of total
demand which can be increased without causing voltage variability

SYSTEM CONFIGURATION AND PERFORMANCE:

Hardware Configuration
This system, as shown in Fig. 9, is connected with the EMS via high-speed LAN ring (100
Mbps) and calculates the voltage stability. The main reasons why the system formation
shown in Fig. 9 has been adopted are as follows: -

The EMS has an on-line database and reliable results of both forecasted total demand and
generation schedule prepared by the ED function. Using these data, this system reduces
accurate and reliable predictions of the Lecture power system condition. Dispatchers should
display all results on dispatcher’s consoles of the present EMS.

Data Flow: The data flow for voltage security calculations for the present power system
and for the one predicted for 10 minutes into the future is summarized below:

1- The on-line data, forecasted system load, generation schedule, and data which are
entered manually via the MMI are sent from the present EMS to the voltage security
monitoring system every minute through LAN.
2- The voltage security calculation is implemented for the data taken in and the
calculation result is transferred to the EMS via LAN. The dispatcher can refer to the
calculation result by using the MMI of EMS.
3- The results obtained with this system are transmitted to three area control centers
every minute via the exclusive data communication line. Consistent control operation
between central control center and area control centers is obtained with this data
communication.

The voltage security monitoring system outputs the following information:


Voltage security assessment function at peak load :
- PV curves for each contingency case: before contingency, after contingency, and after
stabilizing control actions. PV curves are obtained for up to sixteen EHV substations. -
Reactive power reserves of power system: shunt capacitors / reactors and generators.
CONCLUSION:
The voltage security monitoring system was developed to maintain voltage stability. To
achieve processing at regular intervals of one minute, various approaches to performing
load flow studies at high speed, the method for obtaining a lower voltage solution and
various approaches for estimating future power system (demand estimation, VQC
response, etc.) were developed. With these developments, total computation time for
various calculation including many cases of load flow studies required for on-line voltage
security monitoring was 36.3 seconds. The system was put into practical operation in
February 1990. During operation, the dispatchers could operate the power system
without concern for losing voltage stability.
