Dire Dawa City had been in dire conditions before 1991 Due to less attention given to the water

sector many million people were exposed to numerous sociology-economic problems. Supply of
water in Dire Dawa City is a responsibility of Department of Water Supply under the Ministry of
Water Resources responsible for overall allocation of water and formulation of national water
resources policy to ensure that there is sufficient water supply for agricultural, industrial,
recreational, domestic and other uses in Ethiopia. The ministry has decentralized its function of
allocation of water to State Water Agencies (SWAs) situated in every district in the country. The
State Water Agencies (SWAs) respond to the government of the state where they operate to the
Federal Ministry of Water Resources as a whole.
