This section consists of provisions that are specific to the procurement and supplement the information
or requirements included in Section 1 - Instructions to Bidders.

A. General

The number of the Invitation for Bids (IFB) is : IGM/NGS – LOT # IV (R)
ITB 1.1

The name of the International Competitive Bidding (ICB) is: Procurement of


Plant-Design, Manufacture, Supply and Construction of foundations, Erection
of Towers, Installation of Transmission Line conductor, Hardware, accessories,
Insulators, Stock bridge dampers, Stringing, Testing and Commissioning of
(Coastal/Non-Coastal areas) for interconnection of Isolated Gwadar/Makran
area with National Grid System of Pakistan.
Tranche-02 T/Line #5. 132kV D/C Transmission line from 132 kV
Grid station Nag (new) to 132kV Grid Station Basima
(With Cairo conductor) (85 km).
T/Line #6. 132kV D/C Transmission line from 132 kV
Grid station Basima to 132kV Grid Station Nal (With Cairo
conductor) (67 km).

ITB 4.1 (b)


The Bidder as single entity must be duly licensed by Pakistan Engineering
Council (PEC) in Category C-B having specialization code of CE-10 & EE-05
renewed for the year 2020-21. In case of Joint Venture with Foreign bidder,
Local member of joint venture must be duly licensed by Pakistan Engineering
Council (PEC) in Category C-1 having specialization code of CE-10 & EE-05
renewed for the year 2020-21. However, in case of a foreign bidder (as a
member of JV), the foreign bidder shall obtain license in Category FC-B from
Pakistan Engineering Council in accordance with PEC Bye-Laws before start
of any activity and submit an under taking to this effect.
Note: Pursuant to latest PEC bye-laws “Two or more licensees can apply
jointly to construct or operate a project of a category higher than the category
of their individual licenses provided that the cost of such project does not
exceed the sum total of the limit of costs of projects permitted by the
categories of the individual licensees. No separate license for such joint
venture shall be required under these by-laws provided that the joint venture
fulfills all other requirements of these bye-laws concerning such a project.”

A Pre-Bid meeting shall take place as follows :
Date: 29-04-2021
Time: 11:00 am (Pakistan Standard Time)
Place: Office of Project Director (GSC), QESCO, Quetta (Pakistan).
ITB 7.4 A site visit will not be organized by the Employer. However if required the
Employer can arrange a site visit on the request of the bidders. In this case, all
the expenses will be borne by individual bidders.

C. Preparation of Bids
The language of the Bid is: English
All the supporting documents and printed literature that are not in English
ITB 10.1
Language must be accompanied by duly notarized English translation of the
original document.
The Bidder shall submit with its Technical Bid the following additional
documents:
i) For a Pakistani constructor, Pakistan Engineering Council’s (PEC) valid
ITB 11.2 (k) license in the category as defined in ITB 4.1 (b). For a foreign constructor
participating in this bidding, if awarded the Contract, this foreign
contractor must register and obtain from PEC a license in the category
defined in ITB 4.1 (b), before the commencement of the works.
ii) Type test reports of the offered equipment, as per Para 2.4 of Section 6:
Employer’s Requirement.

The Bidder shall submit with its Price Bid the following additional documents:
One CD/USB containing filled Price Schedules in MS Office (Excel) format.
ITB 11.3 (d) This should be enclosed in the sealed envelope containing the Price Bid
Proposal.
In case of discrepancy between the Original and electronic copy, the Original
shall prevail.
The units and rates in figures entered into the Price Schedules should be type
ITB 12.1 written or if written by hand, must be in print form. Price Schedules not
presented accordingly may be considered nonresponsive.

ITB 13.1 Alternative bids are not permitted


ITB 13.2 Alternatives to the Time Schedule shall not be permitted.

ITB 13.4 Alternative technical solutions for any part of the Facilities are not permitted

ITB 16.1 (b) NOT APPLICABLE

Bidders are free to list more than one Subcontractor/manufacturer but not
more than three (03) against each item of the plant and equipment. In case
ITB 17.2 more than three (03) Subcontractors/manufacturers are proposed by the
Bidder, the Employer at its discretion shall evaluate any three (03)
Subcontractors/manufacturers.

ITB 18.1 Bidders shall quote for the entire plant and services, Tranche wise on a single
responsibility basis.

(i). The Incoterm for quoting price of the plant to be supplied from abroad is:
Incoterms 2010, CIP (Gwadar, Turbat and Panjgoor Site(s))
(ii). Custom duties and Sale taxes including charges and other taxes payable
ITB 18.4 (a) in Pakistan on the Plant to be imported by the Contractor for incorporation
in the Facilities shall not be included in the rates and prices in the Price
Schedule as the same shall be reimbursed by the Employer as per actual,
from the Provisional Sums provided in the Price Schedule No. 4: Grand
Summary, as per Clause 14 of GCC.

(i) Notwithstanding the Incoterms for quoting price of the Plant manufactured
within the Employer’s Country as Ex-Works (EXW) + Transportation Cost,
it is mandatory upon the Bidder to quote inland transportation charges in
the relevant Price Schedule as the Contract shall be awarded on the basis
of Ex-Works + Transportation Cost to (Panjgoor, Nag, Nal and Basima
ITB 18.4 (b) Site(s)).
(ii) General Sales tax payable in Pakistan on the Plant to be supplied by the
Contractor for incorporation in the Facilities shall not be included in the
rates and prices in the Price Schedule as the same shall be reimbursed by
the Employer as per actual from the Provisional Sums provided in the
Price Schedule No. 4: Grand Summary, as per Clause 14 of GCC.
Provincial Sales Tax, if levied and applicable, will be paid by the Contractor
and will be reimbursed as per actual by the Employer upon production of
necessary documentary evidence and proof of payment.
If the bidder fails to submit proof of Provincial Sales Tax Payment, his
future invoices shall not be entertained.

Following text is added at the end of this Sub-Clause:


ITB 18.4 (d) In case the Bidder takes deviation or mention that prices are exclusive of
any applicable and prevalent taxes duties, levies and charges etc., his bid shall
be considered as non-responsive.

ITB 18.6 The prices quoted by the Bidder shall be Fixed.

ITB 19.1 The currencies of the Bid shall be as follows:


(a) A bidder shall quote the prices in Pak Rupees (PKR), Local currency only.

ITB 19.2 This Clause is hereby deleted.

ITB 20.1 The bid validity period shall be 120 days.

Bids shall include a Bid Security issued by bank using the form included in
Section 4 (Bidding Forms). All Bids must be accompanied by a Separate Bid
ITB 21.1
Security for each tranche, an amount not less than 2 % of the Total Bid Price
in format prescribed in the Bidding Documents. Bid security validity period
shall be 150 days from bid opening date.
The Bid Security shall be drawn in the favor of Project Director (GSC),
QESCO, Quetta (Pakistan).
A Bid Securing Declaration shall not be used as a Bid Security.
ITB 21.2 NOT APPLICABLE

The bid security shall be issued by a reputable local scheduled bank or a bank
ITB 21.3 located outside the Employer’s country duly counter guaranteed by a schedule
bank in Pakistan.
In addition to the original Bid, the number of copies is: Three (3) Nos
ITB 22.1 The Bidder shall also submit the Price Schedules duly filled in MS Office
(Excel) format on CD/USB, and this should be enclosed in the sealed envelope
of Price Bid.
The written evidence of the authority or other documentary evidence
satisfactory to the employer to sign on behalf of the bidder, shall consist of:
a) A Power of Attorney demonstrating the authority of the signatory to sign the
bid. A Board Resolutions granting authority to the signatory to sign the bid
for bidders that are corporations.
ITB 22.2

D. Submission and Opening of Bids

ITB 23.1 Bidders shall not have the option of submitting their bids electronically.
The Bidder shall submit in addition to the Hard Copy a Soft Copy of the Price
Schedule made in MS-EXCEL on CD along with the bid. However the hard
copy of the bid shall prevail over the soft copy in case there is any
discrepancy.
ITB 23.1 (b) Electronic bid submission is not permitted.

E. Evaluation and Comparison of Bids

ITB 35.4 The text “minimum technical specifications stated in Section 6 (Employer’s
Requirements)” is replaced with “minimum qualification criteria for
Subcontractors in Section 3 – Evaluation and Qualification Criteria”

ITB 37.1 The Clause is hereby deleted.

Domestic preference shall apply. The application methodology will be as

ITB 39.2 I (g) The evaluation of the bid will exclude the Provincial Sales Tax (PST) and it shall
not be taken into the Bid Price.

Standstill provisions shall be applicable as per PPRA Rules and regulations.

The employer reserves the right to increase or decrease the quantities by
