1. PROJECT UNDERSTANDING
2. SCOPE :
2.1. Excavating and backfilling for underground utilities such as manholes, pole
foundations, concrete pads, trenches for buried mechanical and electrical utilities
etc.
3. PURPOSE :
This method statement defines the methodology for the excavation, backfilling and
compaction works for underground utilities and for any other similar structure as per
site plan mentioned in IFC drawings and contracts.

6. RESPONSIBILITIES :
6.1. Site Surveyor: The Surveyor shall be fully responsible for layout of the excavation
area as per IFC drawings and will monitor excavation level consistently until
achieved final level. He will also be responsible for the protection of bench mark
and temporary bench mark.
6.2. Civil/Site Engineer: The Civil/Site Engineer shall responsible for the execution of
all utilities excavation, backfilling and compaction activities until achieve the
required level as per IFC drawings, and project specification under safe conditions
and following the contractor site safety plan.
6.5. Quality Control Manager: The Quality Control Manager (QCM) shall be
responsible for organizing and allocating inspection work to CQCI.
6.7. Safety Inspector: Safety inspector would be responsible for the following:
a) He will make sure all construction activities would be carried out under approved
CCSP.
b) He will make sure all site workers are following proper PPEs.
c) He will make sure all equipment have proper valid certificate before start the
works.
d) He will make sure and inspect the physical installation of barricades for deep
excavation defined under CSSP.
e) He will make sure the safe access provision for deep excavation and will carry
out inspection.
f) He will make sure that proper benching or slopping is maintained for deep
excavation.
g) He will make sure the provision of flagman to assist the operator and warn people
for any movement of equipment.
h) He will make sure the presence of excavation permit and list involved personnel
at site and excavation permit should have the clearance from electrical.
Mechanical and instrument department and also permits for succeeding work.
i) He will make sure that signals, signs and barricades will not be removed from site
until work finished.

8. PROCEDURES :
8.1. PREPARATION
1) Before the beginning of excavation, grading and embankment operation in
any area, the area shall be completely cleared. The suitability of material to
be placed in the fill shall be subject to the approval of Saudi Aramco
Representative. The excess material shall be disposed of in the areas
directed by Saudi Aramco representative
2) Grade top perimeter of excavation to prevent surface water from draining into
excavation. Grade shall be maintained so that the surface is well drained at
all times.
3) Remove all unsuitable material from the construction site areas.
8.2. METHODOLOGY
Latest revesion of IFC Drawings shall be followed prior to any type of
excavation.
Excavation Layout shall be performed by site supervisor as per latest
revision of IFC drawings.
All existing underground utilities shall be marked before start of
excavation/trenching and will be protected accordingly.
Excavation will be monitored by site supervisor during entire duration of
activity to avoid over cut.
All excavated material shall be kept away at least 1.00m from edge of trench
during excavation and shall be transported to designated area after
completion.
As soon as the excavation reches the estimated level of elevation which is
mentioned in IFC drawings, Surface shall be levelled and compaction
properly as per specification.
All activities would be carried out under approved inspection and Test Plan
(ITP) and checklist to meet project quality plan.
All sides of deep excavation would be protected against falling.
Trenching and bedding for piping underground shall be in accordance with
the Project Specification, Division2, Section02225.
Sand bedding and sand cover of pipes/ conduits shall be in accordance with
the Project Specification, Division2, Section02223.
8.5. GRADING
1) Grading of the subgrades shall be performed so that it will drain readily. All
necessary precaution will be taken to protect subgrade from damage and will
limit hauling over the finished subgrade.
2) Provide a smooth transition between adjacent existing grades and new
grades.
a) Cut out soft spots, fill low spots, and trim high spots to comply with
required surface tolerances.
A. Do not remove from the site or dispose of surplus excavated material from
site except as directed or approved by the Saudi Aramco Representative.
Dispose of surplus excavated material off- site only at locations approved by
the local municipality.
B. Use surplus excavated material suitable for fill to replace other materials
unacceptable as fill within the work site, or for other purposes in locations
determined by Saudi ARAMCO’s Engineer without additional payment.
10. SAFETY:
1) The site area shall place and maintain in good condition temporary fences,
guardrails, barricades, lights, shoring, bracing, and other protective measures
required for the safety of personnel and the premises as described in the
Saudi ARAMCO Construction Safety Manual.
a) Required Permits and Procedures
i. All necessary permits must be obtained from Saudi ARAMCO prior to
performing any earthwork.
b) Excavation Safety
i. All excavation and trenching shall be done in accordance with Saudi
ARAMCO safety requirements including, but not limited to, the Saudi
ARAMCO Construction Safety Manual and Safety Management Guide.
ii. Provision of safe entry and exit.
iii. Precautions for Hazardous Atmospheres and Confined Spaces.
iv. Provision and maintenance of edge protection, clearances, barricades,
and fixed lighting.
v. Protection of underground utilities and installations.
vi. Protection against sidewall cave-in. Shoring shall be installed or the
sides shall be sloped or benched when any excavation or trench
reaches a depth of 1.2 m or when soil banks are greater than 1.5 m.
vii. Provision of proper inspection frequency and maintenance of daily
excavation checking list.
To prevent accident during the implementation of the above mentioned activities, all
relevant safety measures shall be strictly implemented by the Civil Works Site
Engineer and checked by safety staff.
