1. What criteria should Zachary use to evaluate the projects?

 Zachary should consider the following criteria when evaluating the projects, the
investment required, the estimated manufacturing/ fixing cost per project, the
technological involvement, the return on investment, the human resources impact and
the public reaction in regards to the projects. In general, Zachary should evaluate the
potential economic benefits as well as environmental benefits of the projects. In order for
Zachary to determine a sound investment criterion, a well-established appraisal
technique should be used so as to measure the economic worth of the three projects in
hand.

2. What assumptions should he make?

 some of the assumptions that can be made in these projects involves, that the
commissioners would not be impartial to all the three projects and also that, Polk County
will allocate budget to at least one project. It is highly regarded that the commissioners
will most certainly be partial in their decision making, in regards to the project, the
commissioners might have different views concerning the project

3. What additional data and information should he gather, and how should he go about
gathering the data and information?

 , Zachary should gather preliminary financials estimates of each and every project, he
should also gather data regarding life cycle cost associated with each of his projects and
similarly gather information from various stakeholders associated with each of his
projects. Ideally he will need to undertake one on one interview with each stakeholder so
as to get necessary information related to the project analysis.

4. After he has evaluated each project against the evaluation criteria, how should he decide the
priority of the three projects?

 After Zachary has successfully evaluated each project, he should use the four step
project selection criteria in deciding the priority of each project. The four factors that
Zachary might need to evaluate includes, the time factor, the cost of the project and the
quality and quantity of a given project.
