SBM PRACTICES
It is the aspiration of the Department of Education to create a more effective learning environment
for children; hence the implementation of Governance of Basic Act of 2001 (RA 9155). This act is geared
towards decentralization of school management and decision making through empowerment ant
stakeholder engagement.
One of the key elements of local governance is the School-Based Management (SBM) wherein one
of its six dimensions is Dimension No. 1: Principles of Leadership and Governance.
The school’s LEADERSHIP and GOVERNANCE provide the general direction and the norms to
guide the stakeholders in focusing their efforts towards the attainment of its avowed goals. The continuing
task of sustaining and deepening the school community’s understanding of and commitment to its stated
thrusts and objectives has always been the school’s concern.
Planned and formulated programs are guided by the department’s vision / mission and objectives.
To ensure proper implementation of the programs and projects under leadership and governance, the
school’s Development Plan is revisited and revised regularly. It was formulated through the concerted
efforts of all the members of the academic community of DAGAT-DAGATAN ES The active engagement
of all stakeholders ensures that the Development Plan is advantageous and beneficial to all specifically the
clientele it serves – the pupils.
Interaction meetings of the members of the community are scheduled throughout the year during
orientation days, quarterly meetings of parents, general assemblies, and staff meetings. The representatives
of various stakeholders are involved in the decision making and are consulted on major concerns of the
school. There is an open line of communication from the administration down to the pupils. Stakeholders
engagement is grounded on collaborative planning, organization and collective decision making.
BEST FEATURES:
1. The consistency of the school’s implementation plan with the DepEd vision/mission, core values and
educational practices
2. The general sense of ownership the school community has towards the school projects and programs
3. The direct and dynamic participation of parents, students and external stakeholders in the periodic
review and evaluation of the school’s programs and projects

The Curriculum and Instruction is the second dimension in School-Based Management SBM
program of Department of Education DepEd which aims to improve the curriculum learning system of the
school that is anchored on the community and learner’s contexts and aspirations.
Dagat-Dagatan Elementary School is committed to work collaboratively with the community and
other stakeholders in curriculum design to ensure that the learning and skills received by their children will
contribute to their intellectual, ethical, and social development.
The best practice in School Based Management Principle 2, Curriculum and Instruction is the
regular updating and crafting of different learning resources through intensive implementation of different
trainings and workshops for teachers. It is also encouraged that the implemented curriculum is localized to
make it more meaningful to the learners and applicable to life in the community.
The common premise in all these teacher and curriculum development practices is that
collaborative design positively affects both professional development and curriculum implementation. It is
believed to be necessary to continually and actively engage teachers in the process of learning to become
effective in curriculum development in order to contribute to their professional development.
A clear, transparent ,inclusive and responsive accountability system is in place. The people
responsible for the welfare of the learners in Dagat-Dagatan Elementary School worked hand in hand in
ensuring that each one of them achieve the necessary guidance, care and attention they need to become
responsible, God fearing and independent individual.
Internal stakeholders, including the principal, teachers and school staff looked for ways on how to
improve the skills of pupils by creating programs, projects and policies.
External stakeholders including the local government unit, non- government organization. and
religious groups and parents as the school’s partner, supports, assist and monitors the projects made by the
school to guarantee its success.
It is important for the institution to aim for the best results, but these results will only be possible if
each and every individual concerned worked harmoniously and peacefully which both are present in Dagat-
Dagatan Elementary School.

IV-MANAGEMENT OF RESOURCES
Over the past years, the school’s budgets have been approved by wide margins due in large part to
the collaborative and supportive working relationship between the school board chair, alumni, PTA, and
other stakeholders. Development and Implementation of monitoring, evaluation and report on resource
management aims to assess the results that will serve as a basis for feedback, technical assistance,
recognition and plan adjustment and to make the reporting accurate and transparent. That’s why,
Management of Resources team ensures and updates the records of financial expenses and sources of funds
by also updating the indicators in the said dimension.
Resource Management System helped DDES this year in building harmonious relationship in
school together with our stakeholders. Stakeholders were always invited for a conference meeting about the
monitoring, evaluation and reporting processes on resource management to ensure their involvement at all
school activities as partners of education. Reporting on resources became more transparent and systematic
and the roles as officers of the General Parent-Teachers Association became a significant responsibility and
will make it a priority.
