    OFFICE OF THE PUNONG BARANGAY

    ORGANIZING HE BARANGAY DEVELOPMENT COUNCIL (BDC) OF BARANGAY POBLACION SUR,


    BALASAN, ILOILO

    WHEREAS, section 106-115 of Republic Act 7160, or otherwise known as the Local Government
    Code of 1991, mandate each local government unit to organize its Local Development Council which
    include the barangay; level;

    WHEREAS, the BDC shall be the main planning and advisory body of the barangay that set the
    direction of its economic and social development undertakings;

    WHEREAS, there is a need to organize the BDC of Barangay Pani-an, Balasan, Iloilo;

    NOW, THEREFORE, I RITCHIE BALBERONA, Punong Barangay of Barangay Poblacion Sur,


    Balasan, Iloilo, by virtue of the powers vested in me by law, organize the Barangay Development
    Council;

    Section 1. COMPOSITION. The BDC shall be composed of the following:

    Chairperson: Hon. Ritchie Balberona Punong Barangay

    Members: Hon. Lenie Patino Sangguniang Barangay


    Hon. Rolly Boy Sr. Sangguniang Barangay
    Hon. Pedro Bornales Jr. Sangguniang Barangay
    Hon. John Berico Sangguniang Barangay
    Hon. Rey Balberona Sangguniang Barangay
    Hon. Ricardo Brillantes Jr. Sangguniang Barangay
    Hon. Mariano Bogarso Jr. Sangguniang Barangay
    Hon. Neo Ganzon SK Chairperson
    Hon. Janet Jopanda Rep. of the Congressman
    Leonila Olmedo Rep. Civil Society Organization
    Paterna Buensalido Rep. Civil Society Organization
    Noel Dequilla Rep. Civil Society Organization
    Donessa Cherry Mae Rose Rep. Civil Society Organization

    Section 2. FUNCTIONS. The BDC shall exercise the following powers, duties and responsibilities:

    2.4. Mobilize people’s participation in local development efforts;


    2.5. Prepare Barangay Development plans based in local requirements;
    2.6. Monitor and evaluate the implementation of national or local programs and projects; and
    2.5. Perform such other functions as may be provided by law or competent authority.

    Section3. EXECUTIVE COMMITTEE. There shall be an Executive Committee of the BDC to act on
    Its behalf when it is not in session.
    3.1 Composition. The Executive Committee shall be composed of the following:

    Hon. Ritchie Balberona Punong Barangay


    Lenie Patino Sangguniang Barangay Representative
    Donessa Cherry Mae Rose Sectoral Representative (CSO)

    3.2. Functions. The BDC Executive Committee shall exercise the following duties, responsibilities
    and powers:
    3.2.5. Ensure that the decisions of the Council are faithfully carried out and
    implemented;
    3.2.6. Act on matters requiring immediate attention or action by the Council;
    3.2.7. Formulate policies, plans and programs based on the general principles laid
    down by the Council; and
    3.2.8. Act on other matters that may be authorized by the Council except the approval
    of the barangay development plan.

    Section4. SECTORAL AND FUNCTIONAL COMMITTEE – There shall be a Sectoral and functional
    Committee of the BDC to assist them in the performance of their functions and
