The key takeaways are the different phases involved in emergencies such as discovery and notification, evaluation and accident control initiation, containment and counter measures, cleanup and disposal, and documentation.

The different phases involved in emergencies are discovery and notification, evaluation and accident control initiation, containment and counter measures, cleanup and disposal, and documentation.

The core responsibilities of modern fire fighting services include fire prevention, fire fighting, ambulatory services, responding to road traffic collisions, responding to other serious non-fire emergencies, enforcement of fire safety legislation, and community training and public awareness.

Emergency Response
Emergency:
An event which endangers or threatens to
endanger life, property or the environment, and
which requires a significant and coordinated
response
• An extraordinary situation in which people
are temporarily unable to meet their basic
survival needs, or there are serious or immediate
threats to human life and well-being (UNDMTP,
2002).
Emergency Response

Response:

Is reaction to such a situation or event by

measures taken in anticipation of, during and
immediately after an emergency to ensure its
effects are minimized
Purpose of Emergency Planning
• Minimize damage.
• Ensure the safety of staff, customers/ clients and
Public.
• Protect vital records/assets.
• Provide for continuity of operations
Phases in Emergencies
Generally, the following five phases are involved in an
emergency:
• Discovery and Notification
• Evaluation and Accident Control Initiation.
• Containment and Counter Measures.
• Cleanup and Disposal.
• Documentation.
Phases in Emergencies
Discovery and Notification:
An event with an imminent threat of turning into an
accident must first be discovered and the discoverer
should quickly notify the same to the safety officer
Phases in Emergencies
Evaluation and Accident Control Initiation:
Based on the evaluation of available information, the
safety officer makes a rapid assessment of the severity
of the likely accident and initiates the best course of
action.
Phases in Emergencies
Containment and Counter Measures:
Action is first taken to contain and control the accident
by eliminating the causes which may lead to the spread
of accident. Measures are also taken to minimize the
damage to personnel, property and environment.
Phases in Emergencies
Cleanup and Disposal:
After the accident is effectively contained and
controlled, the cleanup of the site of the accident and
safe disposal of waste generated due to the accident
are undertaken.
Phases in Emergencies
Documentation:
• All aspects of accidents, must be documented for
subsequent analysis for prevention in future,
damage estimation, insurance recovery and
compensation payment.
• It may be noted that photographs, survey reports,
main objects involved in the accident, etc. may have
to be carried out before the cleanup and disposal
phase.
• However, the effort in all cases is to recommence
the operation as soon as possible.

Emergency Responders
Fire Fighting Services
In Pakistan the core responsibility of fire
fighting departments is deemed only to “extinguish the
fire”.
In sharp contrast modern fire fighting services in EU, US and
Canada have wide core functions and added responsibilities
some are mentioned
below:
•Fire Prevention
•Fire Fighting
•Ambulatory services
•Responding to Road Traffic Collisions
•Responding to other serious non fire
emergencies
•Enforcement of Fire Safety Legislation
•Community Training and public awareness
Urban Search and Rescue
Urban search-and-rescue (US&R) involves:
• Location,
• Rescue (extrication)
• Initial medical stabilization of victims trapped in
confined spaces.

Goal:
In a disaster situation the goal of a search and rescue
operation is to rescue the greatest number of people
in the shortest amount of time, while minimizing the
risk to the rescuers
Emergency Medical Services
Pre Hospital Management
• Oxygen Therapy
• Multiple Trauma
• Bleeding and burn control
• Moving Patients to hospital
• Assisting Patients in using medications
• Assisting medical
professionals
Hospitals
Hospital Emergency Function

Develop and implement a well- designed

Hospital Emergency Plan that increase the
capacity to respond effectively to large
emergencies and disasters involving mass
causalities
Others You Can think of ?
