This document describes a study that assessed the effectiveness of institutional student programs and services at SDSSU - Lianga Campus. A survey was administered to 296 students to evaluate 11 categories of services. The results found that the services had an overall moderate effectiveness. Some areas like scholarships and financial assistance, safety/security, and cultural/community programs received lower ratings. Food services and services for students with special needs received higher ratings. The study recommends improving monitoring of services and conducting further assessments.

ABSTRACT

This study was conducted to assess the effectiveness of institutional students’

programs and services to the students of SDSSU – Lianga Campus in terms of:

Admission Services, Scholarship and Financial assistance, Food Services, Health

Services, Safety and Security Services, Students housing services, Multi-faith

services, services for the students with special needs and persons with disabilities,

Cultural programs, sports development programs and social and community

involvement program. The descriptive method with the utilization or researcher –

made questionnaire for data gathering was used by the researchers, then weighted

mean was utilized to measure the effectiveness of institutional student programs and

services to the students od SDSSU – Lianga Campus, Lianga Surigao del sur.

The respondents were composed of 296 students from the various Colleges of

SDSSU – Lianga Campus enrolled during the first semester of A.Y 20120-2021

selected through random sampling.

The result shows that the Institutional Student Programs and Services rated by

the students of SDSSU – Lianga Campus were found to be “moderately effective”.

Areas like scholarship and financial assistance services, got low rating including

safety and security, cultural, social and community involvement programs. The Food

services, however and services for the students with special needs and students

housing services through high ratings.

Based on the foregoing results, it is recommended that (1) the school

administration should improve the implementation and monitoring of the different

services to cater the needs of the students in the institution, (2) similar study maybe

conducted to assess the effectiveness of the programs and services of SDSSU –

Lianga Campus.

CHAPTER 1

THE PROBLEM AND ITS SETTING

INTRODUCTION

When students think of the University as the community they live of years, they

realize that personal and social experience as well as academic achievements,

contribute to the value of their education. The various programs and services offered

by the University can enhance their development in many ways.

Student’s life provides students leaders with awareness and understanding of

the basic concepts, as well skills, principles, and techniques that will lead to the

effective leadership and management of their organization.

Student programs and services represent a potentially powerful tool for

enhancing the quality and sustainability of the overall internationalism agenda of

SDSSU higher education, not to mention its global competitive position. At the same

time, providing meaningful support services for SDSSU students increasingly stand

out as the right thing to do. Students programs and services serve as resource for all

students of SDSSU – Lianga Campus.

Student satisfaction with the institution is an important but sometimes

overlooked variable in determining the quality of the undergraduate experience.

Satisfaction represents a sense that the student feels he or she belongs at, and is

loyal

to, the institution (Leaning, Beal and Sauer 1980; Tinto 1987) and is highly correlated

with engagement (Abrahamowicz 1988; Astin 1993b; Holland and Huba 1991; NSSE

2005; Russssel and Skinkle 1990; Whit 1994). Persistence (Pascarella and Terenzini

1991; Tinto 1987), and academic performance (Bean 1980; Bean and Bradley 1986;

Bean and Vesper 1994; Pike 1991, 1993). Students satisfaction seems to have a

stronger effect on grades than vice versa (Bean and Bradley). Moreover, “the

student’s degree of satisfaction with the college experience proves to be much less

dependent on entering characteristics and more susceptible to influence from the

college environment”. (Astin, p.277).

This Study looks at the information from the several different sources to try

pinpoint those student services which seem to be most effective in helping students

to complete their programs.

Overall, this study suggests that the most effective students’ programs and

services are those that help students to feel personally connected to their institution

and those that helps students plot the best path to their goals.

THEORETICAL/ CONCEPTUAL FRAMEWORK

This study believes that there are various factors that can potentially affect the

students’ satisfaction to different education services provided by the universities.

Students’ informal contacts with faculty members were consistently related to

withdrawal/ persistence decisions (Terenzini and Pascarella, 1980). Retention of

student was often considered as an indication of student satisfaction with their

university program and, hence, indirectly, the quality of the university education

(Druzdzel & Glymour, 1995). Campbell and Campbell (1997) established faculty

mentoring programs to be positively correlated with academic performance and lower

drop out rates. Aldridge and Rowley (1998) investigated a group of students in a UK

university to measure their satisfaction level.

This study is anchored by student loyalty model by Hennig et al (2001) who

found that quality of teaching and students’ emotional commitment to their institutions

were crucial for students loyalty.

The figure 1 shows the flow of the study. The focus of this study is to

determine the Effectiveness of Institutional Students Programs and Services of

SDSSU – Lianga Campus. The variables that were used on this study are

Independent Variables and Dependent Variables.

Significance of the Study

The result of the study will benefit the following:

University Administration -for them to know how effective the programs and

services of the university are.

Programs and Services In-Charge -for them to know how efficient they are in

handing their respective programs or services and as feedback tool to see if there is

a need to improve.

Students -the center of the best practices of institutional students’ programs and

services.

The study covers only the Effectiveness of Institutional Students Programs and

during first semester.

Definition of Terms

To better understand the term used are hereby defined as used in this study.

Competitive – refers of having a strong desire to win or to be the best at something.

Effective – refers to producing a result that is wanted: having an intended effect.

Internationalism – refers to the belief that it is good for different countries to work

together.

Institutional – refers to or relating to an institution or institutions.

Pinpoint – refers to identify or locate something accurately.

Potential – refers to a capability of becoming real.

Programs – refers to a plan of action aimed at accomplished a clear business

objective with details of what work is to be done, by whom, when and what means of

reduces will be used.

Services – refers to a set of one time consumable and perishable benefits.

Sustainable – refers to last or continuing for a long time.

University – refers to a school that offers courses leading to a degree (such as

bachelor’s, master’s or doctoral degree) and where research is done.

CHAPTER II

REVIEW OF RELATED LITERATURE

Foreign

Some of the more difficult to measure aspects of student success are the

degree to which students are satisfied with their experience and feel comfortable and

affirmed in the learning environment. Astin (1993b) proposed that satisfaction should

be thought of as an intermediate outcome of college. Taken together, student’s

impression of institutional quality, their willingness to attend the institution again, and

overall satisfaction are precursors of educational attainment and other dimensions of

students success (Hossler, Schmit, and Vesper 1999), or the degree to which a

student feels comfortable in the college environment and belongs to one or more

affinity groups.

Student satisfaction with the institution is an important but sometimes

overlooked variable in determining the quality of the undergraduate experience.

Satisfaction represents a sense that the students feels he or she belongs at, and is

to have a stronger effect on grades than vice versa (Bean and Bradley). Moreover,

“the

student’s degree of satisfaction with the college experiences proves to be much less

dependent on entering characteristic and more susceptible to influence from the

college environment”. (Astin, p.277).

Most students (86-87 percent) at 2-year and 4-year colleges judge the overall

quality of their experience to be at least “good”; only 2 percent say it was “poor”

(CCSSE 2005; NSSE 2005). Generally, the more interaction students have with their

peers and with faculty, the more satisfied they are overall with the college experience

(Astin 1993b; Kuh 2003; NSSE 2005)’,Bailey and Alfonso (2005) and Bauman et.al

(2005) offer further evidence of how institutions can organize their resources and

create success-oriented cultures.

Institutional resources and reputation featured in college rankings are largely

irrelevant to high quality educational experiences as measured by student

engagement in educationally purposeful activities (Kuh and Pascarella 2004; Pike

2004). Recall, too, that institutional selectivity has little impact on measures of

students learning, particularly critical thinking (Pascarella 2001; Pascarella et.al

2005). This research suggests that enrollment management activities, guidebooks,

and efforts to help students make choices on these characteristics overemphasize

the importance of the of these institutional characteristics to students learning.

Instead, what matters to developmentally powerful undergraduate learning

experiences are the vitality of

classroom experiences combined with students’ own effort and study habits (Astin

1993b; Kuh et.al 2005b; Kuh and Pascarella 2004;; Volkwein et.al 2000).

Local

Problems and concerns facing many Filipino students affairs practitioners in

typical colleges and universities today include: 1) lack of funds, facilities especially

computer hardware and software to support students services; 2) lack of personnel

resulting in an overburdened students services practitioners; and 3) lack of trained

staff as a result of heavy turnover of students affairs practitioners seeking “greener

pastures” in other professions. These concerns are understandable within the larger

context of Philippine social and economic realities. Most students Affairs offices in

these colleges and universities are considered subservient to the academic

community. They serve merely as a support system to the academic life of students

in these tertiary level institutions, despite the fact that a significant number of these

appointed to administrative posts related to student affairs come from the faculty.

Cohen and Brawer in 1996 states that the community colleges access mission

is built on low institution, convenient location, flexible scheduling, an open door

admission policy, and programs and services designed to support at risk students

with variety of social and academic barriers to post secondary success.

Titus (2004) found that larger four-year institutions have significant positive impacts

on persistence, explained by the belief that larger institutions have stronger

institutional socialization capabilities and offer degrees possessing higher status. It

would seem easier, however, to create a socially and academically engaged

environment in a small institution, so a negative relationship between size and

persistence would also be consistent with the engagement model.

Since programs often produce outcomes that are unforeseen, one approach to

impact evaluation can be to utilize a goal-free approach. The evaluator begins the

evaluation process tries to understand what the program is actually doing. The

premise behind this approach is that if the program is achieving its goals then it will

be assessed during the evaluation. Conversely, if the goals of the program are not

being met, that will also be uncovered during the evaluation process and resources

are not gathering information that may be irrelevant (Scriven 1991).

Sometimes equally as important as defining the purpose of the evaluation, is

defining what the purpose of the evaluation is NOT, especially when communicating

with a diverse range of stakeholders. For example, if the evaluation is intended to find

areas of potential program improvement, it may be worthwhile to explicitly state that

the results will not be used to eliminate the program or to make judgements about

particular students or faculty members (Thomas, 1994).

CHAPTER III

RESEARCH METHODOLOGY

This chapter discusses the research design used, research locale,

respondents, instrumentation, data gathering procedure, data collection procedure,

data analysis plans and treatment of data.

Research Design

The method used in this study is a descriptive method in securing the required

data to identify the effectiveness of Institutional Student Programs and Services of

Surigao Del Sur State University – Lianga Campus, Lianga, Surigao del Sur.

Research Locale

This study was conducted at Surigao del Sur State Univeristy- Lianga

Campus. The school is located at P-2, Lianga, Surigao del Sur.

Research Respondents

The 296 selected students from various colleges of SDSSU – Lianga Campus,

Lianga, Surigao del Sur during first semester A.Y. 2014-2015 are respondents of this

study, selected through random sampling.

Table 1 represents the distribution of the respondents of this study and their

respective percentage. As can be seen, the College of Business and Information

Technology has the highest number of respondents and followed by College of

Teacher Education, College of Fisheries and Technology, and the College of Arts and

Science has the lowest number of respondents.

Research Instrument

The research instrumentation used in the study was a researcher-modified

questionnaire on Effectiveness of Institutional Student Programs and Services in

SDSSU – Lianga Campus. The questionnaire is composed of one (1) part:

The questionnaire consisted of 26 questions. In answering the questionnaire

the student checked his/her preferred choices among the 4-point rating scale.

Data Gathering Procedure

In gathering the data, the researchers requested for list of officially enrolled in

first semestral in A.Y. 2014-2015 students from the registrar’s office of the SDSSU –

Lianga Campus, Lianga, Surigao del Sur. The respondents determined by random

sampling using Slovin’s Formula to determine the exact respondents. Then, the

researchers personally distributed and retrieved the questionnaires to the chosen

respondents.

Data Collection Procedure

The researchers collected data through the survey questionnaire that will be

distributed to the students of SDSSU – Lianga Campus.

The collected data were tallied, tabulated and then subjected to analysis and

integration.

Data Analysis Plans

The respondents answered the questions according to the instruction

provided. They indicated their responses by checking one of the four choices after

each item, namely (1) not effective, (2) moderately effective, (3) effective and (4) very

effective.

This chapter contains the results, analysis and interpretation of data on the

Effectiveness of Institutional Student Programs and Services of SDSSU – Lianga

Campus, Lianga, Surigao del Sur.

Table 2 shows the various areas of the Institutional Student Programs and

Services offered in the SDSSS – Lianga Campus with the corresponding evaluation

rated by the students of the campus. The values are the weighted mean calculated in

each statement.

1. Admission Services

Data reveals that the system of recruitment admission services is moderately

effective with a small mean value of 1.98. Likewise, the dissemination of retention

policies with a mean value of 2.12 is found to be also moderately effective. The total

grand mean for this area is 2.05 and with a grand evaluation of moderately effective.

2. Scholarship and Financial Assistance

Data reveals that the implementation of policies and guidelines in the selection

and retention of academic scholars with a mean value of 1.91 is moderately effective.

Likewise, the information of responsibilities of the scholarship/grantees concerning

grade requirement has a mean value of 1.82 is also found to be moderately effective.

The total grand mean for this area is 1.86 and with a grand evaluation of moderately

effective.

The response tells that Scholarship and Financial Assistance needs

improvement to support the needs of the students.

3. Food Services

Data shows that the provision of clean and comfortable place for serving meals

is moderately effective with a mean value of 2.15 while the provision of nutritious and

well balanced meals has a mean value of 2.22 and also found to be moderately

effective. Likewise, the provision of affordable food items with a mean value of 2.20,

the provision of sanitary and well-organized kitchen has a mean value of 2.20 and the

management of health-certified and competent staff in the kitchen operation with a

mean value of 22.17 also, claimed to be moderately effective. The total grand mean

for this area is 2.18 and with a grand evaluation of moderately effective.

This implies that Food Services have a good implementation to the students as

to their rating. It implies that students are slightly satisfied with these services.

4. Health Services

Data shows that the health services programs for the students with a mean

value of 1.95 is moderately effective. Likewise, the provision of a medical/dental unit

with supplies and equipment with a mean value of 2.09 is found to be also

moderately effective. The total grand mean receive from this rated area is 2.02 and

with a grand evaluation of moderately effective.

This suggest that health services reasonably needs improvement for the

welfare of the students in the institution.

5. Safety and Security

Data depicts that the system of policies on safe and secure environment of the

institution is moderately effective with a mean value of 1.94 whereas the earthquake

and fire drills in the institution has a mean value of 1.88 also claimed to be

moderately effective. The total grand mean for this area is 1,91 and with a grand

evaluation of moderately effective.

Data suggest that safety and security needs to have further improvements to

secure the safety of the students as well as to the staffs of the institution.

6. Student Housing Services

Data convey that the implementation of dormitory/boarding house rules and

regulations with a mean value of 2.11 is moderately effective whilst the monitoring

and evaluation of dormitories and present boarding house with a mean value of 2.16

is also moderately effective. The grand mean for this area is 2.13 with a grand

evaluation of moderately effective

This implies that the student housing services found to have higher rating has

a strong implementation. The students are aware of the different rules and

regulations on their respective dormitory/boarding houses.

7. Multi-faith Services

Data shows that the policies and provisions of environment conductive to free

extrusion of one’s religious orientation in accordance with institutional principles is

moderately effective with a mean value of 2.01

The response tells that multi-faith services are well implemented with respect

to the beliefs of the students in this institution.

8. Services for Student with Special Needs

Data express that the programs and activities designed to disabilities,

indigenous people and single parent is moderately effective with a mean value of

2.15.

The response tells that services for student with special needs have a good

implementation as to the rating of the students.

financial support and or scholarship for athletes with a mean value of 2.15, the sports

services unit with facilities and equipment, supplies and materials with a mean value

of 2.02 also claimed to be moderately effective. The total grand mean for this area is

2.07 with a grand evaluation of moderately effective.

This implies that sports development program should maintain the

implementation of their services as they were given higher rating by the students.

activities by the students with a mean value of 1.93 also found to be moderately

effective. This area has a grand mean of 1-94 and with a grand evaluation of

moderately effective.

This implies that social and community involvement programs is yet to be

improved to make socialization stronger and that interaction of students among

people will be enhanced.

Generally, the student’s feedback got the total grand mean of 2.02, and all the

Institutional Students Programs and Services being rated by the students of SDSSU

– Lianga campus claimed to be “moderately effective”. There are areas received high

ratings whereas some areas received low ratings which indicate that these services

need to be improved.

SUMMARY, CONCLUSIONS AND RECOMMENDATION

This chapter discusses the implication based on the findings of the study.

Summary

Institutional resources and reputation featured in college rankings are largely

irrelevant to high quality educational experiences as measured by student

engagement in educationally purposeful activities (Kuh and Pascarella 2004; Pike

2004) Student satisfaction with the institution is an important but sometimes

overlooked variable in determining the quality of the undergraduate experience.

Satisfaction represents a sense that the student feels he or she belongs at, and is

loyal to, the institution (Lenning, Beal, and Suer 1980; Tinto 1987) and is highly

correlated with engagement (Abrahamowicz 1988); Astin 1993b; Holland and

Huba1991; NSSE 2005; Russsel and Skinkle 1990; Whitt 1994), persistence

(Pascarella and Terenzini 1991; Tinto 1987), and academic performance (Bean 1980;

Bean and Bradley 1986; Bean and Vesper 1994; Pike 1991, 1993).

The evaluation on the Effectiveness of Institutional Student Programs and

Services of SDSSU-Lianga Campus had given these results:

Based on from the findings, the different programs and services being rated by

the students of SDSSU-Lianga Campus claimed to be moderately effective. There

are some areas such as the Food services, Services for students with Special Needs

and Student Housing Services received high rating. Likewise, the Scholarship and

Financial Assistance Services, safety and Security, Cultural Programs and Social and

community involvement programs hot the low rating which indicates that these

services have to be improved.

Conclusions

Based on the foregoing findings, a conclusion is hereby formulated. The

institutional Student Programs and Services of SDSSU- Lianga Campus are all

moderately effective which indicates that these services have to be improved

especially on areas the Scholarship and Financial Assistance Services, Safety and

Security, including Cultural Programs and Social and Community and Involvement

Programs.

On the basis of the prior conclusions, the researchers present the following

recommendations:

1. The school administration should improve the implementation and monitoring of

the different services which are found to have lower rating.

2. Similar study maybe conducted to assess the Effectiveness of Institutional Student

Programs and Services at the later year.
