INTRODUCTION

Texting is the demonstration of creating and sending electronic messages, ordinarily

development of a vehicle, including cruisers, trucks, transports, and bikes. Authorization to drive

on open parkways is conceded dependent on a bunch of conditions or laws being met and drivers

are needed to follow the set-up streets and transit regulations in the area they are driving. Mixing

the two on any day would be a disaster and nuisance to the public and its’s officials. It would

cost a lot of money even a life could be taken away either the driver or both. According to the

article on the MANILA TIMES website composed by Micheal Joe T. Delizo “Texting while

driving still continues despite law”. Republic Act No. 10913 or the Anti-Distracted Driving Law

states “It is hereby declared the policy of the State to safeguard its citizenry from the ruinous and

extremely injurious effects of vehicular accidents. While the State recognizes the vital roles of

information and communications technology in nation-building, the State also takes cognizance

of the inimical consequences of the unrestrained use of electronic mobile devices on road safety

as to cause its regulation”.

Even though this law is in effect it is still observed that many are still texting and calling

while driving for the past 5 years. This has got to stop and solved through a reasonable solution

so that many lives will be saved through this simple written report.

1. INTRODUCTION: NATURE & SCOPE OF THE PROBLEM

Texting while Driving is amazingly hazardous by numerous individuals, including

specialists, and in certain spots have either been prohibited or limited. As a type of occupied

driving, messaging while at the same time driving altogether builds the odds that a driver will be

engaged with an engine vehicle mishap. The victims or should we say scope of this problem is

the drivers, passengers if any and bystanders in every sidewalk, crossing lanes and many more.

Many will suffer unexpected injuries or even unexpected loss of life in a blink of an eye because

of this hazardous act on the road.

2. INTRODUCTION: OBJECTIVES

 Analyze the problem to find out why even if there is a law in effect it’s still

continuous

 Compare other recipe to accidents and tell which is the most vital recipe to the main

problem

 Establish a solution or recommendation to fully support other studies

recommendations.

 Discover more why and what is keeping this hazardous act un-avoidable.

 Find out if age is inversely related to the Main Problem

3. INTRODUCTION: SIGNIFICANCE OF THE STUDY

The importance of this study is to aware not only the readers whom have cars but also

those who don’t. Furthermore, inspire more aspiring researchers to fully look onto this

problem and suggest or recommend more solutions and drafts to at least enhance the

everyday knowledge of the readers about the problem that is still prone on the roads of this

country. Most importantly to those whom are very affected by the problem, the drivers who

are just normal citizens going to their jobs, vacations or having a little road trip yet, having

the urge to go through their phones while driving distracted of the unexpected faith that will

fall upon them in just a quick second.

4. INTRODUCTION: HISTORICAL AND THEORETICAL BACKGROUND

In the United States, about 1,600,000 deaths in road crashes are caused by people using

mobile phones while driving according to a 2013 study by the National Safety Council. Globally,

mobile phones are the biggest cause of accidents in what is now known as the “distracted driving

syndrome.” This situation arises when a driver takes his attention away from the road and his car

to do something else while the automobile is in motion.

In the Philippines, mobile phone use is the ranked as the 12 th most common cause of traffic

crashes based on the 2006 review of the National Statistic Coordination Board. From 2001 to

2006 alone, road crashes caused by the use of mobile phones increased five times or 500 percent,

the highest rate of increase among traffic accident causes. Even the persistent theory that hands

free sets like earpieces or Bluetooth activated devices prevents distraction has been debunked by

a study at the University of Utah in 2006. The study reveals that use of mobile phones is as

dangerous as driving under the influence of alcohol. Driving and texting is even worse. A

Virginia Tech Institute study in July 2015 showed that texting while driving is 23 times more

likely to cause a crash. In that study, drivers were noted to have travelled the distance of a

football field without their eyes on the road.

United States data shows the following about driving while using mobile phones:

 23 percent of all auto collisions in 2011 involved cellphones (that’s 1.3 million crashes)

 the minimum amount of time you take your eyes of the road with a cellphone is five

seconds – that is like travelling 55 miles per hour across a football field

 text messaging makes a crash 23 times more probable

 dialing makes a crash 2.8 times more possible

 talking or listening makes a crash 1.3 times more possible

 reaching for a device gives 1.4 times more risk of a crash

 13 percent of drivers age 18-20 involved in car wrecks admit texting or talking on their

mobile devices during the crash

 1 in 5 drivers (20 percent of motorists on the road) of all ages confess to surfing the web

while driving

What is worse is that texting while driving is like driving blind for five seconds or equivalent

to driving after five bottles of beer. The Philippines’ Anti-Distracted Driving Act of 2016, “bans

the use of a mobile communications devices to write, send, or read text-based communication or

to make or receive calls,” along with “using an electronic entertainment or computing device to

play games, watch movies, surf the Internet, compose messages, read e-books, perform

calculations, and other similar acts” while driving or while waiting on a “red signal.”

There are exceptions to the use of mobile phones while driving though. The bill would not

apply to people “using mobile phones for emergencies, including calls to a law enforcement

agency, healthcare provider, fire department, or other emergency services, agency or entity,” or

to people “using mobile phones while operating vehicles providing emergency assistance,” such

as ambulances or fire trucks.

“While the State recognizes the vital roles of information and communications technology in

use of electronic mobile devices on road safety as to cause its regulation,” said Senator Serge

Osmeña, then chairman of the Senate Committee on Public Service. First offenders will get a

fine of P15,000 and on the third offense, his or her driver’s license will be suspended. The

problem is that the prevalent use of mobile communication devices. In adult drivers alone,

almost 98 percent own and use a mobile phone inside their cars.

They set a bad example to 48 percent of young drivers who have seen their adult counterpart

use these mobile phones while driving and 48 percent of kids, ages 12-17, have been in a car

where the adult driver is texting and the real solution is not more technology as an earlier quoted

study would say but discipline in the use of mobile communication devices. Because talking on a

mobile phone while driving gives one and a half times more risk of getting into a crash.

5. INTRODUCTION: REVIEW OF RELATED LITERATURE

According to Kelly Pham (2017) Texting while driving creates an unsafe environment for a

large number of commuters because distracted driving leads to diverted attention from the road.

Even though there are active laws prohibiting the use of cell phones while driving, individuals

still continue to engaged in this risky behavior despite the potential risks. She also added that

young drivers between the ages of 18-24 are the highest offenders of texting and driving, and this

fact could be detrimental to the future of road safety because what they practice might become a

habit later. This population is already risky demographic on the road, but these drivers value

communication over safety.

For Megan Dauenhauer (2016) while teenagers and adults rampage of texting while driving,

our roads become increasingly dangerous to drive on. “Intextification” is a term used by Penning

to describe the act of texting while driving and therefore being too distracted to drive at full

potential. Although the laws are becoming stricter on enforcing no texting while driving the

problem is not disappearing.

In addition, Daniel Fischer (2019) stated texting while driving has become a serious issue in

recent years as texting has surged a new means of communication and as a cellphone interfaces

have become increasingly user friendly. He added that one method of prevention that might

warrant further consideration is the introduction of technologies that would disable certain cell

phone functions when a car is in motion. When it comes to such a proposal, there are various

stakeholders that are engaging in discourse about whether such a drastic step would need to be

taken.

For Amanda Scriarabba (2016) Texting and Driving is a dangerous and serious issue in

society today and currently the methods used to prevent it are simply not working. The largest

danger is in teenage and adults population because they are largely connected to each other

through their cell phones and have more cell phone use than any other generations.

METHODOLOGY

The action taken in acquiring the date is only Descriptive Method since I’m not allowed

to go out and conduct a survey since this time of pandemic is still occurring. Thanks to the

website of LFTRB and NSO I have acquired said data virtually and a very accurate data.

Through the use of the web or net I was able to search through the needed data from the past 5-

10 years of accidents which focuses on the problem Texting while Driving. I then clearly

analyzed and observed the statistics of the incidents involving the problem. The given data that I

have read is already in summarization which is really easy to interpret.

reading texts was the most commonly reported distracted driving behavior (48%), followed by

viewing maps (43%) and writing texts (33%). Reading and writing email and viewing social

media sites were less common. By comparison, 11% of respondents reported having driven

while impaired by any substance over the prior 30 days, half of which said they had done so

rarely. Only 4.9% of respondents reported having enrolled in a program aimed at reducing cell

phone related distracted driving.

Data shows that age was significantly and inversely correlated among the drivers in the past 5-10

years demonstrating that more youthful drivers announced more elevated levels of Cell Phone

CONCLUSIONS AND RECOMMENDATIONS

1. Conclusion

Cell perusing and composing exercises are normal in the overall Philippine populace and

fluctuate by movement in the previous 5-10 years, with perusing and composing instant

messages and utilization of GPS being the most well-known. As seen of the data it is inevitable

for the ages of 24 up to be distracted because in this generation, a cellphone is now glued to the

hand, eye and face of any beholder mostly to the young adults. Age is inversely correlated in

terms of driving whenever a young adult is doing it. It shows that age is the whenever you are

driving and a cellphone is near mostly when you are young you are easily distracted when a

message pops up or a call is waiting to be answered. It goes to show that experience and being a

veteran on the road is needed even when you are still young discipline must be put to place

whenever we are driving.

2. Recommendation

Cars should have a Bluetooth connector which allows to automatically answer the call or

even send a text using a voice message to the person even if that person is important. Drivers

should put in silent mode if they want it simple and keep the vibrate off. No distractions and

temptations will be in effect just as being disciplined to. Law officials should be serious on

implementing the safety precautions and guidelines or furthermore implement at every Driving

school or institution.
