The DO no 47, s. 2016 entitled “Omnibus Policy on Kindergarten Education” sets the basic
standards for effective and efficient implementation of Kindergarten Education Program. It further
states that assessment of child readiness in Kindergarten starts with administration of Philippine
ECD checklist. The Philippine ECD Checklist is used as the main tool for monitoring
developmental milestones among kindergarten learners. The results in ECD assessment
checklist will serve as basis for planning and implementing interventions to address risks of
developmental delays and improve growth and development among kindergarten learners. The
teacher administer the ECD checklist in the beginning and at the end of school year. Teacher can
administer the ECD checklist in the middle of the school only if the leaners’ initial Philippine ECD
Checklist result shows significant delay in overall development.
The assessment of a child readiness doesn’t end upon the completion of administration of
the Philippine ECD Checklist. On the part of the teacher, it takes another step of preparation of
the raw data from ECD Checklist in order for the teacher to arrive to a conclusive results. In most
cases teachers has to do it manually and repeatedly. Such course of action is prone to error, un-
necessary, tedious and time consuming considering that the teacher has to do this for each
learner under his/her advisory. Due to numerous loads and other ancillary work assigned to the
teacher, sometimes they failed to accomplish to meet the deadline of the said report on the given
time limit or due date.
This situation calls for faster and more efficient way of formulating results and reporting on
child’s readiness after the administration of Philippine ECD Checklist. This will allow teacher to
become more productive not only in formulating results on child’s readiness but to other tasks he/
she has to accomplish.
ECD ETOOL is an electronic Philippine ECD Checklist desktop application. It is a data col-
lection and reporting system of Philippine ECD Checklist. It was developed to automate the pro-
cess of formulating the ECD Checklist result and reporting. It is a standard relational database
application, hence capable of handling large set of data.
With much hope of improving teacher’s efficiency in formulating the child’s readiness in the
administration and formulating the ECD Checklist result and improve their productivity in general,
the authors thought of utilizing the ECD ETOOL as the main tool for ECD Checklist assessment
data collection and reporting, and eventually improve their productivity and efficiency in ECD
Checklist assessment reporting.

ECD ETOOL Installer
The following conditions must be met for the application to run success-
fully:

Before you can download the ECD ETool, you need to fill up the request
form from this webpage :

If you have successfully filled up the form, you will receive a system gener-
ated email with the activation key and the link of the installer.
It is very important to fill up the request form to register your account for
the activation of the ECD ETool in your computer.
Note: Only DepEd email will receive the activation key and the link of the
installer.
Follow these steps to get your copy of ECD ETool.
Open this webpage and fill up the form. Click submit after filling up the
form.

Login to your DepEd email, check and open your email inbox. Search for the
email received from [email protected]. Inside the email, you can
find the link of the installer and the activation key.
Click the ECD E-Tool Installer link and it will land you to the Google drive
where the ECD Etool is saved.

Select the file from the drive that ends with “.exe”, and then right click,
then select download to begin downloading the file. The file that ends with
‘.exe’ is the ECD ETool installer.

The following instructions are the basic steps on how to install ECD ETOOL.
Open the location of the file installer and double click to start installation
process.
A wizard setup window will pop up. Tick "I accept the agreement", and then
click Next button.

Tick Create a desktop shortcut, and then click Next.
A wizard setup window will pop up. Tick "I accept the agreement" , and
then click Next.

Wait the installation process to finish as indicated by the progress bar.

The application will launch. You have now successfully installed the ECD ETOOL.

Once you have installed successfully the tool , you will need to activate it.
This will allow to use the tool forever. After five days the tool will disable
most of its features if you failed to activate.
Paste the key in the activation box. Then click Activate button.
Make sure there are no extra spaces when pasting the activation key. Only
certain number of characters is allowed in the box.

Wait for the activation process to complete. Make sure you are online. If
attempts have failed, check if you are connected or the activation key is cor-
rect , reload the activation window and try again until you are activated.

II. Quick Startup

When installing the application, its shortcut icon will appear on the desktop. If
you cannot see the application’s icon, you can search it in the Windows search
bar with “ecd” keyword.
To open the application, you can double click the icon on the desktop or search
the application in the search bar as shown in the figures below. The icon can be
found also in your start menu.

The first thing that we should do is to create our checklist file in .ecddb format
in which all the data in the checklist are read and written. If you have set your
system to show the extensions of your files in the file explorer, you will notice
that all your ECD ETOOL files end with the ‘.ecddb’ filename extension. This file
is portable and can be saved at any location in your computer or any drive, just
like any regular files. You can open this file to other computer as long as that
computer has an installed ECD ETOOL application.
Save-file dialog window will pop up. Select a location where you want to save
your file. Type your desired filename then click Save.

The file you have just created will open. Maximize the main window.
Click Create Class button.
Fill in the form with appropriate data, click Save and then click OK.
You have now successfully created a class in your checklist. If you have two ses-
sions, you can add another class in the current file, just repeat the above steps.

There are two possible ways in making entry of pupils data in your checklist.
The first one is using Enroll Learner facility ,and the other one is using the Im-
port SF1 facility.
Use the first option (by clicking enroll learner button) when you want to manu-
ally encode all the data to your checklist.
Use Import SF1 facility (by clicking Import SF1 button) when you want to copy
or import data from SF1. Importing SF1 will save you from manual encoding of
the data to the checklist and we recommend this process whenever it is possi-
ble.
Note! You can skip this process if your SF1 is available for import.
To enroll the learners to a class do the following steps:
In Home tab, open the class by clicking the pencil icon, under section column.

In the class window, click Enroll Learner button
Fill up the form with necessary data, click Save and then click close.

The child’s name will be added in your Class Masterlist.
You can edit anytime the child’s profile by clicking the Profile button.

If SF1 is available, you can import it to your class checklist. Importing SF1 will
save you from manual encoding of the data in the checklist.
To import Sf1 , click Import SF1 button . Click OK when a message box appear.
Open-file dialog box will pop up. Locate your SF1 and select, then click open.

Wait for the import process to complete as indicated in the status bar. A mes-
sage will pop, click Ok.

Now that you have names of your pupils in your checklist, you can conduct
your assessment to each of the pupils as needed.
To assess a pupil in the Checklist window, click the drop down name box to
choose a pupil's name.

Select the name you want to update the checklist from the drop down list.
Click “Edit” so that you can edit the checklist whose name is appearing in the
name box.

Click “Date” to update the date of assessment. Set the date and then click
Save. Note, you cannot update or edit the checklist if date of assessment is not
available.

Once you're done , click Commit Changes. You can update anytime when need-
ed.

Now if you want to print the result of your assessment, click Report tab.
Select the name, assessment period and the template you want to print.

To use your desired printer, you need set it as the default printer. If the de-
sired printer is not the default printer, click Print Button.
Select the printer you want use. Right click on it and then select Set as Default
Printer . Close print dialog when done.

Click Page Setup.
Set up the page. Use recommended page settings and then click ok when
done.

Click Page Preview to see the actual form when printed.
In the Preview window, click the print icon. In the Print window click Print
button to begin the printing job.

To generate the class summary reports, click Class Summary Form tab
found at the bottom of the window.
You can choose between Class Summary Form A and Class Summary Form
B to print

III. Consolidating Report

You can combine ECD ETOOL files into a single file. This will enable you
to generate consolidated report for school or district level. To import
ECD ETOOL files do the following steps.

Click Add file
Select the checklists you want to import then click Open. You can select
multiple files in your selection.
Click Consolidate to begin the processing of the selected files. Wait for the
process to complete.

Importing ECD ETOOL files enables you to generate consolidated report.
To generate a school summary report, do following steps.
Under File window click Report to open the Report window. Select the
School Summary tab. Update the filters and then click Search to display the
summary report.
