Identification and description of the Managerial Issue:

As Health policy consultants, we can face various managerial issues:

1) Performance levels have dropped:

Workers may pass through the stages in which they are not as efficient as normal. Reason

for This Is That a decrease in productivity may influence other team members as well as

strategic goals, it's important to keep employees encouraged. Executives who evaluate

company policies and processes on a routine basis might increase productivity.

2) Communication breakdown:

When it comes to management teams, the other problem is keeping excellent

communication. Because every participant has a distinctive personality, there is a

possibility for misinterpretation.

3) Ineffective teamwork:

When individuals spend too much time on individual activities, they may lose the

emphasis on teamwork.

4) Pressure to execute work:

Some managers, particularly young managers, may feel pressured to overcome

challenges from the start of their careers.

5) Organize your time:

2|Page
Administrators sometimes work hard to strike a balance between their work because they

are responsible for administering their teammates and coping with other department

managers.

6) Workplace culture is poor:

When employees feel disconnected from the rest of the company, their motivation may

suffer.

7) There aren't enough regular feedback sessions:

A lack of regular feedback due to the assumption that individuals don't have the time

might lead to a lack of employee buy-in since they believe line management doesn't see

the system as a useful tool for reducing accidents.

Identify and Describe the Impact and Scope of the Managerial Issue:

In terms of the effect on administrative achievement, the executive's function in the workplace is

possibly the most important. Executives have the most straightforward effect on the people they

oversee. They oversee ensuring that the performance of their unit and its workers is in line with

the company's overall goals and targets. They have a considerable impact on the society of the

firm.

One of the most significant ways a manager can have an impact on business results is by creating

and advocating a solid and properly executed managing performance culture. Frequent

discussions between the administration and the worker are feasible with a great system, that

provides a platform for the pressure applied, quantifiable success criteria as well as the chance

for mentoring[ CITATION Bae05 \l 1033 ].

3|Page
No number better reflects the impact of a manager on an employee's day-to-day lifestyle than

Gallup's discovering that executives account for 70% of the variation in employee involvement

concentrations. According to Gallup surveys, consistent managerial communication is related to

increased levels of engagement, with those that combine face-to-face, phone, and messaging

services getting the highest outcomes. An emphasis leads on an employee's strengths and how to

improve these and correcting their faults. A strengths-based culture allows employees to learn

faster and generate better amounts and quality work by letting them use their natural skills to

their full potential[ CITATION Slo12 \l 1033 ].

Provide a Description of Your Job Role:

Health policy consultants do investigations, write reports, and oversee the implementation of

healthcare policies and programs. A healthcare consultant works as an analyst, learning about the

operations of a healthcare-related company to increase efficiency. One of the most important

functions of a consultant in any business is to assist an organization in identifying cost-cutting

and revenue-generating opportunities. You could work for the government, educational

organizations, research laboratories, hospitals, or various community organizations. A health

care manager, a health marketing program officer, or a health services researcher are all terms

that might be used to describe you. These positions can be found in a wide range of healthcare

settings, including clinics, medical facilities, and insurance coverage businesses. Healthcare

consultants can be hired as long-term consultants or analysts by a healthcare corporation, or they

can work for an outside consulting firm that sends personnel to consult at a range of client

organizations[ CITATION Lim18 \l 1033 ].

In general, health policy expert’s consultant responsibilities are:

4|Page
● Investigate and advocate for a variety of issues and solutions that will aid in the

improvement of the healthcare system.

● Examine the many health-care alternatives available in your community or workplace, as

well as the need to address such issues.

● For the formulation of a health plan, use the most up-to-date techniques, standards, and

trends, such as cost-benefit analysis, program assessment, and so on.

● On the requirement of customers, lobby for certain research findings or projects.

● Design and perform several analytical investigations to back up the goals and plans that

have been established.

● Examine the most recent government policies and follow them while coming up with

efficient remedies.

● Evaluate the impact of the policies and solutions that have previously been implemented.

● Suggestions for improving ineffective healthcare programs

● Solve community and social health problems in the most cost-effective manner possible.

● Determine the cost of health policy programs and establish budgets for them.

● Set aside funding to execute new healthcare policies.

● Make recommendations, graphs, briefings, slides, and other components for senior

management's review and submission.

● Create health-related indicators and data

● Collaborate with employees at all stages of the organization, as well as administrative

officers, government executives, health policy examiners, and any other outside group, to

achieve the organization's aims and goals.

● Participate in and organize health policy meetings, seminars, and conferences.

Healthcare Related Managerial Issues

First Issue:

The first major issue is a lack of enough capacity to deal with the increasing patient volume. The

demand for intensive care unit (ICU) beds, ventilators, and manpower in many regions greatly

reached the threshold capacity.

Solution:

First, they devised a comprehensive strategy for increasing intensive care unit supply. In many

regions, MMC supervisors are also working on a plan to better deal with the growing patient

volume (Kamimura, 2018).

Policy:

MMC is continuing to explore all options for increasing funding and cash flow to the

organization. The Coronavirus Aid, Relief, and Economic Security (CARES) Act provided $5.6

million in new financing in mid-April, which will aid the organization's finances but only covers

a very tiny fraction of the net revenue drop.

Second Issue:

The requirement for the real-time redesign of patient care models is a second challenge. Because

of the infection's extremely contagious nature and severity, doctors, nurses, and other

professionals must determine the best healthcare system and room design. Ensuring the physical

and mental wellbeing of frontline workers is a related issue [ CITATION Kam18 \l 1033 ].

Solution:

6|Page
MMC's principal wellness officer and the Care for Caregiver Committee, which supports

Marshall Physicians and employees, developed plans to reduce stress and emotional pressures.

Policy:

It forces the ethics committee to look at unusual measures like triage, resuscitation, and medical

instructions for life-saving therapy (POLST).

Stakeholder Analysis

A stakeholder analysis can help policymakers and managers recognize substantial participants

and analyze their knowledge, objectives, locations, affiliations, and importance regarding the

strategy. This permits policymakers and executives to interconnect more efficiently with

important investors, resulting in better support for a certain policy or program. When this

analysis is accomplished before the application of a strategy or program, representatives and

managers can notice and respond to any misapprehensions and confrontations to the strategy or

program. The plan or program is more probable to be successful when a shareholder analysis and

other vital tools are used to guide the application.

What is the relationship between this stakeholder and your managerial responsibilities in

this case?

This stakeholder is linked to my role of Health Policy Consultant and related to this case since

they use their investigation and examination to enlighten general society and private associations

of their motivating forces to the restorative administration’s structure and overall prosperity of

the nation, people, and organizations. Due to the free covid vaccine, my role is to write my new

7|Page
policies that would conform to reimbursement to facilities that administer the vaccine [ CITATION

Pou98 \l 1033 ].

What managerial issues does the stakeholder touch, who does this stakeholder serve, and

what do the constituents gain by attaining the stakeholder's mission objectives?

The Marshall Medical Center is supported by the Rural Health Services Department. Their

partners give them the tools they need to improve the patient and employee experience. Clinical

heads and personnel are being planned to improve the organization.

The viewpoint of a stakeholder organization from a position of power and purpose

Stakeholder’s made a comprehensive surge plan to increase inpatient capacity from 51% to

100%. MMC supervisors are also working with the El Dorado County Office of Emergency

Services to ensure that the plan is well-coordinated.

Each stakeholder's connected stakeholder OR an organization that opposes the stakeholder

and describes their viewpoint on the same subject.

MMC executives are now more committed than ever to helpful for and handling patients as a

result of the COVID-19 catastrophe. Here are some of the ways MMC is trying to ensure that

patients receive prompt, high-quality care during COVID-19.

Is the direct stakeholder present when the incident occurs? If not, when and how will it be

engaged in the emergency management efforts? List the points of communication and

connectivity between the response team, the victims, the primary/direct stakeholder, and

the associated stakeholder.

8|Page
MMC's healthcare executives are reaching out outside their walls to help COVID-19 patients and

others who rely on hospitals. It has done the following in the last few weeks: Developed

telephone pre-visits for patients who want medication replenishes or routine laboratory work,

eliminating the need for patients to physically visit clinics, launched an outreach program to area

senior housing, and trained nursing institutions to provide on-site physical examination and

support, to allow susceptible elder groups to stay in their homes while unmoving obtaining

critical medical treatment and provide homeless people with outreach and shelter.

Potential Restrictions and Potential Requirements

Potential Restrictions:

Rural hospitals face financial difficulty due to dwindling populations, which means fewer

patients to fill beds. Although the population of metropolitan counties has increased since 2000,

the population of rural counties has fallen, resulting in a decrease in revenue for rural hospitals

(Arnold, 2014).

Potential Requirements:

Constant to permit employees to bill and gather up for services provided, guaranteed bond the

issue, which will be finished in late April. However, that will contain approximately $27 million

to refill cash reserves, verified and followed all disease activities related to for future financing

support from the Federal Government Emergency Management Agency as well as the State

Office of Emergency Administration. When essential services are necessary to handle pandemic-

related activities, redeploying workers to the labor pool is necessary, changing team hours. so

that employees who are unable to work due to the virus work fewer hours, allowing them to take
9|Page
unpaid time off or use accumulated PTO (PTO) and assessed service lines to determine future

measures in the immediate aftermath of COVID-19.

Lessons learned from Role

1. How to work in uncertain circumstances

2. How to manage financial constraints

3. How to tackle the emotional burden

1. How to work in uncertain circumstances

As the situation of CoVID-19 was very uncertain, nobody knew how and when it will end.

During such uncertain circumstances, Marshal Medical Care played its role very well. Health

policy consultants learned how to work in such circumstances when everyone is worried and

stressed. As a Health policy consultant, it was learned that uncertain circumstances might come

at any time, but the important thing is you must have the ability to deal with the situation.

2. How to manage financial constraints

Marshal medical care faced some financial constraints although they received some funding for

dealing with CoVID-19 the financial impact due to this pandemic was unknown. Health policy

consultant learned how to deal with the situation when there is fewer resources or money is

available.it was learned that as a health consultant you must know how to manage within given

money or finance. Financial constraints can create many problems in addition. So, learning to

manage during financial constraints is essential for health policy consultants.

3. How to tackle the emotional burden

10 | P a g e
Due to CoVID-19, besides work pressure, there was an emotional burden because no one had

any idea how these circumstances will go to end. During the job, as a health policy consultant, it

was also learned how to handle your emotions although you are very stressed or have severe

work pressure. To cope with stress is not only helpful for the individual himself only but this

ability to deal with emotional burden or stress, also helpful for others.

Communication plan

Health policy consultant during CoVID-19 in Marshal medical care worked more than his job.

During the pandemic it was not possible to communicate directly or face to face with other

patients and all staff of the hospital, so, for a communication plan, an approach of engagement

from distance was developed. Patients who needed regular checkups and suffering from some

other diseases other than that of CoVID-19 were contacted through phone calls before they

visited the hospital. Patients who needed to refill their prescriptions were also contacted through

phone class and if there is not a serious issue they were consulted on the phone so that they don't

need to come to the hospital. A second platform used for communication was arranging virtual

visits via Epic MY Chart. Moreover, for people to know about the state's shelter in place for the

public, buses, signboards, and bus posters were used. This was also an approach for

communicating a plan. This approach also included awareness among people regarding

protective measures, using social media (Facebook, Instagram, and Twitter). Make people know

about the severity of CoVID-19 and make them stay in their homes and take care of themselves

and others. Furthermore, increase awareness about safety risks in staff through virtual meetings

and to know and let them know about the issues and problems regarding the health of the patient,

equipment, finance, and other such things.

A health policy consultant is a specialist who provides advice and assistance to businesses and

organizations. Their role is to help organizations decrease occupational health and safety hazards

while also offering best-practice consulting to help them manage the system internally more

effectively [ CITATION Kri19 \l 1033 ]. Health policy consultant in Marshal Medical Care provides

healthcare facilities to patients and also coordinates the treatment of patients. Patients of CoVID-

19 are specially looked after and are kept separate from other patients. However, patients

suffering from other major diseases are also treated with special attention. Monitoring the staff

for proper working and ensuring the care of patients is also the responsibility of a health policy

consultant. Enough or sufficient availability of medical equipment in any healthcare center is a

vital component so that patients don't face any problems due to lack of medical equipment
