II. DESCRIPTION

A. Physical Description (Describe the physical features – exterior, interior, landscape surrounding the structure)

Lapaz Public Market is bounded by the Huevana St in the southeast, Rizal St. in the
southwest, Lapaz Railway Station in the Northeast and Arroyo Extension Street in the Northwest.

The Main Public Market Building is the main entrance of the public market. It is two floor
building about 9 meters in height, 17 meters wide and 10 meters in depth. The entrance is about 8
meters wide with grilled gates. The main building is flanked by a one floor building of stalls on its left
and right side.

The Main Public Market building is light cream colored with dark red accents. The main
entrance has decorative scroll element support the beam of the second floor rendered in Art Deco
Style. The name of the building “La Paz Public Market Iloilo City” is etched on top of the entrance.
There are three windows on the second floor marked by a column design. An extended roof
surrounds the upper part of the building.

The ground floor of the building is occupied by small stalls selling different wares and fruits
as well as the power supply room. The entrance to the second floor is located on the left side of the
building.

The second floor is occupied by the Local Economic Enterprise Office. The room is divided
into 5 partitions with 1 rest rooms.

Lapaz existed as a separate Municipality until 1937 when it became part of Iloilo City by
virtue of Commonwealth Act No. 158. As a separate municipality, it operated its own market. The
present Lapaz Public Market started sometime between 1918 to early 1920s. The market rose from a
fishpond that was reclaimed with dredged materials from Iloilo River as reported by the Quarterly
Bulletin of the Bureau of Public Works in 1918 (Lujan, Nereo. FB post 6/5/2017). The main public
market building was built between 1920s and 1930s as seen in its Art Deco Design which is prevalent
of the period. It was reported by Mrs. Thelma Peñalosa-Basco, that public trading is already evident
in the area even before World War II. The parents of Mrs. Basco were already fruit vendors in the
market.

After the World War II, the market returned to operations. A general covered area was built.
Vendors are selling on tables. Some have makeshift kiosks for their goods. In the 1960s when the
Vice Mayor was Mr. Dicen, public stalls were built and rented out to vendors. Later, walls were built
in between stalls and were rented out individually.

Sometime in the 1970s to 1980s, the Main Lapaz Public Market Building served as the
headquarters of the Lapaz Police Station.

In 1989, a fire broke out at the northern side of the market burning portions of the market.
Market stalls were transferred in Rizal St. fronting the market as repair works are in place.

The main building of the Lapaz Public Market was improved and rehabilitated by
Congressman Raul Gonzales Sr in early 2000.

Other facilities were improved by other administration and public officials: Public Restroom
& Wet Market (Mayor Espinosa), Transient Vendors Area (Congressman Treñas).

III. STORIES ASSOCIATED WITH THE STRUCTURE

Lapaz Market is closely associated with the Batchoy


and the Panay Railways. One story told about the birth of
the Batchoy. Workers in the railway would wait for the
train in the early morning to unload goods from cargo.
They needed something to keep them warm. In the
nearby Lapaz Market, pig and cattle were slaughtered to
be sold. The locals concocted a soup out of the innards of
the slaughtered animals which gave way to Batchoy.

IV. SIGNIFICANCE

The Lapaz Public Market is economically important as it is a trading area since its inception.
Its close proximity to the Lapaz Train Station and the Iloilo River makes it accessible for traders to
bring in their goods. The locals also buy and sell their goods in the area. It is a source of income to its
tenants.

The Lapaz Public Market is also socially important. Locals converged in its coffee shops and
restaurant. There are also recreational areas in the area such as billiards. It is also the home of the
Lapaz Chess Club.

The Lapaz Public Market is also socio-politically important. Madge Café, a coffee shop, is a
popular venue for politicians. They would come and talk with the locals and other politicians in the
coffee shop. Many local leaders declared their local candidacy in the coffee shop.

Lapaz Public Market is the birthplace of Lapaz Batchoy. The pioneers of the popular Ilonggo
noodle soup all started in Lapaz Batchoy.

Remarks:

The Lapaz Public Plaza Main Building has been renovated especially the second-floor area.
The original wooden floors were replaced with tiles. There are portions of the ceiling that drips
during rainy season and minor repairs has been made.

The set of stalls built in the 1960s needs improvement. Some sections are deteriorating
especially unoccupied stalls.

Drainage has to be improved.

The makeshift cover of tarpaulin along the alleys has to be improved.

Remarks:

From visually inspection, the building is structurally sound. No cracks or deformation was
noted. However, scientific testing of columns must be considered.

C. CONSTRAINTS/THREATS/ISSUES:

Commercial Development – The entry of malls and other outlets selling market goods is competing
with those in the Lapaz Market.

Pollution – As the structure is located beside a road, the smoke emitted by vehicles contributes to
the darkening of the façade. Garbage from vendors and buying public also contributes to the
deterioration of the site.

Geological Events – Earthquake is a threat to the structural integrity of the building.

Climate Change & Severe Weatther – The area is prone to flooding during inclement weather
especially in front of the Main Lapaz Plaza Building.

Fire – Fire is a huge risk factor especially with its history of incidence in the past. The are several
materials made of wood which is combustible.

D. CONSERVATION MEASURES: (Describe the conservation measures taken at the level of the community, provincial
and/or national)

Individual store/kiosks owners repair and improve their rented space.

On the part of the city government, sections of the market are improved.
